Li Guoying, born in December 1963, is a male ethnic Han from Yuzhou, Henan Province. He entered the workforce in July 1984, and joined the Communist Party of China (CPC) in August 1988. He has an on-job postgraduate education and holds the degree of Doctor of Science. He is a senior engineer at professor level. He’s now an alternate member of the CPC Central Committee, deputy secretary of the CPC Anhui Provincial Committee, governor of Anhui Provincial People’s Government and secretary of its Leading Party Members’ Group.
From August 1980 to July 1984, he studied water resources and hydropower engineering in North China University of Water Resources and Electric Power. After graduation, he became a technician in Planning Section I of Reconnaissance, Planning, Design and Research Institute of Yellow River Conservancy Commission (YRCC) of the Ministry of Water Resources. From March 1987, he served as a senior staff of the Planning Section I and then director of the Comprehensive Planning Office of Reconnaissance, Planning, Design and Research Institute of YRCC of the Ministry of Water Resources. In May 1991, he was promoted to be deputy chief of the Planning Section I of Reconnaissance, Planning, Design and Research Institute of YRCC of the Ministry of Water Resources. In August 1992, he became chief of the Planning Section I of Reconnaissance, Planning, Design and Research Institute of YRCC of the Ministry of Water Resources. In May 1994, he served as assistant of the chief engineer of the Ministry of Water Resources. In May 1995, he became associate chief engineer of the Ministry of Water Resources. In October 1995, he served as associate chief engineer of the Ministry of Water Resources, deputy director of Xiaolangdi Project Construction and Management Bureau and a member of its CPC Party Committee. In May 1997, he was promoted to be deputy director of YRCC of the Ministry of Water Resources and a member of its Leading Party Members’ Group, and he concurrently served as deputy director of Xiaolangdi Project Construction and Management Bureau and a member of its CPC Party Committee. In September 1998, he became chief engineer of the Ministry of Water Resources. In May 1999, he served as secretary of the Leading Party Members’ Group of Water Resources Department of Heilongjiang Province. (From September 1996 to July 1999, he studied in a one-year training class for young and middle-aged cadres at Central Party School and continued to study philosophy in the graduate school of the Central Party School.) In August 1999, he became director of Water Resources Department of Heilongjiang Province and secretary of its Leading Party Members’ Group. In May 2001, he was promoted to be director of YRCC of the Ministry of Water Resources and secretary of its Leading Party Members’ Group (deputy ministerial level). (From September 2007 to January 2011, he studied environmental sciences in an on-job postgraduate program in Northeast Normal University and was awarded a degree of Doctor of Science.) In March 2011, he served as deputy minister of the Ministry of Water Resources and secretary of its Leading Party Members’ Group. In July 2015, he became deputy secretary of CPC Anhui Provincial Committee. In August 2015, he served as deputy secretary of CPC Anhui Provincial Committee and concurrently president of Anhui Provincial Party School. In August 2016, he became deputy secretary of CPC Anhui Provincial Committee, president of Anhui Provincial Party School (concurrently) and secretary of the Leading Party Members’ Group of the provincial government. In September 2016, he served as deputy secretary of CPC Anhui Provincial Committee, vice and acting governor of Anhui Provincial People’s Government, secretary of its Leading Party Members’ Group and president of Anhui Provincial Party School (concurrently). In November 2016, he became deputy secretary of CPC Anhui Provincial Committee, vice and acting governor of Anhui Provincial People’s Government and secretary of its Leading Party Members’ Group. In January 2017, he served as deputy secretary of the CPC Anhui Provincial Committee, governor of Anhui Provincial People’s Government and secretary of its Leading Party Members’ Group.
