Supplementary Provisions II to the Tentative Regulations on the Establishment of Printing Enterprises with Foreign Investment

In order to promote the establishment of closer economic partnership between Hong Kong, Macao and Mainland and to encourage the establishment of commercial enterprises in Mainland by service providers from Hong Kong and Macao, in accordance with the Supplementary Agreement IX to the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Supplementary Agreement IX to the Mainland and Macao Closer Economic Partnership Arrangement approved by the State Council, the supplementary provisions on the Tentative Regulations on the Establishment of Printing Enterprises with Foreign Investment (Order of the General Administration of Press and Publication and the Ministry of Foreign Trade and Economic Cooperation No. 16) are hereby made as follows:

Article 1 Service providers from Hong Kong and Macao are allowed to establish joint ventures in pilots of Qianhai and Hengqin to engage in the printing business of publications and other printing materials. The proportion of equity owned by service providers from Hong Kong or Macao shall not exceed 70%.

Article 2 For the purpose of the Supplementary Provisions II to the Tentative Regulations on the Establishment of Printing Enterprises with Foreign Investment (hereinafter referred to as the “Provisions”), the service providers from Hong Kong and Macao shall respectively comply with the definition of "Service Providers" and the requirements of relevant provisions in the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Mainland and Macao Closer Economic Partnership Arrangement.

Article 3 Other matters concerning the investment in the printing field in Mainland by service providers from Hong Kong and Macao shall still be implemented in accordance with the Tentative Regulations on the Establishment of Printing Enterprises with Foreign Investment.

Article 4 The Provisions shall come into force as of January 1, 2013.
