By the end of 2018, institutions offering postgraduate programs totaled 21 with 63,464 students enrolled. There were 110 institutions of higher education, and the general tertiary education enrollment was 1.139 million. The gross enrollment rate of higher education was 52.2 percent. 753 thousand students studied in 344 secondary vocational schools (technician training schools excluded). There were 1.075 million students in 661 senior secondary schools with the gross enrollment rate of 91.7 percent, 2.092 million students in 2,833 junior secondary schools with the enrollment rate of 99.56 percent and 4.568 million pupils in 7,908 elementary schools with the enrollment rate of 99.98 percent.

There had been altogether 2.307 million technicians of all categories by the end of 2018, up by 1.01 percent over the previous year. Of 6,018 research institutions of science and technology, there were 1,390 ones established by large and medium enterprises. 244 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was 63 billion yuan in 2018, up by 11.5 percent, accounting for 2.1 percent of the provincial GDP.

 

There were 5 national great science programs, 26 state key (engineering) labs, 152 provincial (key) labs, 721 engineering (technical) research centers above provincial level with 39 state-level centers and 19 high & new technology industrial development zones, including 6 state-level ones. There were 5,403 new and high-tech enterprises with 1,432 ones newly recognized.

 

In 2018, achievements of science and technology were made in 8,213 projects, of which 888 projects were supported by financial funds. The achievements include inter-city quantum communication network, the key technology and open innovation platform of speech-and-language-oriented next generation AI, distributed optical fiber strain test technique and application, the key technology of intelligent mobile minimally invasive equipment and commercialization, precise processing of aerospace probe photoelectric image and application. 207,428 patent applications were accepted in 2018 and 79,747 patents were authorized, up by 17.9 percent and down by 36.9 percent respectively. By the end of the year 2018, the number of patents in force had been 61,475. The turnover of export technical contracts was 32.131 billion yuan, up by 28.7 percent, while that of the import technical contracts was 35.449 billion yuan, up by 31 percent. 

 

By the end of 2018, there had been 1,293 qualified inspection agencies, including 26 state inspection centers. There were 26 organizations for product quality and management system certification (branch office in Anhui included), and the number of enterprises completing compulsory certification was 1,678. A total of 210 authorized measurement institutions enforced compulsory inspection on 4.46 million measurement instruments in 2018. 15 international standards, 2,176 national standards and 2,379 local standards had been developed or revised by the end of 2018. There were 78 geographical indication products at state level and 1,892 Anhui-famous brand products.

Hefei - The First Science & Technology Innovative Model City
Hefei, capital of Anhui Province, is dedicating itself to science. It boasts the largest group of scientific and technological talent in Central China. The city is actively seeking new technological industries and striving for efficient use of energy and raw materials, low pollution and high added value yields. Authorized by the central government, the construction of the city into a science and technology innovative model city is co-launched and will be guided by the Ministry of Science and Technology, the Chinese Academy of Sciences and the provincial government.

Hefei Institute of Physical Sciences of the Chinese Academy of Sciences
Lying at Dongpu inland at the foot of the beautiful Shushan Lake in the western part of Hefei city, Hefei Institute of Physical Sciences of the Chinese Academy of Sciences (HIPSCAS) is one of the most important science and education centers of the Chinese Academy of Sciences. It was founded in 2001 by incorporating the former four research institutions of Chinese Academy of Sciences that were Anhui Institute of Optics and Fine Mechanics, Institute of Plasma Physics, Institute of Solid State Physics and Hefei Institute of Intelligent Machines.

HIPSCAS employs a total of more than 1,000 scientists and technicians. It offers positions to post-doctoral fellows in three different fields and its 6 programs and 18 programs respectively lead to the granting of doctoral degrees and master's degrees. The number of registered postgraduate students is 1,200. The institute has set up more than 20 well-furnished laboratories, including 9 key laboratories of provincial and ministerial level. The institute holds super-conducting machine HT-7 Tokamak and a Nuclear Fusion Research Center sponsored by the World Laboratory, and a Research Center of the Third World Academy of Science.

Since the establishment of HIPSCAS, its major research fields aim at the following eight directions: Plasma physics and Magnetic confinement fusion; Atmosphere optics; Nano-science & material physics; Environmental optics & monitoring; High magnet field science & technology; Ion-beam Bioengineering; Laser application technology; Cryogenic & super conduct magnet technology etc. Its major research program includes some important projects relating to the national projects of "973" and "863", National Natural Sciences Research Foundation, and projects authorized by CAS and Anhui Province. Its scientific achievements have won various prizes authorized by national or provincial government. Especially, the study result on HT-7 super-conducting Tokamak obtained by the Institute of Plasma Physics get significant success and won the first class prize of scientific progress of CAS. It has become one of the two important devices to process high parameters steady state plasma experiment in the world. Study and Development on High-Quality Tunable Laser Crystal Ti-doped Sapphire won the second class prize of national scientific progress.

Hefei National Synchronous Radiation Laboratory (NSRL)
Hefei National Synchronous Radiation Laboratory with Cylindrical Particle Accelerator is located in the west campus of the University of Science and Technology of China; it is the first national-level laboratory and up to now the only one of national-level that is built in a university in China.

Synchronous Radiation, as an excellent new kind of light source, can be used in many basic research fields and application research fields such as physics, chemistry, material science, life science, information science, mechanics, geoscience, medical science, medicine, agronomy, environmental protection, metrology, light carving, and super-subtle process. NSRL has built the first special synchronous radiation light source with vacuum ultraviolet radiation and soft X-ray as its main light sources, it is a national laboratory open public to users both at home and abroad. Now the registered users have reached more than 150.
