In April 2016, when Xi Jinping, General Secretary of the CPC Central Committee, visited Anhui, he pointed out that Anhui is now standing at a new historical starting point. He said that Anhui has a good foundation for promoting green and low-carbon development, the power for reform deepening and inland opening and an advantage for innovation driving and industry upgrading. General Secretary Xi encouraged Anhui to further emancipate the mind, work hard, innovate and pioneer to break a new path for better prospect in the rise of the central China.

China’s One Belt One Road strategy has brought Anhui a great opportunity. Anhui province should follow the trend, actively implement the five development ideas, and integrate itself into the One Belt One Road strategy. Hefei has been defined as the inland opening economy highland on the national level.

“The Guiding Opinions on the Development of Yangtze River Economic Zone Supported by the Golden Waterway by the State Council” clearly integrates Anhui into Yangtze River Delta city group, offering Anhui an opportunity to develop with Yangtze River Delta integration. Hefei, capital of Anhui, is identified as the deputy center of the world-level city group, together with Nanjing and Hangzhou. "Shanghai-Nanjing-Hefei" becomes one of the main backbones in Yangtze River Delta.

The State Council officially approved to build Hefei-Wuhu-Bengbu national high-tech zones into the national independent innovation demonstration zones. The three state-level high-tech industrial development zones of Hefei, Wuhu and Bengbu in Anhui province will strive to be built into an influential industrial innovation center for a pioneer zone of science and technology system reform and innovation policy, for a demonstration zone of transformation of scientific and technological achievements, for a leading zone of industry innovation and upgrading and for an ecological zone of mass innovation and entrepreneurship. The State Council officially approved the “Anhui Pilot Program of Systematical Promotion of Overall Innovation and Reform”. The pilot program clearly defined Anhui, together with other seven cities including Shanghai, Beijing, Tianjin and Hebei, as the pilot areas of the overall innovation and reform.

“The Plan for Central Plain Economic Zone” includes five cities, one county and one district, namely, Suzhou, Bozhou, Huaibei, Fuyang, Bengbu, Fengtai County and Panji District of Huainan.

The national-level demonstration area carrying on industry-transfer along Wanjiang urban belt covers 9 cities incluing Hefei and Wuhu, 59 counties and districts, ranging across Anhui Province and extending Yangtze River Delta.

“The Development Outline for Southern Anhui’s International Culture and Tourism Demonstration Zone” covers 7 cities and their 47 counties of Anhui province including Huangshan, Chizhou, Anqing, Xuancheng, Tongling, Ma’anshan and Wuhu. This demonstration zone is the best area of Anhui tourism, representing China tourism.

Anhui Provincial Party Committee and Government released “Anhui’s Implementation Plan for Promoting Supply-side Structural Reforms” to increasingly promote the economy growth and creating new growth drivers by adjusting structure, stabilizing market, preventing risks, improving benefits and increasing stamina by reducing excessive capacity, destocking, deleveraging, reducing cost and improving weak links.

Anhui Provincial Party Committee and Government made an important strategic decision to promulgate “the Action Plan to Speed up the Structural Adjustment. Mode Transformation and Upgrading Promotion” and put forward “4105 plan”, i.e., four development goals, ten key projects and five safeguard measures.

“To Establish Four Development Goals”: to optimize industrial structure, promote quality and benefit, expand economic output and advance per capita indexes, ensuring the synchronization with the national comprehensive well-off. That will lead to Anhui’s great development and realize the “three enhancements” goal in economy, culture and ecology.

“To Implement Ten Key Projects”: projects of strategic emerging industry cluster development, traditional industry improvement, service industry speeding-up, agriculture modernization propelling, innovation driving development, private economy enhancement, gardening transformation upgrading, county-area economy revitalization, quality and brand upgrading, and talent construction.

“To Strengthen Five Safeguard Measures”: project leading, reform and innovation, opening and cooperation, environment building and policy support.
