Accelerating the Development through Structural Transformation
--Summary of Anhui's Economic & Social Development in First Half of 2013
On July 19, the Information Office of the Provincial Government held a press conference, at which, the spokesman from the Provincial Bureau of Statistics released the province's economic performance in the first half of 2013.
Stabilizing Economic Growth and Accelerating the Pace of Development
According to the preliminary figure, the province's GDP totaled 859.13 billion yuan in the first half of this year. Calculated at comparable prices, the increase is 10.9 percent over that of the previous year. The increase rate is 3.3 percent higher than the national average, ranking the province first in central China. In terms of different industries, the value-added of the primary industry was 88.33 billion yuan, an increase of 3 percent; the value-added of the secondary industry, 494.97 billion yuan, up 13 percent; the value-added of the tertiary industry, 275.83 billion yuan, an increase of 9.3 percent.
The situation of industrial and agricultural production is generally good. The province enjoys another summer harvest. The province's summer grain sown area reaches 37.1 million mu; of which, 36.493 million mu is for growing wheat, an increase of 260,000 mu over that of last year. This year marks the 10th consecutive year of record high summer grain yield with the total output reaching 13.385 million tons, ranking Anhui 4th in the nation. In the first half year, the province's above-scale industrial added value reaches 409.63 billion yuan, an increase of 14.5 percent, 5.2 percent higher than the national average. This also has ranked Anhui 2nd for four consecutive months.
The aggregate demand of investment, consumption and export has grown stably. The province's fixed asset investment is 824.12 billion yuan, an increase of 21.6 percent, 1.5 percent higher than that of the national average. Steady growth occurs in the consumer market. In the first half of this year, the province's total retail sales of the social consumer goods is 306.32 billion yuan, an increase of 13.6 percent. The increase rate is respectively 0.1 and 0.9 percentage points higher than that of the first quarter and the national average, ranking Anhui fifth in the nation. Export still maintains a good momentum of rapid growth. In the first half of this year, the province's total volume of imports and exports is 21.61 billion U.S. dollars, an increase of 36.2 percent.
Steady Progress Achieved in Structural Adjustment
In the first half of this year, the province exerts itself to speed up economic restructuring so to make steady progress. From the perspective of industry, structure has been further optimized. The value-added of high-tech industrial enterprisers above designated size grows by 17.7 percent, respectively 0.7 percentage points and 0.8 percentage points higher than that of the first quarter and that of the same period of last year, also 3.2 percentage points higher than that of all the industrial enterprises above designated size; the growth of value-added of equipment manufacturing is 18.5 percent, 0.2 percentage points higher both than that of the first quarter and that of the same period of last year, also 4 percentage points higher than that of all the industrial enterprises above designated size; the value-added of strategic emerging industry increases by 27.2 percent, 9.9 percentage points higher than that of all the industrial enterprises above designated size.
Recently, in the Hefei New Railroad Station Economic Development Area, the construction of the main workshop of Xinsheng Photoelectricity Science and Technology Co. Ltd. has been completed where an 8.5 generation thin-film transistor LCD panel display assembly line with a total investment of 28.5 billion yuan officially enters the phase of equipment adjustment, installation and commissioning. Upon completion, the company will have an annual output capacity of 30 million pieces of panel displays. The project will not only enhance the technical strength of the province's electronic information industry but also create nearly ten thousand jobs.
As an important indicator of innovation capacity, the rapid growth of patent filing is a bright spot in the province's economic development. In the first half of the year, the number of applications for invention patents increases by 61.2 percent, 34 percent higher than the national average, ranking it fourth in the country; the number of patent filing increases 50.9 percent, 46 percent higher than the national average, ranking it first in the country, and further demonstrating the result achieved by the province through implementing the innovation-driven strategies to promote economic transformation and upgrading.
Steadily Pushing forward Reform
In the first half of this year, from the perspective of the province's reality, the provincial authorities adhere to the principle of cracking the problem of economic development, stimulating the dynamics and vitality of the market. As a breakthrough of tax reform, the reform of "conversion from business tax to value-added tax" has played a positive role in promoting the adjustment of enterprise structure, promoting transformation and strengthening management. Since the pilot implementation officially launched on October 1, last year, the number of registered firms increased significantly and the pilot tax reform covered currently more than 59,000 firms or private business households. The amount of direct tax cuts increased continuously. As of the end of May, the new tax policy helps to cut 2.103 billion yuan for the province's enterprises that are included in the pilot program. A large number of enterprises have improved their business operation and economic accounting with evident enhancement of market competitiveness through the program of conversion from business tax to value-added tax.
Investment Increases Substantially in the People's Livelihood
In the first half of this year, the province achieves steady growth of fiscal revenue, totaling 176.06 billion yuan, increased by 17.2 billion yuan over the same period of last year, a growth of 10.8 percent. In the first half of this year, the province's per capita disposable income for urban residents is 11,719 yuan, an increase of 9.6 percent, 0.5 percent higher than that of the national average. After deducting price factors, the actual growth is 7.4 percent. In the first half of this year, the province's fiscal expenditure is 194.17 billion yuan, an increase of 10.4 percent. Of which, the spending on the people's livelihood project is 155.3 billion yuan, up 10.5 percent, accounting for 80 percent of the total fiscal expenditure. Under the 21 categories of expenditure, there are 10 categories of expenditure size exceeding more than 5 billion yuan, of which: education spending is 27.73 billion yuan, an increase of 6 percent; spending on social security and employment is 29.83 billion yuan, up 21.7 percent; spending on health care is 15.91 billion yuan, an increase of 30.9 percent; spending on urban and rural community affairs is 24.82 billion yuan, an increase of 19.2 percent; spending on forestry and water affairs is 21.5 billion yuan, an increase of 15.5 percent; spending on housing security is 10.52 billion yuan, an increase of 6.9 percent. With the province's financial support, the province's livelihood projects have been effectively protected, so that people receive real benefits.
