In 2019, in the face of mounting risks and challenges, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the whole province fully implemented the spirit of the 19th National Congress of the Communist Party of China and the second, third and fourth plenary sessions of the 19th Central Committee of the Communist Party of China, followed the decisions and arrangements made by the CPC Central Committee and the State Council, seized the opportunities brought by the integrated development of the Yangtze River Delta and the rising of Central China, adhered to the general working guideline of making progress while maintaining stability and the new development philosophy, and committed to the high-quality development. As a result, the province maintained a stable and sound economic and social development, the industrial structure continued to improve, the quality and efficiency of development grew steadily, major progress was made in the “Three Critical Battles”, people’s livelihood was significantly improved. The key indicators of the Thirteenth Five-Year Plan progressed as expected, and major breakthroughs were made in the completion of building a moderately prosperous society in all respects.

 

I.          General Outlook

By the end of 2019, the total number of registered population in Anhui had reached 71.194 million, increasing by 365 thousand over last year. The urbanization rate of population with household registration was 34.65 percent, 2 percentage points higher than that of 2018. The number of permanent residents was 63.659 million, an increase of 423 thousand. The urbanization rate of permanent residents was 55.81 percent, up by 1.12 percentage points. The crude birth rate was 12.03 per thousand, down by 0.38 per thousand point over the previous year; the crude death rate 6.04 per thousand, up by 0.08 per thousand point and the natural growth rate 5.99 per thousand, down by 0.46 per thousand point.

Changes of Permanent Population in Anhui 2015-2019

 

 

According to preliminary accounting, the gross domestic product (GDP) [2] of the province in 2019 was 3.7114 trillion yuan, up by 7.5 percent over the previous year at comparable price, ranking 11th and 7th nationwide respectively. By different economic sectors, the value added of the primary industry [3] was 291.57 billion yuan, up by 3.2 percent; that of the secondary industry was 1,533.79 billion yuan, up by 8 percent, of which, the industrial added value reached 1,145.49 billion yuan, up by 7.5 percent; and that of the tertiary industry was 1,886.04 billion yuan, growing by 7.7 percent. The ratio of the three economic sectors was adjusted from 7.8:41.4:50.8 to 7.9:41.3:50.8. The industrial added value accounted for 30.9 percent of the GDP. The overall labor productivity [4] was 84,645 yuan per capita, increasing by 7,023 yuan per capita over the previous year. The per capita GDP was 58,496 yuan (8,480 US dollars), up by 4,418 yuan.

Regional coordinated development of economy has been achieved. The gross product of Hefei Metropolitan Area [5] reached 2,340.2 billion yuan, up by 7.7 percent over the pervious year; that of Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation [6] was 2,436.55 billion yuan, up by 7.5 percent; and that of the six cities in North Anhui [7] was 1,086.4 billion yuan, up by 7.2 percent.   

New economic drivers got boost. Among the industries above the designated size, the value added of the high technology industry and the equipment manufacturing industry grew by 13.7 percent and 10.1 percent, and accounting for 40.1 percent and 32.3 percent of that of all industrial enterprises above the designated size respectively. The value added of the strategic emerging industries increased by 14.9 percent over the previous year, of which, that of the information technology industry of new generation, the manufacture of high-end equipment, the new materials, the biotech, the new energy vehicles, the new energy industry and the energy-saving and environmental protection was up by 16.4 percent, 11.6 percent, 13.2 percent, 21.4 percent, 10.5 percent17.7 percent and 18.1 percent respectively. The output of 24 bases for the concentrated development of strategic emerging industries went up by 13.6 percent. In 2019, the number of express delivery reached 1.55 billion, and the revenue from express delivery reached 13.84 billion yuan, increasing by 37.6 percent and 24.7 percent over the previous year respectively. The online retail sales of 877 enterprises above designated size engaged in online retail business reached 64.19 billion yuan, up by 28.3 percent.

At the end of 2019, the number of employed people in Anhui was 43.84 million, down by 13 thousand over the previous year. Of the total, 13.469 million were employed in the primary sector, down by 67 thousand; 12.61 million in the secondary sector, down by 23 thousand and 17.761 million in the tertiary industry, up by 77 thousand. The number of working staff in urban and rural private enterprises and individual laborers was 15.7114 million, up by 1.6112 million. The number of newly registered employees in real name in urban areas reached 710.3 thousand, and 209.3 thousand new jobs were offered for the reemployment. The surveyed urban unemployment rate was 5.3 percent in the fourth quarter of 2019. The total number of migrant workers across the province was 19.774 million, of which, 13.992 worked out of the province.

The consumer prices in 2019 went up by 2.7 percent over the previous year. The prices for food, tobaccos and liquor increased by 7.1 percent, and those for retail goods rose by 1.9 percent. The producer prices went up by 0.3 percent and the purchasing prices for manufactured goods was down by 0.1 percent. The prices for investment in fixed assets increased by 2.3 percent. The producer prices for farm products rose by 2.3 percent.

II. Agriculture

The total output of grain in 2019 was 40.54 million tons, an increase of 470 thousand tons, or up by 1.2 percent over the previous year. Of this total, the output of summer crops was 16.57 million tons, an increase of 495 thousand tons or up by 3.1 percent; that of autumn grain was 22.96 million tons, an increase of 91 thousand tons or growing by 0.4 percent. The output of oil-bearing crops was 1.614 million tons, increasing by 2.1 percent and that of cotton was 56 thousand tons, down by 37.6 percent.

At the end of 2019, 10.918 million pigs were registered in the total stocks, down by 19.5 percent over the previous year. 22.926 million pigs were slaughtered, down by 19.2 percent. The total output of meat reached 4.007 million tons, down by 4.7 percent, of which, that of pork, beef and mutton was 2.261 million tons, down by 16.2 percent. The total output of eggs was 1.687 million tons, an increase of 6.6 percent. The production of milk was 338 thousand tons, up by 9.6 percent.

By the end of 2019, the total power of agricultural machinery had been 66.506 million kilowatts, an increase of 1.6 percent over the previous year. The whole year consumption of fertilizer (converted to pure amount) was 2.98 million tons, down by 4.4 percent. Electricity consumption in rural areas amounted to 18.91 billion kilowatts, an increase of 4.6 percent. The effective irrigation area was 4.5627 million hectares, an increase of 24.4 thousand hectares.

 

III.  Industry and Construction

 

By the end of 2019, the industrial enterprises above the designated size had amounted to 19,367. The value added of industrial enterprises above the designated size increased by 7.3 percent over the previous year, and the growth rate ranked the tenth place nationwide; of which, that of the state-owned and state-holding enterprises grew by 7.6 percent, that of the share-holding enterprises went up by 6.6 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan grew by 14.6 percent. In terms of sectors, the value added of the mining industry grew by 1.6 percent, that of manufacturing up 7.7 percent and that of the production and supply of electricity, heat power, gas and water rose by 8 percent.

Of the industrial enterprises above designated size, the value added of 35 out of the 40 industries continued to increase. The value added for coal mining and washing went up by 1.2 percent, for ferrous metals smelting and pressing by 6.4 percent; for the production and supply of electricity and heat power up by 7.1 percent; for manufacture of non-metallic mineral products up by 7.8 percent; for manufacture of raw chemical materials and chemical products up by 10.4 percent; for manufacture of automobiles up by 2 percent; for manufacture of general purpose machinery up by 8.6 percent; for manufacture of electrical machinery and apparatus up by 11.4 percent; and for manufacture of computers, communication equipment and other electronic equipment up by 21.1 percent. Among new industrial products, the output of micro computer equipment, integrated circuits and mobile telephones grew by 11.5 percent, 14.6 percent and 16.7 percent respectively.

In 2019, the value added of construction enterprises in Anhui was 390.57 billion yuan, up by 9.3 percent over the previous year. By the end of 2019, the number of construction enterprises qualified for general contracts and specialized contracted had reached 4,574, an increase of 594 over the previous year. In 2019, the floor space of housing construction was 486.114 million square meters, up by 18.53 million square meters; that of completed housing construction was 157.067 million square meters, down by 1.878 million square meters.

 

IV. Service Sector

In 2019, the value added of the wholesale and retail trades was 342.92 billion yuan, up by 5.7 percent over the previous year; that of transport, storage and post was 197.39 billion yuan, up by 6.4 percent; that of hotels and catering services was 75.94 billion yuan, up by 7.6 percent; that of financial intermediation was 234.56 billion yuan, up by 8.7 percent; that of real estate was 287.05 billion yuan, up by 3.9 percent; and that of other services was 730.59 billion yuan, up by 10.1 percent. The business revenue of other profitmaking services above the designated size represented by emerging industries such as Internet information technology and business services rose by 20.9 percent, of which that of Internet and related services, software and information technology services, business services, culture and sports and entertainment grew by 30.9 percent, 22.7 percent, 20 percent and 12.7 percent respectively. 

The freight traffic in 2019 reached 3.68 billion tons, and the freight flows were 1,02.174 billion ton-kilometers[8]. The volume of freight handled by ports throughout the year totaled 550 million tons, up by 8.5 percent over the previous year. In 2019, the total passenger traffic numbered 600 million person times, down by 6.4 percent over the last year. The passenger flows were 121.21 billion person-kilometers, up by 0.5 percent. The number of passengers handled by civil aviation airports in Anhui was 13.677 million person-times, up by 11 percent, of which that handled by Hefei Xinqiao International Airport was 12.282 million person-times, up by 10.6 percent.

The total number of motor vehicles for civilian use had reached 9.128 million by the end of 2019, up by 11.3 percent over the previous year, of which privately-owned vehicles numbered 7.983 million, up by 12.1 percent. The total number of cars for civilian use stood at 5.147 million, up by 11.7 percent, of which privately-owned cars numbered 4.876 million, up by 12 percent. In 2019, the mileage of newly completed expressway, first-class highway and railroad lines in service were 41 km, 513 km and 517.7 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic had reached 4,877 km, 5,377 km and 4,716.2 km respectively, of which that of the high speed railroad lines in service had been 1,852 km.

The turnover of telecommunication services totaled 400.63 billion yuan in 2019, up by 77.4 percent over the previous year; and that of post services 44.08 billion yuan, up by 39.2 percent. By the end of 2019, there had been 64.151 million phone subscribers in Anhui, 58.442 million of which were mobile phone subscribers. For every 100 persons, the phone possession (including mobile phones) was 106.7 sets, up by 6.9 sets. There had been 18.647 million internet service users of basic telecom enterprises by the end of 2018, up by 2.023 million users.

The year 2019 saw 6.558 million inbound visitors to Anhui, a year-on-year increase of 8 percent, of which, 3.777 million were foreigners, up by 6.7 percent; 2.781 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 9.9 percent. The number of domestic tourists totaled 820 million, up by 13.6 percent. The revenue from tourism totaled 852.56 billion yuan, up by 17.7 percent. Of this total, foreign exchange earnings from tourism topped 3.39 billion US Dollars, up by 6.3 percent, and the revenue from domestic tourism totaled 829.15 billion yuan, up by 17.9 percent. The tourist revenue earned by Wannan International Tourism and Culture Demonstration Zone totaled 443.65 billion yuan, up by 17.2 percent. By the end of 2019, there had been 607 tourists spots at Grade A level or above in Anhui.

V. Investment in Fixed Assets

The total investment in fixed assets of the province in 2019 increased by 9.2 percent over the previous year, with the growth rate ranking the 8th place nationwide. Of which, investment in technical transformation and infrastructure rose by 14.4 percent and 13.1 percent respectively and the private investment increased by 10.2 percent. In terms of economic sectors, the investment in the primary sector decreased by 26.2 percent, and that in the secondary sector and the tertiary sector grew by 8.3 percent and 10.9 percent respectively. The industrial investment rose by 8.7 percent, of which that in manufacturing was up by 10.1 percent.

In 2019, the investment in real estate development was 667.05 billion yuan, up by 11.7 percent over the previous year. Floor space of commercial buildings sold was 92.294 million square meters, down by 8.1 percent; the sales totaled 682.35 billion yuan, down by 3.6 percent. At the end of the year, the floor space of the commercial buildings for sale was 15.317 million square meters, down by 9 percent.

A total of 6,493 projects under construction or commenced were included in the provincial key projects investment plan in 2019, and the actual funds for investment reached 1,461.77 billion yuan. 2,700 projects were newly started, including Hefei 6th generation AMOLED production line, Hefei LCFC’s project with the newly-increased annual output of 10 million sets of intelligent products and Chaohu-Ma’anshan intercity railway; the 1,534 projects completed include Hefei Gen 10.5 TFT-LCD production line, Huainan ZAUCC’s project with the annual output of 1.7 million tons of CTM and MTO and the north section of Shangqiu-Hefei-Hangzhou High-speed Railway. The actual investment in the provincial projects in plan was 95.23 billion yuan in 2019. 485 projects were launched in advance, and 6 ones were completed ahead of schedule. The total actual investment in the provincial key projects reached 1.557 trillion yuan. The number of those commenced was 3,185, and that of those completed 1,540 in all.

At the end of 2019, the coal production capacity was 126.96 million tons. The installed power generation capacity was 73.945 million kilowatts, of which, the power produced by coal was 51.358 million kilowatts, and that by new energy and renewable energy was 20.657 million kilowatts.

 

VI. Domestic Trade

In 2019, the total retail sales of consumer goods reached 1,337.77 billion yuan, a growth of 10.6 percent over the previous year, or a real growth of 7.7 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 1,074.82 billion yuan, up by 10.2 percent and that in rural areas reached 262.95 billion yuan, up by 12.2 percent. Grouped by consumption patterns, the retail sales of commodities was 1,190.07 billion yuan, up by 10.4 percent, and that of catering industry was 147.69 billion yuan, up by 11.9 percent.

Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use went up by 13 percent, 6.5 percent and 6.5 percent respectively, grain and oil up by 16.9 percent, meat, poultry and eggs up by 17.7 percent, clothes up by 7.7 percent, daily necessities up by 11.2 percent, traditional Chinese and western medicines up by 12.3 percent, household appliances and audio-video equipment up by 8.9 percent, telecommunication equipment up by 13.1 percent, building and decoration materials up by 10.2 percent, petroleum and petroleum products up by 14.3 percent, for furniture down by 4.8 percent, and motor vehicles down by 5.9 percent.

 

VII.  Foreign Economic Relations

The total value of imports and exports in 2019 reached 68.73 billion US dollars, up by 9.4 percent over the previous year. Of this total, the value of goods exported was 40.4 billion US dollars, up by 11.6 percent; and the value of goods imported was 28.33 billion US dollars, up by 6.3 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high & new-tech products rose by 10.5 percent and 6.7 percent respectively.

Imports and Exports of Anhui 2015-2019

In 2019, the number of projects with the investment over 100 million yuan by outside investors amounted to 5,295, with the actual paid-in fund this year reaching 1,253.72 billion yuan, up by 5 percent over the previous year. The newly established foreign-investment projects were 348, down by 8.2 percent; contracted foreign capital was 23.6 billion US dollars, up by 2.9 times; foreign investment in actual use 17.94 billion US dollars, up by 5.5 percent. At the end of 2019, the number of top 500 foreign enterprises setting up enterprises in Anhui grew by 4 to reach 88.

In 2019, the newly–signed contract value of contracted overseas engineering projects was 2.14 billion US dollars, down by 57.7 percent over the previous year; the accomplished business revenue was 3.35 billion US dollars, up by 11 percent. The number of labor forces sent abroad was 10,182, up by 6.7 percent. 87 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 1.36 billion US dollars, down by 6.1 percent. Among the investment, Anhui investors invested 270 million US dollars in BRI partner countries and regions, up by 45.3 percent.

 

VIII. Finance and Financial Intermediation

The fiscal revenue reached 571 billion yuan in 2019, up by 6.5 percent over the previous year. Of the total, local revenue was 318.3 billion yuan, up by 4.4 percent. Of the total fiscal revenue, tax revenue reached 457.1 billion yuan, increasing by 3.4 percent: value-added tax increased by 4.9 percent, enterprise income tax was up by 10.6 percent. Fiscal expenditures were 739.2 billion yuan, up by 12.5 percent. In terms of major items of expenditure, the expenditures for social security and employment went up by 13.6 percent, for urban and rural community affairs up by 15.8 percent, for science and technology up by 28.2 percent, for education by 9.8 percent. A total of 121.53 billion yuan was invested in 33 livelihood projects.

In 2019, the increment of social financing[9] reached 725.54 billion yuan, an increase of 115.75 billion yuan over 2018. Savings deposit in Renminbi in all items of financial institutions totaled 5,437.79 billion yuan at the end of 2019, an increase of 368.92 billion yuan or 7.3 percent over the previous year; and loans in Renminbi in all items of financial institutions reached 4,428.93 billion yuan, an increase of 530.19 billion yuan or 14.1 percent.

Funds raised in 2019 by enterprises through issuing stocks and share rights on stock market amounted to 44.63 billion yuan, a drop of 8.88 billion yuan compared with the previous year. Of this total, 3 A-shares were issued, receiving 1.21 billion yuan worth of capital altogether; the refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 27.66 billion yuan; the listed companies financed 15.76 billion yuan through convertible bonds, bonds with attached warrants and corporate bonds. By the end of 2019, there had been 105 listed companies in Anhui with the total market value of 1,280.93 billion yuan, up by 63.5 percent over the previous year.

The premium received by the insurance companies totaled 134.87 billion yuan in 2019, up by 11.5 percent over the previous year. Of this total, property insurance premium amounted to 45.27 billion yuan, up by 10.7 percent, and life insurance premium 89.6 billion yuan, up by 11.9 percent. Insurance companies paid an indemnity worth of 41.9 billion yuan, down by 0.1 percent, of which, property insurance indemnity was 24 billion yuan, up by 7.7 percent, and life insurance indemnity 17.9 billion yuan, down by 8.9 percent.

 

IX. Living Conditions and Social Security

In 2019, the annual per capita disposable income of the permanent residents in Anhui was 26,415, increasing by 10.1 percent over the previous year, or a real increase of 7.2 percent after deducting price factors. The annual per capita disposable income of urban residents was 37,540 yuan, up by 9.1 percent or a real increase of 6.2 percent after deducting price factors. The per capita consumption expenditure was 23,782 yuan, up by 10.5 percent, of which, expenditure for food, tobacco and liquor rose by 11.2 percent, for clothing by 6.2 percent, for residence by 7.2 percent, for household facilities, articles and service by 10.9 percent, for transportation and communication by 9.1 percent, for education, culture and recreation services by 18.1 percent and for health care by 16.8 percent. The Engel’s coefficient of urban households was 31.2 percent, up by 0.2 percentage point. The per capita floor space of urban households was 41.8 square meters, up by 1.5 square meters over the previous year.

In 2019, the annual per capita disposable income of rural residents was 15,416 yuan, up by 10.1 percent over the previous year, or a real increase of 7.1 percent after deducting price factors. Per capital living expenditure was 14,546 yuan, up by 14.1 percent, of which, the expenditure for food, tobacco and alcohol was up by 13 percent, for clothing up by 32.7 percent, for housing up by 9.9 percent, for household facilities, articles and service up by 9.6 percent, for transportation and communication up by 9.8 percent, for education, culture, entertainment articles and services up by 15.7 percent and for health care by 27.7 percent. The Engel’s coefficient of rural households was 32.7 percent, down by 0.3 percentage point over the previous year. The per capita floor space of rural households was 53.5 square meters, up by 1.1 square meters over the previous year.

At the end of 2019, a total of 12.1706 million people participated in urban pension program for staff. 35.0172 million people participated in social pension insurance program for urban and rural residents. 5.1879 million people participated in unemployment insurance program and 144.9 thousand people received unemployment insurance payment of different terms. A total of 6.3996 million people and 6.2228 million people participated in work accident insurance and maternity insurance respectively. At the end of 2019, a total of 67.3217 million people participated in basic medical insurance program.

The year of 2019 saw 367 thousand urban residents and 1.783 million rural residents receiving minimum living allowances, and 362 thousand rural residents receiving five-guarantees supporting. The provincial civil affairs authorities offered assistance for 108 thousand person times.

 

X. Education, Science & Technology and Culture 

By the end of 2019, there had been 21 institutions offering postgraduate programs, 112 institutions of higher learning in Anhui, 328 vocational secondary schools (technician training schools excluded). There had been 667 senior secondary schools with the gross enrollment rate of 89.6 percent, 2,846 junior secondary schools with the enrollment rate of 99.8 percent and 7,792 elementary schools with the enrollment rate of 99.97 percent.

There had been altogether 2.369 million technicians of all categories by the end of 2019, up by 2.7 percent over the previous year. Of 6,181 research institutions of science and technology, there were 1,284 ones established by large and medium enterprises. 232 thousand professionals were engaged in scientific work.

There were 4 national large-scale scientific facilities, 185 key labs at provincial level or above with 11 national ones, 599 engineering (technical) research centers at provincial level or above with 9 state-level ones, 103 engineering labs at provincial level or above with 15 state-level ones, 157 engineering research centers at or above provincial level with 35 national ones, and 20 high & new technology industrial development zones, including 6 state-level ones. There were 6,636 new and high-tech enterprises with 1,233 ones newly recognized.

In 2019, achievements of science and technology were made in 16,294 projects, of which 952 projects were financed by fiscal funds. There were 8 achievements winning national science & technology awards, such as the activation, regulation and effector mechanism of inflammatory macrophages, key technology in coding and adaptation of mobile high-definition videos and the optical monitoring technology of hazardous gas in industrial parks and its application. There were 167 thousand patent applications in 2019 and 79,747 patents, and a total of 82.5 thousand were authorized. By the end of the year 2019, the number of patents in force had been 74.8 thousand. The value of export technical contracts was 45.272 billion yuan, up by 40.9 percent, while that of the import technical contracts was 61.001 billion yuan, up by 72.1 percent.

By the end of 2019, there had been 1,405 qualified inspection agencies, including 23 state inspection centers. There were 32 organizations for product quality and management system certification (branch office in Anhui included), and the number of enterprises completing compulsory certification was 1,628. A total of 204 statutory and authorized measurement institutions enforced compulsory inspection on 4.343 million measurement instruments in 2019. 27 international standards, 2,432 national standards and 2,503 local standards had been formulated or revised by the end of 2019. There were 78 geographical indication products at state level and 608.5 thousand effective registered trademarks.

In 2019, the Mapping and Archives Museum of Anhui Province provided the public with 54,401 topographic maps of varied scales, 1,012 survey-mapping data, aerospace remotely sensed data of land covering 3,296,000 square kilometers and 46,284 GB data, produced or updated 33,100 national basic scale topographic maps, monitored geographical conditions of land of 140,000 square kilometers.

By the end of 2019, there had been 124 culture centers, 125 public libraries, 204 museums (private-run museums included) and 1,438 community or township multi-use cultural stations in Anhui. Major historical and cultural sites protected at the national level reached 175, of which 4 sites are incorporated into the existing ones. And there were 915 major historical and cultural sites protected at the provincial level. There were 78 broadcasting and TV stations and 25 medium wave launchers and relay stations across the province at the end of 2019. Both the radio broadcasting coverage rate and the TV broadcasting coverage rate were 99.87 percent. There were 7.9446 million CATV subscribers. In 2019, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 10,532 varieties, and a total of 607 million copies of newspaper and 40 million copies of magazines were issued, and 329 million copies of books were published. There were 124 national archives with 45.07 million rolls of archives collected, the floor space of which amounted to 640 thousand square meters.

 

XI. Public Health, Sports and Social Services

By the end of 2019, there were 26,436 medical and health institutions in Anhui with 1,241 general hospitals, 24,558 grass-root medical and health organizations and 545 professional public health agencies and 92 other health agencies. Among grass-root medical and health organization, there were 1,381 health centers, 1,858 community health service centers and 15,549 village clinics; among professional public health agencies, there were 119 disease control and prevention centers, 42 special disease prevention and care centers (stations), 121 maternal and child care centers and 113 health monitoring institutions. There were 360 thousand health workers in Anhui, including 137 thousand (assistant) practicing doctors and 163 thousand registered nurses. There were 35 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 349 thousand beds, of which general hospitals and health centers had 331 thousand beds. In 2019, the medical and health institutions treated 340 million person-times in total.

In 2019, athletes of Anhui Province won 65 gold medals, 59 silver medals and 106 copper medals in sports competitions domestic and international. 4,262 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 4.14 million person-times. The per capita sports venue area was 1.78 square meters. The sales value of sports lottery reached 8.23 billion yuan in 2019.

By the end of 2019, there had been 1,927 social service agencies providing accommodation with 258 thousand beds, adopting 115 thousand people. There were 8,164 community service institutions with no accommodation. Of this total, there were 1,128 community service centers and 3,100 community service stations. The sales value of welfare lottery totaled 6.918 billion yuan and social welfare funds collected reached 1.989 billion yuan.

 

XII. Resources, Environment and Emergency Management

 

There were 128 kinds of mineral resources (or 161 kinds with minor mineral resources included) discovered in Anhui, and 108 mineral resources (minor ones included) with definite amount of reserves, including 6 energy species, 23 metal species, 77 nonmetal species and 2 hydro sphere species. Another 16 large and medium size mines with definite resources reserves were newly discovered.

The investment in ecological protection and environmental treatment industry grew by 48.8 percent.

By the end of 2019, there had been 87 environment supervision institutions at provincial, city and county levels in Anhui. The average ratio of days of fairly good air quality[10] in the 16 cities of the province was 71.8 percent, down by 5.4 percentage points over the previous year; the air quality of 1 city met grade-two of the national standard. The average PM2.5 concentration across the province was 46 mcg per cubic meter, down by 2.1 percent over the previous year. 8 national-level and 30 provincial-level natural protection and reservation districts had been set up. The newly-added area of manpower afforestation was 51.2 thousand hectares.

Water quality of the Huaihe River flowing through Anhui was better, mainly at Grade II level. Water quality of the Yangtze River flowing through Anhui was better, mainly at Grade II level. Water quality of the Chaohu Lake was mildly polluted, and that of major branches surrounding the lake was good. Water of the Xin’an River and its branches was of excellent quality. The quality of 97.8 percent of urban centralized drinking water source met the standard.

Energy consumption of the industries above the designated size went up by 4.6 percent over the previous year, and energy consumption per unit industrial added value down by 2.5 percent.

The death toll from work accidents every 100 million yuan worth of GDP was 0.035 persons, a decline of 15.9 percent. Work accidents in industrial, mining and commercial enterprises caused 1.347 death out of every 100 thousand employees, up by 5.5 percent. The death toll for one million tons of coal production in coalmines was 0.036, down by 70.3 percent. There happened 10,988 road traffic accidents and 10,036 fire disasters in Anhui in 2019.
