The year 2021 was a milestone in the history of the Communist Party of China (CPC) and the People’s Republic of China. All of us throughout the province took Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guideline, studied and implemented the spirit of the 19th CPC National Congress and the Plenary Sessions of the 19th Central Committee of the CPC, and followed the guiding principles of important speeches and instructions made by General Secretary Xi Jinping. We applied the decisions and arrangements made by the CPC Central Committee, the State Council, the CPC Anhui Provincial Committee and Anhui Provincial Government, committed to the general working guideline of pursuing progress while ensuring stability, fully and faithfully implemented the new development philosophy on all fronts, implemented macro policies accurately and sped up to build the province to a scientific and technological innovation cradle, emerging industries cluster, a new reform and opening highland and a comprehensive, eco-friendly and transformed economic-and-social development zone with great influence. Thus, we achieved stable and sound economic and social development, responded to Covid-19 effectively and got the 14th Five-Year Plan off to a good start.  

 

I. General Outlook

According to preliminary estimation, the gross domestic product (GDP) [2] of the province in 2021 was 4,295.92 billion yuan, up by 8.3 percent over the previous year with the average two-year growth of 6 percent. The three industries developed in a synergetic way. Therefore, the value added of the primary industry was 336.06 billion yuan, up by 7.4 percent. The value added of the secondary industry was 1,761.32 billion yuan, up by 7.9 percent, of which, the industrial added value reached 1,308.17 billion yuan, up by 8.9 percent, and that of manufacturing was 1,135.41 billion yuan, accounting for 26.4 percent of the GDP, up by 0.6 percentage points over the previous year. The value added of the tertiary industry was 2,198.54 billion yuan, up by 8.7 percent[3]. The ratio of the three industries was adjusted from 8.4:40.0:51.6 to 7.8:41.0:51.2. The estimated overall labor productivity reached 132,467 yuan per person in 2021, increasing by 15,463 yuan per person over the previous year[4]. Based on the number of permanent residents, the per capita GDP was 70,321 yuan (10,900 US dollars), up by 7,910 yuan over the previous year.

At the end of 2021, the total number of permanent residents in Anhui reached 61.13 million, an increase of 80 thousand over that at the end of 2020. The urbanization rate of permanent residents was 59.4 percent, up by 1.1 percentage points.

Permanent Population at the End of 2017-2021 in Anhui


The newly increased employed people in urban areas numbered 709 thousand in 2021, and 267 thousand new jobs were offered for the reemployment. The surveyed urban unemployment rate at the year end was controlled within the annual target, the registered urban unemployment rate was 2.46 percent, down by 0.37 percentage points over the previous year. The total number of migrant workers across the province was 19.813 million, of which, 13.111 million left their hometowns and worked in other places.  

The consumer prices in 2021 went up by 0.9 percent over the previous year, of which, those for food, tobaccos and liquor decreased by 0.5 percent. The prices for retail goods rose by 1.6 percent. The producer prices for industrial products went up by 7.7 percent and the purchasing prices for industrial products up by 11.5 percent. The producer prices for farm products went up by 1.3 percent.

New driving forces was strengthened. Among the industries above the designated size, the value added of the high technology manufacturing industry increased by 27.4 percent over the previous year, accounting for 13.6 percent of that of all industrial enterprises above the designated size. The value added for the manufacture of equipment was up by 15.5 percent, accounting for 33.8 percent of that of all industrial enterprises above the designated size. Among the strategic emerging industries, the output value of new generation IT industry and NEV industry rose by 31.2 percent and 31 percent respectively. Among the sales in the market, the online retail sales[5] reached 304.98 billion yuan, up by 15.9 percent, of which, that of physical commodities reached 257.13 billion yuan, up by 11.8 percent. Among the investment in fixed assets, the investment in high technology industries[6] increased by 13.9 percent, 4.5 percentage points higher than that of the total investment. In 2021, the number of newly registered market entities was 1.136 million, with 1,100 market entities newly registered per day on average. At the end of 2021, the market entities totaled 6.609 million.

Solid progress was made in regional coordinated development. The gross domestic product of Hefei Metropolitan Circle reached 2,730.55 billion yuan, an increase of 8.6 percent over the previous year; North Anhui Area, 1,323.91 billion yuan, up by 6.2 percent; Hefei-Wuhu-Bengbu National Innovation Demonstration Zone, 1,770.44 billion yuan, up by 8.3 percent; Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation, 2,900.04 billion yuan, up by 9.4 percent; Dabie Mountain Old Revolutionary Base Area in west Anhui, 501.24 billion yuan, up by 8.3 percent; and the International Culture and Tourism Demonstration Zone in south Anhui, 1,435.99 billion yuan, up by 9.4 percent[7] .   

 

II. Agriculture

In 2021, the sown area of grain was 109.644 million mu, an increase of 301 thousand mu compared with that in 2020. The total output of grain was 40.876 million tons, up by 1.7 percent over the previous year. Of this total, the output of summer crops was 16.999 million tons, up by 1.7 percent, and that of the early rice was 992 thousand tons, up by 8.8 percent. The output of autumn grain was 22.885 million tons, up by 1.4 percent. The output of oil-bearing crops was 1.671 million tons, up by 2.9 percent, that of cotton was 29 thousand tons, down by 28.7 percent.

At the end of 2021, 15.825 million pigs were registered in the total stocks, up by 11.5 percent over the previous year, and 27.978 million pigs were slaughtered, up by 30.1 percent. The total output of pork, beef, mutton and poultry was 4.552 million tons, up by 15.2 percent. The output of eggs was 1.771 million tons, down by 3.9 percent. The output of milk was 476 thousand tons, up by 26.3 percent. The output of aquatic products was 2.365 million tons, up by 1.8 percent.  

By the end of 2021, the total power of agricultural machinery had been 69.24 million kilowatts, an increase of 1.8 percent over the previous year. The overall mechanization rate of major agricultural products cultivation and harvest reached 82.1 percent. The total area of high-standard farmland was 55.1 million mu. Another 353 thousand mu of farmland was newly equipped with water-saving irrigation systems.

 

III.  Industry and Construction

By the end of 2021, the industrial enterprises above the designated size had amounted to 19,553, an increase of 1,184 over the previous year. The value added of industrial enterprises above the designated size increased by 8.9 percent over the previous year. In terms of ownership, the value added of state-owned and state-holding enterprises was up by 11.8 percent, that of the share-holding enterprises up by 8.5 percent, and that of the enterprises funded by foreign investors and investors from Hong Kong, Macao and Taiwan up by 12.3 percent. In terms of sectors, the value added of the mining industry was up by 3.6 percent, that of manufacturing up by 8.8 percent, and that of production and supply of electricity, heat power, gas and water up by 15.5 percent. In terms of industries, the value added of 28 out of the 41 industries continued to increase. The value added for manufacture of computers, communication equipment and other electronic equipment went up by 33.2 percent; for manufacture of automobiles up by 17.4 percent; for manufacture of metallic products up by 14.9 percent; for manufacture of electrical machinery and apparatus up by 11.3 percent; for smelting and pressing of ferrous metals up by 9.2 percent. Among industrial products, the output of automobiles, micro computer equipment and mobile telephones grew by 29.5 percent, 19.1 percent and 5.7 percent respectively.

In 2021, the coal production capacity reached 128.76 million tons. The installed power generation capacity was 84.657 million kilowatts, among which the installed thermal power generation capacity was 52.741 million kilowatts; the installed new energy and renewable energy power generation capacity was 29.646 million kilowatts.  

In 2021, the profits made by industrial enterprises above the designated size were 266.99 billion yuan, up by 13.6 percent over the previous year. By ownership, the profits of state-holding enterprises were 81.16 billion yuan, up by 12.2 percent; those of share-holding enterprises were 227.32 billion yuan, up by 13.6 percent; those of enterprises funded by foreign investors or investors from Hong Kong, Macao and Taiwan were 34.04 billion yuan, up by 15.6 percent; and those of private enterprises were 84.63 billion yuan, up by 9.2 percent. In terms of different sectors, the profits of mining were 25.94 billion yuan, up by 45.4 percent; those of manufacturing were 238.15 billion yuan, up by 18.4 percent; and those of the production and supply of electricity, heat power, gas and water were 2.89 billion yuan, down by 81.8 percent. In 2021, the cost for per-hundred-yuan business revenue of the industrial enterprises above the designated size was 85.29 yuan, or 0.27 yuan higher that of 2020; the profit rate of the business revenue was 5.96 percent, down by 0.16 percentage points.

In 2021, the value added of construction enterprises was 455.93 billion yuan, up by 5.2 percent over the previous year. By the end of 2021, the number of construction enterprises qualified for general contracts and specialized contracts had reached 7,274, an increase of 1,396 over the previous year. In 2021, the floor space of housing construction was 538.886 million square meters, up by 45.116 million square meters; that of completed housing construction was 140.129 million square meters, down by 5.934 million square meters.

 

IV. Service Sector

In 2021, the value added of the wholesale and retail trades was 407.39 billion yuan, up by 10.8 percent over the previous year; that of transport, storage and post was 205.69 billion yuan, up by 8.2 percent; that of hotels and catering services was 79.85 billion yuan, up by 17.2 percent; that of financial intermediation was 277.95 billion yuan, up by 5.9 percent; that of real estate was 330.02 billion yuan, up by 6.4 percent; that of information transmission, software and information technology services was 96.4 billion yuan, up by 10.6 percent; and that of leasing and business services was 126.74 billion yuan, up by 9.8 percent. In 2021, the business revenue of service enterprises above the designated size grew by 16.8 percent, among which that of profit-making services represented by emerging industries such as the Internet information technology and business services was up by 18.4 percent.

The freight traffic in 2021 reached 4.01 billion tons, up by 7.2 percent over the previous year. The freight flows were 1,102.39 billion ton-kilometers, up by 8 percent. The volume of freight handled by ports throughout the year totaled 580 million tons, up by 7.8 percent. In 2021, the passenger traffic was 280 million person-times, down by 15 percent, and the passenger flows were 78.47 billion person-kilometers, up by 7.7 percent. The number of passengers handled by civil aviation airports in Anhui was 11.001 million person-times, up by 6.5 percent, of which that handled by Hefei Xinqiao International Airport was 8.795 million person-times, up by 2.3 percent.

The total number of motor vehicles for civilian use in Anhui reached 10.644 million at the end of 2021, up by 7.4 percent over the previous year, of which the privately-owned vehicles numbered 9.398 million, up by 7.7 percent. The total number of cars for civilian use was 5.978 million, up by 7.3 percent, of which the privately-owned cars numbered 5.71 million, up by 7.8 percent. By the end of 2021, the total length of expressway, first-class highway and railroad lines opened to traffic had reached 5,146 km, 6,171 km and 5,263 km respectively, of which that of the high speed railroad lines in service had been 2,445 km.

The turnover of post services totaled 39.36 billion yuan, up by 31.8 percent over the previous year[8]. The number of express delivery was 3.13 billion, and the revenue of express delivery was 21.68 billion yuan, increasing by 42 percent and 23.9 percent respectively. The turnover of telecommunication services totaled 59.41 billion yuan, up by 24.1 percent[9]. At the end of 2021, there were 69.848 million phone subscribers in Anhui, of whom 64.438 million were mobile phone subscribers. The mobile phone coverage was 105.6 sets per 100 persons. The number of fixed broadband internet users reached 23.839 million, an increase of 2.387 million over the end of the previous year. Of this total, fixed fiber-optic broadband internet users amounted to 21.852 million, an increase of 2.297million. The mobile internet traffic in 2021 was 8.23 billion gigabytes, up by 33.9 percent over the previous year.

The year 2021 registered 580 million domestic tourists, up by 23.4 percent. The revenue of domestic tourism reached 557.84 billion yuan, up by 32.1 percent. The revenue of tourism in the International Culture and Tourism Demonstration Zone in south Anhui totaled 285.46 billion yuan, up by 31.7 percent. By the end of 2021, there had been 657 tourist spots at Grade A or above in Anhui.  

 

V. Investment in Fixed Assets

In 2021, the total investment in fixed assets (excluding rural households) increased by 9.4 percent over the previous year. Among them, the investment in technological transformation of industrial enterprises went up by 17.8 percent, that in infrastructure up by 7.4 percent, and the private investment in fixed assets up by 7.3 percent. By industries, the investment in the primary industry was up by 39.1 percent, that in the secondary industry up by 13.5 percent, and that in the tertiary industry up by 6.9 percent. The industrial investment increased by 13.5 percent, of which that in manufacturing went up by 14.6 percent.

In 2021, the investment in real estate development was 726.32 billion yuan, up by 3.1 percent over the previous year. The floor space of the commercial buildings sold was 104.609 million square meters, up by 9.7 percent; and the sales of commercial buildings reached 814.32 billion yuan, up by 10.8 percent. At the end of 2021, the floor space of the commercial buildings for sale was 17.134 million square meters, up by 11.1 percent.

Fruitful achievements have been made in attracting investment and talents. The number of projects concerning ten key emerging industries—new generation of information technology industry, NEV and ICV industry, digital and creative industry, high-end equipment manufacturing industry, new energy and energy saving and environmental protection industry, green food industry, health industry, smart household appliances industry, new material industry, AI industry—was 2123, of which 1614 were started. 2101 major investment projects in 9 batches were organized to start at the same time. 3695 key projects with the investment over 100 million yuan including Hefei Xinqiao IEV Industrial Base, Renovation and Extension of Hefei Xinqiao International Airport, Geely’s New Energy Heavy Truck in Ma’anshan, UAV Industrial Base of Haiying Aviation in Wuhu and the Reconstruction and Extension Project of Mingguang-Bengbu Section of Najing-Luoyang Expressway were newly started. 2084 key projects including the first phase of Hefei Nexchip, Modern Production of Traditional Chinese Medicine of Beijing TRT in Bozhou, Yonz Technology’s annual production capacity of 10 GW photovoltaic frame in Chuzhou, Anqing-Jiujiang High-speed Railway, and Xuancheng-Huangshan Gas Transmission Line were completed.

    

VI. Market Consumption

In 2021, the total retail sales of consumer goods reached 2,147.12 billion yuan, an increase of 17.1 percent over the previous year. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 1,772.18 billion yuan, up by 16.9 percent, and that in rural areas reached 374.93 billion yuan, up by 18.2 percent. Grouped by consumption patterns, the retail sales of commodities was 1,855.03 billion yuan, up by 14.5 percent, and that of catering industry was 292.09 billion yuan, up by 37.3 percent.

Of the total retail sales of commodities by enterprises above the designated size, the retail sales for food and daily use went up by 16.3 percent and 18.5 percent over the previous year respectively; grain and oil up by 11.1 percent; meat, poultry and eggs up by 11 percent; clothes up by 8 percent; daily necessities up by 17.3 percent; traditional Chinese and western medicines up by 15.6 percent; household appliances and audio-video equipment up by 14.2 percent; furniture up by 27.4 percent; telecommunication equipment up by 33.3 percent; building and decoration materials up by 42.4 percent; motor vehicles up by 9.8 percent; and petroleum and petroleum products up by 13.2 percent.

 

IIV. Foreign Economic Relations 

The total value of imports and exports in 2021 reached 692.02 billion yuan, up by 26.9 percent over the previous year. Of this total, the value of exports was 409.48 billion yuan, up by 29.5 percent; the value of imports was 282.54 billion yuan, up by 23.4 percent. Among exported goods, the value of mechanical and electronic products and high & new technology products went up by 35.5 percent and 37.5 percent respectively. The total value of imports and exports between Anhui and countries along the Belt and Road was 179.01 billion yuan, up by 36 percent. Of the total, the value of exports was 128.59 billion yuan, up by 30.7 percent; that of imports was 50.41 billion yuan, up by 51.7 percent.

Value of Imports and Exports of Anhui 2017-2021


 

The year 2021 witnessed the newly establishment or registration of 475 projects with foreign direct investment, up by 20.9 percent over the previous year; the contracted foreign investment was 6.88 billion US dollars, up by 33.1 percent; the foreign direct investment actually utilized was 19.3 billion US dollars, up by 5.4 percent. At the end of 2021, the number of  overseas Forune Global 500 investing in Anhui was 89.

In 2021, the contract value of newly signed contracted overseas engineering projects reached 4.44 billion US dollars, up by 58 percent over the previous year, and the accomplished business revenue was 2.39 billion US dollars, down by 4.7 percent. The number of labor forces sent abroad was 6,514, up by 2.9 percent. 98 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 1.52 billion US dollars, up by 5.6 percent. Specifically, Anhui investors invested 360 million US dollars in countries and regions along the Belt and Road, up by 40.9 percent.

 

VIII. Finance and Financial Intermediation

The provincial general public budget revenue reached 349.82 billion yuan in 2021, up by 8.8 percent over the previous year, of which tax revenue amounted to 238.99 billion yuan, up by 8.7 percent. The provincial general public budget expenditure reached 759.11 billion yuan, up by 1.6 percent. Among key expenditure items, scientific and technological expenditure went up by 12.5 percent, that on social security and employment up by 4.8 percent, that on education up by 4.3 percent, and that on urban and rural community affairs down by 0.3 percent. The expenditure on 33 livelihood projects amounted to 128.83 billion yuan. The newly added tax and fee cuts in 2021 was 33.43 billion yuan.

In 2021, the aggregate financing to the real economy (AFRE) (flow) reached 971.21 billion yuan, or 46.03 billion yuan more than that in 2020. Savings deposit in Renminbi of financial institutions in Anhui totaled 6,627.19 billion yuan at the end of 2021, an increase of 637.41 billion yuan compared with that at the end of 2020, or up by 10.6 percent. Loans in Renminbi were 5,815.1 billion yuan, an increase of 663.05 billion yuan over that at the end of 2020, or up by 12.9 percent.

Funds raised by listed companies through domestic stock exchanges amounted to 66.29 billion yuan in 2021, an increase of 31.13 billion yuan over the previous year. Of the total, 18 A-shares (including 1 share publicly issued on Beijing Stock Exchanges) were newly issued, raising 11.75 billion yuan; refinancing of A-shares (including right issued, public newly issued, non-public newly issued and warrants) raised 42.45 billion yuan; and the listed companies financed 12.09 billion yuan through issuing corporate bonds and convertible bonds. At the end of 2021, there were 149 listed companies, an increase of 23 over the previous year. The total market value reached 2,304.2 billion yuan, up by 22.7 percent.   

The premium of primary insurance received by the insurance companies in Anhui totaled 137.97 billion yuan in 2021, up by 6.1 percent over the previous year. Of this total, property insurance premium of primary insurance amounted to 43.68 billion yuan, down by 4.6 percent; and life insurance premium of primary insurance 94.29 billion yuan, up by 11.9 percent. Insurance companies paid an indemnity worth of 51.93 billion yuan, up by 12.1 percent, of which property insurance indemnity was 29.36 billion yuan, up by 7.8 percent, and life insurance indemnity 22.57 billion yuan, up by 18.3 percent.[10]

 

IX. Living Conditions and Social Security

In 2021, the per capita disposable income of permanent residents in Anhui was 30,904 yuan, an increase of 10 percent over that of the previous year or a real increase of 9 percent after deducting price factors. The provincial per capita consumption expenditure was 21,911 yuan, up by 16.1 percent over that of the previous year. The Engel’s Coefficient stood at 32.6 percent.

In terms of usual residence, the per capita disposable income of urban households was 43,009 yuan, up by 9 percent, or a real growth of 8 percent after deducting price factors. The per capita consumption expenditure of urban households was 26,495 yuan, up by 16.8 percent. Specifically, the expenditure on food, tobacco and liquor went up by 14.4 percent, on clothing up by 15.9 percent, on residence up by 8.9 percent, on household facilities, articles and services up by 23 percent, on transportation and telecommunication up by 13.7 percent, on education, culture and recreation up by 38.9 percent, and on healthcare and medical services up by 15.5 percent. The Engel’s Coefficient of urban households stood at 32 percent, down by 0.6 percentage points over the previous year. At the end of 2021, the per capita floor space of urban households was 42.3 square meters, up by 0.2 square meters over that of 2020.

The per capita disposable income of rural households was 18,368 yuan, up by 10.5 percent, or a real growth of 9.8 percent after deducting price factors. The per capita consumption expenditure of rural households was 17,163 yuan, up by 14.2 percent. Specifically, the expenditure on food, tobacco and liquor went up by 12.1 percent, on clothing up by 21.5 percent, on residence up by 2.2 percent, on household facilities, articles and services up by 17.3 percent, on transportation and telecommunication up by 14.1 percent, on education, culture and recreation up by 39.1 percent, and on healthcare and medical services up by 14.7 percent. The Engel’s Coefficient of rural households stood at 33.6 percent, down by 0.7 percentage points over the previous year. At the end of 2021, the per capita floor space of rural households was 54.7 square meters, up by 0.1 square meters over that of 2020.

By the end of 2021, a total of 13.842 million people had participated in basic endowment insurance program for urban workers in Anhui. A total of 34.576 million people participated in basic endowment insurance program for urban and rural residents. A total of 6.166 million people participated in unemployment insurance program, and 156 thousand people received unemployment insurance payment of different terms. A total of 7.181 million people participated in work-related injury insurance, and 7.001 million people in maternity insurance programs. At the end of 2021, a total of 66.629 million people participated in basic medical insurance program. [11]

At the end of 2021, minimum living allowances were granted to 317 thousand urban residents and 1.769 million rural residents, and 334 thousand rural residents living in extreme poverty received relief and assistance in Anhui.

At the end of 2021, there were altogether 2,690 social welfare institutions providing accommodation with 388 thousand beds, adopting and aiding 133 thousand people. There were 25 thousand social welfare institutions and facilities with no accommodation, of which 16 thousand were community service stations. In 2021, the sales value of social welfare lotteries totaled 4.44 billion yuan, and social welfare funds collected reached 1.45 billion yuan.

 

X. Education, Science & Technology and Culture

At the end of 2021, there were 21 institutions offering postgraduate programs, 121 institutions of higher learning (independent colleges included), 271 vocational secondary schools (skilled workers schools excluded) in Anhui. There were 679 regular senior secondary schools with the gross enrollment rate of 93.8 percent, 2,825 junior secondary schools with the enrollment rate of 99.99 percent, and 6964 elementary schools with the enrollment rate of 99.99 percent. The number of students graduating from compulsory education reached 96.4 percent.

At the end of 2021, there were altogether 4.514 million professional and technical personnel in Anhui, with 475 thousand high-level talents. The province had 6,769 scientific research institutions, and 279 thousand professionals were engaged in scientific research and development.       

The province has established three national large-scale scientific facilities including Experimental Advanced Superconducting Tokamak, Steady High Magnetic Field Facility and Synchrotron Radiation Lab. There are 12 national key laboratories (national research centers included), 171 key labs at provincial level, 521 engineering research centers at the provincial level or above with 9 state-level ones, 20 high & new tech industrial development zones at the provincial level or above with 6 national ones, 11,368 high & new tech enterprises with 2,809 ones newly established.

In 2021, achievements of science and technology were made in 17,755 projects, of which 896 projects were supported by financial funds. Last year in Anhui, 12 projects won State Science and Technology Award 2020, including studying basic questions about quantum physics on the basis of quantum information technology, enhanced substrates, method and key technologies for SERMS fast test of drugs, key technical equipment and application of automatic processing and digitalized quality control of green tea and key technologies and application of intelligent monitoring and optimizing operation of urban sewage treatment plants. 153 thousand patents were authorized, up by 28.2 percent over the previous year. At the end of 2021, the number of valid patents was 122,000. The signed technology transferred outside contracts represented 175.46 billion yuan, up by 136.3 percent, while the signed technology introduced contracts represented 217.56 billion yuan, up by 92.3 percent.

At the end of 2021, there were 1,637 qualified inspection agencies, including 23 national quality inspection centers. There were 55 agencies for product quality and management system and service certification (branch offices in Anhui included), and 1,231 enterprises completing compulsory certification. A total of 226 legal and authorized metrological verification institutions enforced compulsory inspection on 6.243 million instruments in 2021. 47 international standards, 3,954 national standards and 3,333 local standards were developed or revised in 2021. There were 84 national geographical indication products and 1.011 million valid registered trademarks.

In 2021, the Mapping and Archives Museum of Anhui Province provided the public with 74,893 maps of varied scales, 3,711 survey-mapping data, aerospace remotely sensed data of land covering 6.95 million square kilometers and 13,599 GB data. The museum produced or updated 23,615 national basic scale topographic maps, monitored geographical conditions of land of 140 thousand square kilometers and updated 326.3 GB data on “Map World Anhui”.

At the end of 2021, there were 123 cultural centers, 131 public libraries, 230 museums (private-run museums included) and 1,505 community or township comprehensive cultural stations in Anhui. There were 175 national key cultural relics protection sites and 915 provincial ones. A total of 99 intangible cultural heritages were included in the state list and 479 in the provincial list.

At the end of 2021, there were 78 broadcasting and TV stations in Anhui. Radio broadcasting and Television broadcasting coverage rates were both 99.99 percent. Subscribers to cable television programs numbered 7.717 million. In 2021, the number of newspaper, periodicals and books issued or published totaled 88, 181 and 10,126 varieties, and a total of 560 million copies of newspaper and 34 million copies of magazines were issued, and 320 million copies of books were published. There were 125 national archives with 55.548 million rolls of archives collected, the floor space of which amounted to 631 thousand square meters.

 

XI. Public Health

At the end of 2021, there were 29,547 medical and health institutions in Anhui, including 1,338 hospitals, 27,629 medical and health institutions at grass-root level, 459 professional public health institutions and 121 other health institutions. Among grass-root medical and health institutions, there were 1,356 health centers, 1,814 community service centers and 15,630 village clinics. Among professional public health institutions, there were 122 disease control and prevention centers, 41 special disease prevention and care centers, 126 maternity and child healthcare centers and 106 health monitoring institutions. There were 433 thousand medical technical personnel in the province, including 173 thousand licensed doctors (licensed assistant doctors included) and 201 thousand registered nurses. There were 27 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 420 thousand beds, of which hospitals possessed 319 thousand beds, grass-root medical and health institutions had 90 thousand beds. In 2021, the medical and health institutions treated 360 million person-times in total.

XII. Resources, Environment and Emergency Management

There were 128 kinds of mineral resources discovered in Anhui, and 110 mineral resources (petroleum, uranium and CBM excluded) with definite amount of reserves, including 2 energy species, 25 metal species, 81 nonmetal species and 2 hydro sphere species. In 2021, the geologic investigation institutions carried out 46 research projects at provincial level. Another 5 large and medium size mines with definite resources reserves were newly discovered[12]

In 2021, the investment in ecological protection and environmental treatment industry went up by 0.5 percent over the previous year. There were 8 national natural reserves and 32 provincial ones. The area of manpower afforestation was 36.7 thousand hectares.

At the end of 2021, there were 86 ecological environment monitoring institutions at provincial, city and county levels in Anhui. The average PM2.5 concentration across the province was 34.9 mcg per cubic meter, down by 10.7 percent over the previous year. The average ratio of days with fairly good air quality in 2021 in the 16 cities of the province was 84.6 percent, up by 1.8 percentage points over the previous year; the air quality of 10 cities met grade-two of the national standard, an increase of 5 ones over the previous year.

Water quality of the Huaihe River flowing through Anhui was better, mainly at Grade to III level. Water quality of the Yangtze River through Anhui was better, mainly at Grade II level, and that of its main tributaries was good. The Chaohu Lake was moderately polluted, and major branches surrounding the lake were fairly good. The Xin’an River and its branches were of excellent quality. The quality of 98.7 percent of urban centralized drinking water source met the standard.

In 2021, the death toll from work accidents every 100 million yuan worth of GDP was 0.0263, down by 14.1 percent over the previous year. The death toll for one million tons of coal production in coal mines was 0. 0089, down by 80.3 percent. A total of 10,286 road traffic accidents happened in Anhui in 2021.
