In 2018, in the face of the complicated and volatile external environment as well as the daunting and heavy tasks of reform and development, the whole province upheld the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implemented the decisions and arrangements made by the CPC Central Committee and the State Council, stuck to the underlying principle of pursuing progress while ensuring stability, committed to the requirement of high-quality development and coped effectively with the profound changes in the external environment. Making effort to reform, innovate and overcome difficulties, we have maintained a stable and sound economic development. Gross regional product and fiscal revenue have reached record high, and some indictors of high-quality development have maintained a good momentum. Therefore, we have taken new steps in the construction of modern better Anhui with innovative, coordinated, green, open and sharing development.
I. General Outlook
By the end of 2018, the total number of registered population in Anhui had reached 70.829 million, increasing by 237 thousand over last year. The urbanization rate of population with household registration was 32.65 percent, 1.59 percentage points higher than that of 2017. The number of permanent residents was 63.236 million, an increase of 688 thousand. The urbanization rate of permanent residents was 54.69 percent, up by 1.2 percentage points. The crude birth rate was 12.41 per thousand, down by 1.66 per thousand points over the previous year; the crude death rate 5.96 per thousand, up by 0.06 per thousand points and the natural growth rate 6.45 per thousand, down by 1.72 per thousand points.
Changes of Permanent Population in Anhui 2013-2018
According to preliminary accounting, the gross domestic product (GDP) of the province in 2018 exceeded 3 trillion yuan to reach 3.000682 trillion yuan, up by 8.02 percent over the previous year at comparable price. By different economic sectors, the value added of the primary industry was 263.801 billion yuan, up by 3.2 percent; that of the secondary industry was 1,384.209 billion yuan, up by 8.5 percent; and that of the tertiary industry was 1,352.672 billion yuan, growing by 8.6 percent. The ratio of the three economic sectors was adjusted from 9.6:47.5:42.9 to 8.8:46.1:45.1. The industrial value added accounted for 38.9 percent of the GDP, and the gap between Anhui’s ratio of value added of service sector in its GDP and the national average reduced from 9 percentage points to 7.1 percentage points. The overall labor productivity was 68,484 yuan per capita, increasing by 6,654 yuan per capita over the previous year. The per capita GDP was 47,712 yuan (7,210 US dollars), up by 4,311 yuan.

At the end of 2018, the number of employed people in Anhui was 43.853 million, increasing by 74 thousand over the previous year. Of the total, 13.536 million were employed in the primary sector, down by 97 thousand; 12.633 million in the secondary sector, up by 38 thousand and 17.684 million in the tertiary industry, up by 133 thousand. The number of working staff in urban and rural private enterprises and individual laborers was 14.1 million, up by 1.773 million. The number of newly registered employees in real name in urban areas reached 705 thousand, and 211.5 thousand new jobs were offered for the reemployment. The registered urban unemployment rate was 2.83 percent at the year end, down by 0.05 percentage points over the previous year. The total number of migrant workers across the province was 19.524 million, of which, 14.291 worked out of the province.
The consumer prices in 2018 went up by 2 percent over the previous year. The prices for food, tobaccos and liquor increased by 2.1 percent, and those for retail goods rose by 1.9 percent. The producer prices went up by 3 percent and the purchasing prices for manufactured goods up by 5.3 percent. The prices for investment in fixed assets increased by 5.8 percent. The producer prices for farm products rose by 1.5 percent.
In 2018, the sown area of grain was 7.3163 million hectares, a drop of 5.5 thousand hectares compared with that in 2017. The sown area of oil-bearing crops was 520.2 thousand hectares, an increase of 1.9 thousand hectares. The sown area of cotton was 86.3 thousand hectares, a decrease of 1.8 thousand hectares. The sown area of vegetables was 652.2 thousand hectares, an increase of 24 thousand hectares.The area of integrated farming of rice and aquacultural animal was 1.6 million mu, up by 77.8 percent. 1,114 agricultural products were newly labelled as pollution-free, green, organic product with agro-product geographical indications.
The total output of grain in 2018 was 40.073 million tons, a decrease of 125 thousand tons, or down by 0.3 percent over the previous year. Of this total, the output of summer crops was 16.075 million tons, a decrease of 372 thousand tons or down by 2.3 percent; that of autumn grain was 22.871 million tons, an increase of 385 thousand tons or growing by 1.7 percent. The output of oil-bearing crops was 1.58 million tons, increasing by 2.2 percent and that of cotton was 89 thousand tons, up by 2.9 percent.
At the end of 2018, 13.563 million pigs were registered in the total stocks, down by 4.3 percent over the previous year. 28.374 million pigs were slaughtered, up by 0.3 percent. The total output of meat reached 4.217 million tons, up by 1.6 percent, of which, that of pork, beef and mutton was 2.697 million tons, up by 0.9 percent. The total output of eggs was 1.583 million tons, an increase of 2.3 percent. The production of milk was 308 thousand tons, up by 3.2 percent.
By the end of 2018, the total power of agricultural machinery had been 65.427 million kilowatts, an increase of 3.6 percent over the previous year. The number of farming tractors was 2.311 million, down by 0.9 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.111 million tons, down by 2.4 percent. Electricity consumption in rural areas amounted to 18.08 billion kilowatts, an increase of 5.5 percent. The effective irrigation area was 4.5434 million hectares, an increase of 40.7 thousand hectares, and a new increase of 54.8 thousand hectares of water-saving irrigation areas.
III. Industry and Construction
By the end of 2018, the industrial enterprises above the designated size had amounted to 19,421, a drop of 1,028 over the previous year. The value added of industrial enterprises above the designated size increased by 9.3 percent over the previous year, creating a new record high in the past four years and ranking the province the fourth nationwide and first in Central China; of which, that of the state-owned and state-holding enterprises grew by 7.2 percent, that of the share-holding enterprises went up by 8.6 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan grew by 12.3 percent. In terms of sectors, the value added of the mining industry grew by 0.8 percent, that of manufacturing up 9.6 percent and that of the production and supply of electricity, heat power, gas and water rose by 13.9 percent.
Of the industrial enterprises above designated size, the value added of 32 out of the 40 industries continued to increase. The value added for manufacture of computers, communication equipment and other electronic equipment was up by 28.8 percent; for pharmaceutical industry up by 17%；for ferrous metals mining and dressing up by 15.7 percent;for the production and supply of electricity and heat power up by 14 percent; for smelting and pressing of the non-ferrous metals up by 13.4 percent; for manufacture of electrical machinery and apparatus up by 12.1 percent; for manufacture of raw chemical materials and chemical products up by 10.4 percent; for manufacture of general purpose machinery up by 7 percent; for processing of food from agricultural and sideline products up by 6.8 percent; and for manufacture of automobiles up by 6 percent. The industrial structure continued to be improved. The growth of the value added of the manufacturing of equipment was 12 percent; that of high and new technology industries 22.6 percent. The output value of strategic emerging industries grew by 16.1 percent, accounting for 29.5 percent of that of all industrial enterprises above the designated size. The gross output of 24 bases for the concentrated development of strategic emerging industries went up by 16.6 percent.
Among major products of industrial enterprises above the designated size, the output of electricity, crude steel, rolled steel, cement, color TV sets, household washing machines, household refrigerators and room air conditioner grew by 9.1 percent, 6.7 percent, 7.2 percent, 1.8 percent, 47.7 percent, 2.7 percent, 7.2 percent and 3.2 percent respectively; that of coal and automobile dropped by 2.3 percent and 14.4 percent respectively. Of new products, the output of new energy cars doubled, that of lithium batteries and industrial robots increased by 27.5 percent and 18.3 respectively, while that of SUVs and optical fiber decreased by 34.5 percent and 25.6 percent respectively.
The profits made by the industrial enterprises above the designated size in 2018 were 244.82 billion yuan, an increase of 27.8 percent, registering a record high in the past seven years. Of this total, the profits of state-holding enterprises were down by 4.7 percent; those of share-holding enterprises up by 32.9 percent; those of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan up by 2.6 percent; those of middle and small-sized enterprises up by 34.4 percent, and those of private enterprises by 28.8 percent. Progress has been made in cost reduction. The industrial enterprises above the designated size reduced their cost of per 100 yuan of income from the principal activities by 0.6 yuan to 85.6 yuan, the lowest in the past 9 years.
Profits made in fifteen industries, including manufacture of non-metallic mineral products, smelting and pressing of non-ferrous metals, coal mining and dressing, manufacture of computers, communication equipment and other electronic equipment, manufacture of raw chemical materials and chemical products, manufacture of electrical machinery and equipment, manufacture of special purpose machinery, manufacture of rubber and plastic products, pharmaceutical industry, manufacture of liquor, beverage and refined tea, manufacture of metal products, manufacture of automobiles, processing of food from agricultural products, manufacture of general purpose machinery and production and supply of electric power and heat power were all over 5 billion yuan, and their accumulated profits reached 182.93 billion yuan, up by 21.1 percent, and accounting for 80 percent of those made by industrial enterprises above the designated size.
By the end of 2018, the number of construction enterprises qualified for general contracts and specialized contracted had reached 3,980, an increase of 764 over the previous year. The floor space of housing construction was 467.584 million square meters, up by 25.371 million square meters; that of completed housing construction was 158.945 million square meters, up by 9.132 million square meters.
IV. Investment in Fixed Assets
The total investment in fixed assetsof the province in 2018 increased by 11.8 percent over the previous year on a comparable basis, with the growth rate jumping from the 11th place to the second one across the nation. Of the total investment, the investment in the technical transformation in industry was up by 34.6 percent; that in infrastructure up by 7 percent; and the private investment up by 18.5 percent. By regions, the investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation increased by 10.2 percent; that in the six cities of northern Anhui up by 14.4 percent. In terms of economic sectors, the investment in the primary sector rose by 33 percent, and that in the secondary sector and the tertiary sector grew by 24.6 percent and 5.6 percent respectively. By industries, the investment in industry rose by 24.8 percent, of which, that of manufacturing went up by 33.3 percent and that of the manufacture of equipment was up by 29.4 percent. The investment in the major six high energy consuming industries increased by 0.5 percent.
In 2018, the investment in real estate development was 597.41 billion yuan, up by 6.4 percent over the previous year. Sale area of commercial buildings was 100.384 million square meters, up by 9.1 percent; the sales totaled 707.7 billion yuan, up by 20.6 percent. At the end of the year, the floor space of the commercial buildings for sale was 16.826 million square meters, down by 16.8 percent.
A total of 5,962 projects with the investment over 100 billion yuan was scheduled in 2018, and the actual investment reached 1,531.62 billion yuan. 2,545 projects were newly started, including the construction of the Comprehensive Research Facilities in Support of the China Fusion Engineering Test Reactor, the expansion of BOE Gen 10.5 TFT-LCD 30K, Anhui section of Nachang-Jingdezhen-Huangshan High-speed Rail and G3W Chizhou-Qimen section of Dezhou-Shangrao Expressway. The 1,518 projects completed include the International Scientific and Technological Innovation Center of HIT Robot Group in Hefei, Hefei High-end and Electric Light Truck, Huangshan-Hangzhou High-speed Rail and Chuzhou-Dingyuan section of Chuzhou-Huainan Expressway.
At the end of 2018, the coal production capacity reached 132.51 million tons. The installed capacity of electricity had been 70.89 million kilowatts, of which, the electricity produced by coal was 50.7 million kilowatts, and that by new energy and renewable energy was 18.39 million kilowatts.
V. Domestic Trade
In 2018, the total retail sales of consumer goods reached 1,210.01 billion yuan, a growth of 11.6 percent over the previous year, or a real growth of 9.4 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 973.18 billion yuan, up by 11.3 percent and that in rural areas reached 236.82 billion yuan, up by 12.9 percent. Grouped by consumption patterns, the retail sales of commodities was 1077.81 billion yuan, up by 11.5 percent, and that of catering industry was 132.2 billion yuan, up by 11.8 percent. The online retail sales of 786 enterprises above designated size engaged in online retail business which are taken into account reached 49.22 billion yuan, up by 36.1 percent.

Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use was 13.9 percent, 8.7 percent and 11.1 percent, that for grain and oil 6.8 percent, for meat, poultry and eggs 14.3 percent, for clothes 9.5 percent, for daily necessities 12 percent, for traditional Chinese and western medicines 13.4 percent, for household appliances and audio-video equipment 12.5 percent, for furniture 7.3 percent, for telecommunication equipment 29.5 percent, for building and decoration materials 15.3 percent, for motor vehicles 5.9 percent and for petroleum and petroleum products 17.5 percent.
VI. Foreign Economic Relations
The total import-export volume in 2018 reached 62.97 billion US dollars, up by 16.6 percent over the previous year. Of this total, the value of goods exported was 36.21 billion US dollars, up by 18.3 percent; and the value of goods imported was 26.76 billion US dollars, up by 14.3 percent. Grouped by export businesses, exports of manufacturing enterprises increased by 20.1 percent, and those of trading enterprises decreased by 1.2 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high & new-tech products rose by 23 percent and 31.1 percent respectively.

In 2018, the number of projects with the investment over 100 million yuan by outside investors amounted to 5,499, with the actual paid-in fund this year reaching 1,194.2 billion yuan, up by 9 percent over the previous year. The newly established foreign-investment projects were 379, up by 12.1 percent; contracted foreign capital was 6.08 billion US dollars, down by 3.3 percent; foreign investment in actual use 17 billion US dollars, up by 7 percent. At the end of 2018, the number of top 500 foreign enterprises setting up enterprises in Anhui grew by 4 to reach 84.
In 2018, the newly–signed contract value of contracted overseas engineering projects was 5.05 billion US dollars, down by 3.8 percent over the previous year; the accomplished business revenue was 3.01 billion US dollars, down by 13.4 percent. The number of labor forces sent abroad was 9,539, down by 18.1 percent. 99 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 1.45 billion US dollars, up by 56 percent. Among the investment, Anhui investors invested 190 million US dollars in BRI partner countries and regions, up by 1.1 times.
VII. Transportation, Post, Telecommunications and Tourism
In 2018, the total passenger traffic was 640 million persons, down by 8.3 percent over the previous year, and the freight traffic was 4.07 billion tons, up by 0.8 percent. The passenger flows were 120.62 billion person-kilometers, up by 0.8 percent, and the freight flows were 1,178.37 billion ton-kilometers, up by 3.2 percent. The volume of freight handled by ports throughout the year totaled 510 million tons, down by 0.2 percent. The number of passengers handled by civil aviation airports in Anhui was 13.6 million person-times, up by 19.1 percent, of which that handled by Hefei Xinqiao International Airport was 11.111 million person-times, up by 21.5 percent.
The total number of motor vehicles for civilian use had reached 10.873 million by the end of 2018, up by 9.3 percent, of which private-owned vehicles numbered 8.201 million, up 14.5 percent. The total number of cars for civilian use stood at 4.608 million, up 14.3 percent, of which private-owned cars numbered 4.355 million, up by 14.8 percent.
In 2018, the mileage of newly completed expressway, first-class highway and railroad lines in service were 163 km, 713 km and 51.7 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic had reached 4,836 km, 4,864 km and 4,198.5 km respectively, of which that of the high speed railroad lines in service had been 1,456.4 km.
The turnover of telecommunication services totaled 225.78 billion yuan in 2018, up by 171.3 percent over the previous year; and that of post services 31.68 billion yuan, up 27.7 percent. The number of express delivery reached 1.12 billion, and the revenue from express delivery reached 11.1 billion yuan, increasing by 30.1 percent and 23.9 percent over the previous year respectively. By the end of 2018, local fixed telephone subscribers had numbered 5.172 million, down by 342 thousand, while mobile phone users reached 57.276 million, up by 7.282 million. For every 100 persons, the phone possession (including mobile phones) was 99.8 sets, up by 10.2 sets. There had been 16.624 million internet service users of basic telecom enterprises by the end of 2018, up by 3.388 million users.
The year 2018 saw 6.07 million inbound visitors to Anhui, a year-on-year increase of 10.5 percent, of which, 3.54 million were foreigners, up by 10.3 percent; 2.53 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 10.9 percent. The number of domestic tourists totaled 721 million, up by 15.2 percent. The revenue from tourism totaled 724.1 billion yuan, up by 17.1 percent. Of this total, foreign exchange earnings from tourism topped 3.19 billion US Dollars, up by 10.7 percent, and the revenue from domestic tourism totaled 7.3 billion yuan, up by 17.1 percent. The tourist revenue earned by Wannan International Tourism and Culture Demonstration Zone totaled 378.52 billion yuan, up by 16.4 percent. By the end of 2018, there had been 600 tourists spots at Grade A level or above in Anhui.

VIII. Financial Intermediation
The fiscal revenue exceeded 500 billion yuan to reach 536.33 billion yuan in 2018, up by 10.4 percent over the previous year. Of the total, local revenue was 304.87 billion yuan, up by 8.4 percent. Of the total fiscal revenue, tax revenue reached 441.9 billion yuan, increasing by 11.9 percent: value-added tax and business tax increased by 12.6 percent, enterprise income tax was up by 22.3 percent. Fiscal expenditures were 657.21 billion yuan, up by 5.9 percent. In terms of major items of expenditure, the expenditures for social security and employment went up by 10.7 percent, for urban and rural community affairs down by 1.7 percent, for science and technology up by 13.2 percent, for education by 9.7 percent. A total of 106.73 billion yuan was invested in 33 livelihood projects.

In 2018, the increment of social financing reached 538.22 billion yuan, a drop of 261.65 billion yuan over 2017. Savings deposit in Renminbi in all items of financial institutions totaled 5,067.73 billion yuan at the end of 2018, an increase of 506.85 billion yuan or 11.1 percent. Of this total, the saving deposit of institutions was 1,492.91 billion yuan, up by 5.1 percent; household saving deposits 2,299.48 billion yuan, up by 12 percent. Loans in Renminbi in all items of financial institutions reached 3,881.53 billion yuan, an increase of 433.41 billion yuan or 12.6 percent over the previous year. Of this total, short-term loans stood at 1,053.25 billion yuan, up by 6.2 percent; medium and long-term loans 2,575.01 billion yuan, up by 14.8 percent, of which personal loans were 1,262.43 billion yuan, up by 21.9 percent.
Funds raised in 2018 by enterprises through issuing stocks and share rights on stock market amounted to 53.51 billion yuan, an increase of 7.17 billion yuan compared with the previous year. Of this total, 3 A-shares were issued, receiving 1.45 billion yuan worth of capital altogether; the refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 37.26 billion yuan; the listed companies financed 14.8 billion yuan through convertible bonds, bonds with attached warrants, corporate bonds and other bonds. By the end of 2018, there had been 103 listed companies in Anhui with the total market value of 790.3 billion yuan, down by 32.3 percent over the previous year.
In 2018, 57.04 billion yuan short-term financing bonds were issued.
The transaction volume of domestic security agents in Anhui amounted to 4,340 billion yuan, and that of time bargains was 20,550 billion yuan.
The premium received by the insurance companies totaled 120.97 billion yuan in 2018, up by 9.3 percent over the previous year. Of this total, property insurance premium amounted to 40.88 billion yuan, up by 11.6 percent, and life insurance premium 80.09 billion yuan, up by 8.1 percent. Insurance companies paid an indemnity worth of 41.92 billion yuan, up by5.4 percent, of which, property insurance indemnity was 22.28 billion yuan, up by 19.1 percent, and life insurance indemnity 19.65 billion yuan, down by 6.7 percent.
IX. Living Conditions and Social Security
In 2018, the annual per capita disposable income of the permanent residents in Anhui was 23,984, increasing by 9.7 percent over the previous year, or a real increase of 7.5 percent after deducting price factors. The annual per capita disposable income of urban residents was 34,393 yuan, up by 8.7 percent or a real increase of 6.6 percent after deducting price factors. The per capita consumption expenditure was 21,523 yuan, up by 3.8 percent, of which, expenditure for food, tobacco and alcohol rose by 0.1 percent, for clothing by 7.6 percent, for housing by 15.9 percent, for household facilities, articles and service by 8.8 percent, for transportation and communication by 9.7 percent, and for health care by 11.4 percent. The expenditure for education, culture and entertainment services remained the same with that of the previous year. The Engel’s coefficient of urban households was 31 percent, down by 1.1 percentage points. The per capita floor space of urban households was 41.2 square meters, up by 3.8 square meters over the previous year.
In 2018, the annual per capita disposable income of rural residents was 13,996 yuan, up by 9.7 percent over the previous year, or a real increase of 7.6 percent after deducting price factors. The once enlarging gap between Anhui’s rural residents’ income and national average reduced by 53 yuan over the previous year. Per capital living expenditure was 12,748 yuan, up by 14.8 percent, of which, the expenditure for food, tobacco and alcohol was up by 12.9 percent, for clothing up by 12.3 percent, for housing up by 15.1 percent, for household facilities, articles and service up by 31.2 percent, for transportation and communication up by 15.6 percent, for education, culture, entertainment articles and services up by 18.2 percent and for health care by 3 percent. The Engel’s coefficient of rural households was 33 percent, down by 0.5 percentage points over the previous year. The per capita floor space of rural households was 52.9 square meters, up by 2.2 square meters over the previous year.

At the end of 2018, a total of 11.415 million people participated in urban pension program for staff. 5.053 million people participated in unemployment insurance program and 149 thousand people received unemployment insurance payment of different terms. A total of 6.0182 million people and 5.863 million people participated in work accident insurance and maternity insurance respectively. 34.8776 million people participated in social pension insurance program for urban and rural residents. In rural areas, a total of 46.53 million people, accounting for 104 percent of the rural population, joined new rural cooperative medical system.
The year of 2018 saw 427 thousand urban residents and 1.806 million rural residents receiving government subsistence allowances, and 377 thousand rural residents receiving five-guarantees supporting. The provincial civil affairs authorities offered direct assistance for 2.867 million person times, and 4.039 million people were subsidized to join the basic medical insurance program.
X. Education, Science & Technology and Culture
By the end of 2018, institutions offering postgraduate programs totaled 21 with 63,464 students enrolled. There were 110 institutions of higher education, and the general tertiary education enrollment was 1.139 million. The gross enrollment rate of higher education was 52.2 percent. 753 thousand students studied in 344 secondary vocational schools (technician training schools excluded). There were 1.075 million students in 661 senior secondary schools with the gross enrollment rate of 91.7 percent, 2.092 million students in 2,833 junior secondary schools with the enrollment rate of 99.56 percent and 4.568 million pupils in 7,908 elementary schools with the enrollment rate of 99.98 percent.
There had been altogether 2.307 million technicians of all categories by the end of 2018, up by 1.01 percent over the previous year. Of 6,018 research institutions of science and technology, there were 1,390 ones established by large and medium enterprises. 244 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was 63 billion yuan in 2018, up by 11.5 percent, accounting for 2.1 percent of the provincial GDP.
There were 5 national great science programs, 26 state key (engineering) labs, 152 provincial (key) labs, 721 engineering (technical) research centers above provincial level with 39 state-level centers and 19 high & new technology industrial development zones, including 6 state-level ones. There were 5,403 new and high-tech enterprises with 1,432 ones newly recognized.
In 2018, achievements of science and technology were made in 8,213 projects, of which 888 projects were supported by financial funds. The achievements include inter-city quantum communication network, the key technology and open innovation platform of speech-and-language-oriented next generation AI, distributed optical fiber strain test technique and application, the key technology of intelligent mobile minimally invasive equipment and commercialization, precise processing of aerospace probe photoelectric image and application. 207,428 patent applications were accepted in 2018 and 79,747 patents were authorized, up by 17.9 percent and down by 36.9 percent respectively. By the end of the year 2018, the number of patents in force had been 61,475. The turnover of export technical contracts was 32.131 billion yuan, up by 28.7 percent, while that of the import technical contracts was 35.449 billion yuan, up by 31 percent.
By the end of 2018, there had been 1,293 qualified inspection agencies, including 26 state inspection centers. There were 26 organizations for product quality and management system certification (branch office in Anhui included), and the number of enterprises completing compulsory certification was 1,678. A total of 210 authorized measurement institutions enforced compulsory inspection on 4.46 million measurement instruments in 2018. 15 international standards, 2,176 national standards and 2,379 local standards had been developed or revised by the end of 2018. There were 78 geographical indication products at state level and 1,892 Anhui-famous brand products.
In 2018, the Mapping and Archives Museum of Anhui Province provided the public with 36,525 maps of varied scales, 2,274 survey-mapping data, aerospace remotely sensed data of land covering 1,063,000 square kilometers and 7,928.45 GB data, produced or updated 34,774 national basic scale topographic maps, monitored geographical conditions of land of 140,000 square kilometers and updated 4,096 GB data on “Map World Anhui”.
By the end of 2018, there had been 123 culture centers, 124 public libraries, 196 museums (private-run museums included) and 1,438 community or township multi-use cultural stations in Anhui. There were 130 national key cultural relics protection sites with 2 sites combined and 708 provincial key cultural relics protection sites. 72 intangible cultural heritages were included in the state list and 478 in the provincial list. There were 79 broadcasting and TV stations across the province at the end of 2018. There were 25 medium wave launchers and relay stations. The radio broadcasting coverage rates were 99.84 percent. There were 7.9265 million CATV subscribers and the TV broadcasting coverage rates were 99.84 percent. In 2018, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 10,059 varieties, and a total of 718 million copies of newspaper and 43 million copies of magazines were issued, and 322 million copies of books were published. There were 124 national archives with 30.0148 million rolls of archives collected, the floor space of which amounted to 469.6 thousand square meters.
XI. Public Health, Sports and Social Services
By the end of 2018, there were 24,926 medical and health institutions in Anhui with 1,140 general hospitals, 23,076 grass-root medical and health organizations and 605 professional public health agencies and 105 other health agencies. Among grass-root medical and health organization, there were 1,366 health centers, 1,891 community health service centers and 15,317 village clinics; among professional public health agencies, there were 120 epidemic disease prevention centers, 45 special disease prevention and care centers (stations), 120 maternal and child care centers and 112 health monitoring institutions. There were 334 thousand health workers in Anhui, including 127 thousand (assistant) practicing doctors and 150 thousand registered nurses. There were 38 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 329 thousand beds, of which general hospitals and health centers had 312 thousand beds. In 2018, the medical and health institutions treated 300 million person-times in total.

In 2018, athletes of Anhui won altogether 47 gold medals, 45 silver medals and 67 copper medals at international and domestic games. 3,127 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 3.61 million person-times. The per capita sports venue area was 1.51 square meters. The sales value of sports lottery reached 9.727 billion yuan in 2018.
By the end of 2018, there had been 1,601 social service agencies providing accommodation with 207 thousand beds, adopting 104 thousand people. There were 8,377 community service institutions with no accommodation. Of this total, there were 1,174 community service centers and 3,062 community service stations. The sales value of welfare lottery totaled 7.585 billion yuan and social welfare funds collected reached 2.139 billion yuan.
VII. Resources, Environment and Work Safety
There were 128 kinds of mineral resources (or 161 kinds with minor mineral resources included) discovered in Anhui, and 125 mineral resources (minor ones included) with definite amount of reserves, including 6 energy species, 23 metal species, 94 nonmetal species and 2 hydro sphere species. In 2018, the geologic investigation institutions carried out 23 research projects at provincial level. Another 30 large and medium size mines with definite resources reserves were newly discovered.
The investment in ecological protection and environmental treatment industry grew by 42.1 percent.
By the end of 2018, there had been 87 environment supervision institutions at provincial, city and county levels in Anhui. The average ratio of days of fairly good air quality in the 16 cities of the province was 71 percent, up by 4.3 percentage points over the previous year; the air quality of 1 city met grade-two of the national standard. The average PM2.5 concentration across the province was 49 mcg per cubic meter, down by 12.5 percent over the previous year. 8 national-level and 30 provincial-level natural protection and reservation districts had been set up. The newly-added area of manpower forestation was 55.7 thousand hectares, and that of forest totaled 3,958.5 thousand hectares. The total stumpage amount was 26.1451 million cubic meters, and that of forests was 22.1866 million cubic meters.
The energy consumption in 2018 totaled 133.289 million tons of SCE, up by 2.1 percent over the previous year. The electric power consumption went up by 11.1 percent, and per unit GDP energy consumption dropped by 5.4 percent.
Water quality of the Huaihe River flowing through Anhui was better, mainly at Grade III level. Water quality of the Yangtze River through Anhui was better, mainly at Grade II level, and that of its main tributaries was good. The Chaohu Lake was moderately polluted, and 9 major branches surrounding the lake were moderately polluted. The Xi’an River and its branches were of excellent quality. The quality of 95.8 percent of urban centralized drinking water source met the standard.
The death toll from work accidents every 100 million yuan worth of GDP was 0.048 persons, a decline of 21.31 percent. The death toll for one million tons of coal production in coalmines was 0.121, up by 137.25 percent. There happened 11,328 road traffic accidents and 7,861 fire disasters in Anhui in 2018.
