In 2016, faced with the complicated domestic and international economic environment, under the leadership of the CPC Committee of Anhui Province and the Provincial People’s Government, people of the whole province studied and followed the guiding principles of the speeches of General Secretary Xi Jinping, especially that delivered in his visit in Anhui. We adhered to the general work guideline of making progress while maintaining stability, and firmly established and followed the new vision of development. We insisted on supply-side structural reform as the mainline and launched the action plan for innovative, coordinated, green, open and shared development. We have worked to overcome obstacles and have pressed ahead with a pioneering spirit. As a result, progress has been achieved and stability and harmony ensured in economic and social development.
I. General Outlook
By the end of 2016, the total number of registered population in Anhui had reached 70.27 million, increasing by 779 thousand over last year. Of this total, the number of permanent residents was 61.955 million, an increase of 519 thousand. Urban permanent residents accounted for 52 percent, up by 1.5 percentage points over the previous year. The crude birth rate was 13.02 per thousand, up by 0.1 per thousand points; the crude death rate 5.96 per thousand, up by 0.02 per thousand points and the natural growth rate 7.06 per thousand, up by 0.08 per thousand points.
According to preliminary accounting, the gross domestic product (GDP) 2of the province in 2016 was 2,411.79 billion yuan, up by 8.7 percent over the previous year at comparable price. Of this total, the value added of the primary industry was 256.77 billion yuan, up by 2.7 percent; that of the secondary industry was 1,166.66 billion yuan, up by 8.3 percent; and that of the tertiary industry was 988.36 billion yuan, growing by 10.9 percent. The ratio of the three economic sectors was adjusted from 11.2:49.7:39.1 to 10.6:48.4:41. The industrial value added accounted for 41.1 percent of the GDP. The social productivity was 55,420 yuan per capita, increasing by 4,558 yuan over the previous year. The per capita GDP was 39,092 yuan (5,885 US dollars), up by 3,095 yuan.
At the end of 2016, the number of employed people in Anhui was 43.616 million, increasing by 195 thousand over the previous year. Of the total, 13.835 million were employed in the primary sector, down by 127 thousand, 12.455 million in the secondary sector, up by 134 thousand and 17.326 million in the tertiary industry, up by 188 thousand. The number of working staff in urban and rural private enterprises and individual laborers was 10.562 million, up by 1.368 million. News jobs were offered to 669 thousand urban laborers, and 211 thousand for the reemployment. The registered urban unemployment rate was 3.2 percent at the year end, up by 0.06 percentage points over the previous year. The total number of migrant workers across the province was 18.784 million, of which, 13.801 worked out of the province. The consumer prices in 2016 went up by 1.8 percent over the previous year. The prices for food, tobaccos and liquor increased by 3.7 percent, and those for retail goods rose by 0.8 percent. The producer prices went down by 1.5 percent and the purchasing prices for manufactured goods went down by 1.6 percent. The prices for investment in fixed assets dropped by 0.8 percent. The producer prices for farm products decreased by 0.6 percent.
In 2016, the sown area of grain was 6.6446 million hectares, an increase of 11.7 thousand hectares over that in the previous year; the sown area of oil-bearing crops was 731.1 thousand hectares, a decrease of 41 thousand hectares; the sown area of cotton was 183.4 thousand hectares, a decrease of 49.1 thousand hectares; and the sown area of vegetables was 920.2 thousand hectares, an increase of 20.4 thousand hectares. The total output of grain in 2016 was 34.175 million tons, a decrease of 1.206 million tons, or down by 3.4 percent over the previous year. Of this total, the output of summer crops was 13.877 million tons, a drop of 270 thousand tons or down by 1.9 percent; that of autumn grain was 19.321 million tons, a decrease of 821 thousand tons or down by 4.1 percent. The output of oil-bearing crops was 2.148 million tons, decreasing by 5.7 percent and that of cotton was 185 thousand tons, down by 20.9 percent.
At the end of 2016, 14.686 million pigs were registered in the total stocks, down by 4.6 percent over the previous year. 28.749 million pigs were slaughtered, down by 3.5 percent. The total output of meat reached 4.114 million tons, down by 1.9 percent, of which, that of pork, beef and mutton was 2.787 million tons, down by 4.5 percent. The total output of eggs was 1.395 million tons, an increase of 3.6 percent. The production of milk was 327 thousand tons, up by 6.7 percent. The output of aquatic products was 2.358 million tons, up by 2.3 percent.
By the end of 2016, the total power of agricultural machinery had been 68.675 million kilowatts, an increase of 4.4 percent over the previous year. The number of farming tractors was 2.341 million, down by 1.1 percent, and that of farming transport vehicles was 661 thousand, decreasing by 0.4 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.27 million tons, down by 3.4 percent. Electricity consumption in rural areas amounted to 16.16 billion kilowatts, an increase of 3.1 percent. The effective irrigation area was 4.4637 million hectares, an increase of 63.3 thousand hectares, and a new increase of 48.9 thousand hectares of water-saving irrigation areas.
III. Industry and Construction
By the end of 2016, the industrial enterprises above the designated size4 amounted to 19,382, having a net increase of 1,413 over the previous year. The value added of industrial enterprises above the designated size increased by 8.8 percent over the previous year, of which, that of the state-owned and state-holding enterprises grew by 4.3 percent, that of the share-holding enterprises went up by 8.8 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan grew by 6.4 percent. In terms of sectors, the value added of the mining industry grew by 4.2 percent, that of manufacturing up 9 percent and that of the production and supply of electricity, heat power, gas and water rose by 10.2 percent.
Of the industrial enterprises above designated size, the value added of 36 out of the 40 industries continued to increase. The growth of value added for manufacture of computers, communication equipment and other electronic equipment was 21.6 percent; for smelting and pressing of the non-ferrous metals 20.8 percent; for manufacture of automobiles 18 percent; for manufacture of medicine 13.6 percent; for manufacture of raw chemical materials and chemical products 12 percent; for manufacture of rubber and plastic products 11.2 percent; for production and supply of electric power and heat power 10.3 percent; for manufacture of metal products 10 percent; for manufacture of electrical machinery and equipment 9.1 percent; for manufacture of general machinery 8.2 percent; for manufacture of food 8.1 percent; for textile, garments and accessories 7.2 percent; for processing of food from agricultural products 5.8 percent; for manufacture of non-metallic mineral products 5.8 percent; and for coal mining and dressing 0.9 percent. The value added for smelting and pressing of ferrous metals went down by 10.1 percent. The growth of the value added for the major six leading industries was 9.6 percent; that of the manufacturing of equipment was 12.9 percent; high and new technology industries 19.7 percent. The output value of strategic emerging industries grew by 16.4 percent, and the gross output of the first batch of 14 bases for the concentrated development of strategic emerging industries went up by 18 percent.
Among major products of industrial enterprises above the designated size, the output of electricity, crude steel, cement, color TV sets, household washing machines, household refrigerators and automobiles grew by 7.7 percent, 1.4 percent, 2 percent, 9.1 percent, 16.3 percent, 5.8 percent and 25.9 percent respectively; that of coal, rolled steel, room air conditioners and rose by 12.2 percent, 4.2 percent, 4.5 percent and 31.4 percent respectively. With the acceleration of structural adjustment, mode transformation and industrial upgrading, new products emerge rapidly. The output of new energy cars, SUVs, lithium batteries, industrial robots, smart phones and optical fiber increased by 38.6 percent, 19 percent, 3.5 times, 56.5 percent, 9.1 time and 66 percent respectively.
The profits made by the industrial enterprises above the designated size in 2016 were 207.89 billion yuan, an increase of 12.3 percent, and those of 21 out of the 39 industries rose in the year. Profits made in fourteen industries, including manufacture of electrical machinery and equipment, manufacture of non-metallic mineral products, manufacture of raw chemical materials and chemical products, manufacture of computers, communication equipment and other electronic equipment, manufacture of automobiles, processing of food from agricultural products, production and supply of electric power and heat power, manufacture of general machinery, manufacture of rubber and plastic products, manufacture of special purpose machinery, manufacture of liquor, beverage and refined tea, manufacture of metal products, smelting and pressing of non-ferrous metals and pharmaceutical industry were all over 5 billion yuan, and their accumulated profits reached 163.68 billion yuan, accounting for 78.7 percent of those made by industrial enterprises above the designated size. The number of money-losing enterprises decreased from 8.5 percent to 7.3 percent, and their deficit dropped by 62.5 percent.
In 2016, the profits made by qualified construction enterprises were 19.77 billion yuan, up by 5.5 percent. The floor space of housing construction was 401.264 million square meters, a decrease of 13.534 million square meters over the previous year; that of completed housing construction was 145.907 million square meters, down by 9.63 million square meters.
IV. Investment in Fixed Assets
The total investment in fixed assets5 of the province in 2016 was 2,675.81 billion yuan, up by 11.7 percent over the previous year. Of the total investment, the investment in the technical transformation in industry and information technology industry was 636.32 billion yuan, up by 10.5 percent; that in infrastructure 528.59 billion yuan, up by 26 percent; and the private investment 1,837.54 billion yuan, up by 6.5 percent. By regions, the investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation totaled 1,843.84 billion yuan, increasing by 11.7 percent; that in the six cities of northern Anhui was 701.78 billion yuan, up by 13 percent. In terms of economic sectors, the investment in the primary sector, secondary sector and tertiary sector grew by 6.6 percent, 9.7 percent and 13.6 percent respectively. By industries, the investment in industry rose by 19.6 percent, of which, that of manufacturing went up by 9.4 percent and the manufacture of equipment up by 16.8 percent. The investment in major six high energy consuming industries increased by 8.1 percent.
In 2016, the investment in real estate development was 460.36 billion yuan, up by 4 percent over the previous year. Sale area of commercial buildings was 84.997 million square meters, up by 37.7 percent; the sales totaled 503.55 billion yuan, up by 49.4 percent. At the end of the year, the floor space of the commercial buildings for sale was 24.014 square meters, down by 4.3 percent. In 2016, the number of apartments under the urban affordable housing projects completed was 302 thousand units.
2,205 projects were newly started, including diverting water from the Yangtze River to the Huaihe River, Jiangxiang Reservoir, Hefei-Anqing high speed railway, Zhengzhou-Bengbu high speed railway, Hefei Kangning 10.5 generation glass substrate. The 1,529 projects completed included Zhengzhou-Xuzhou Passenger Dedicated Lines, Wangdong Yangtze River Highway Bridge, the flood bypass of Qingyi River, Hefei Metro Line 1, Ma’anshan Yuanrong LED chips, Chizhou APELOA Company Limited, Wuhu Chery 1.0L engine, Lu’an Mount. Dabie express road for travel-related poverty alleviation.
At the end of 2016, the coal production capacity reached 150.61 million tons. The installed capacity of electricity had been 57.327 million kilowatts, of which, the electricity produced by coal was 46.685 million kilowatts, and that by new energy and renewable energy was 9.12 million kilowatts.
V. Domestic Trade
In 2016, the total retail sales of consumer goods reached 1,000.02 billion yuan, a growth of 12.3 percent over the previous year, or a real growth of 11.4 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 806.47 billion yuan, up by 12.2 percent and that in rural areas reached 193.55 billion yuan, up by 12.6 percent. Grouped by consumption patterns, the retail sales of commodities was 891.42 billion yuan, up by 12.2 percent, and that of catering industry was 108.61 billion yuan, up by 12.4 percent. The online retail sales of 352 enterprises above designated size engaged in online retail business which are taken into account reached 22.02 billion yuan, up by 68.4 percent.
Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use was 17.6 percent, 4.8 percent and 10.9 percent, that for grain and oil 9.6 percent, for meat, poultry and eggs 18 percent, for clothes 7.6 percent, for daily necessities 18.8 percent, for traditional Chinese and western medicines 8.3 percent, for household appliances and audio-video equipment 11.9 percent, for furniture 20.3 percent, for telecommunication equipment 1.8 percent, for building and decoration materials 13.4 percent, for motor vehicles 15.2 percent and for petroleum and petroleum products 6.6 percent.
VI. Foreign Economic Relations
The total import-export volume in 2016 reached 44.38 billion US dollars, down by 7.2 percent over the previous year. Of this total, the value of goods exported was 28.48 billion US dollars, down by 11.7 percent; and the value of goods imported was 15.9 billion US dollars, up by 2.1 percent. Grouped by export businesses, exports of manufacturing enterprises decreased by 11.3 percent, and those of trading enterprises decreased by 15.4 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high & new-tech products dropped by 9.6 percent and 10.4 percent respectively.
In 2016, the number of projects with the investment over 100 million yuan by outside investors amounted to 5,454, with the actual paid-in fund this year reaching 990.33 billion yuan, up by 10.4 percent over the previous year. The newly established foreign-investment projects were 267, down by 7.6 percent; contracted foreign capital was 4.11 billion US dollars, up by 4.5 percent; foreign investment in actual use 14.77 billion US dollars, up by 8.4 percent. By the end of 2016, the number of top 500 foreign enterprises setting up enterprises in Anhui grew from 72 to 73.
In 2016, the newly–signed contract value of contracted overseas engineering projects was 3.08 billion US dollars, up by 0.2 percent over the previous year; the accomplished business revenue was 3.09 billion US dollars, down by 14.9 percent. The number of labor forces sent abroad was 10,044, down by 4.3 percent. 121 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 1.24 billion US dollars, an increase of 28 percent. Among the investment, Anhui investors invested 70 million US dollars in countries along the Belt and Road.
VII. Transportation, Post, Telecommunications and Tourism
In 2016, the total passenger traffic was 810 million persons, down by 6.5 percent over the previous year, and the freight traffic was 3.65 billion tons up by 5.5 percent. The passenger flows were 123.14 billion person-kilometers, down by 2 percent, and the freight flows were 1,088.32 billion ton-kilometers, up by 4.8 percent. The volume of freight handled by ports throughout the year totaled 510 million tons, up by 8.1 percent, of which freight for foreign trade was 16.167 million tons, down by 2 percent. The number of passengers handled by civil aviation airports in Anhui was 9.129 million person-times, up by 12 percent, of which that handled by Hefei Xinqiao Airport was 7.392 million person-times, up by 11.8 percent.
The total number of motor vehicles for civilian use had reached 5.981 million by the end of 2016, up by 16.7 percent, of which private-owned vehicles numbered 5.076 million, up 20 percent. The total number of cars for civilian use stood at 3.41 million, up 23 percent, of which private-owned cars numbered 3.18 million, up by 25 percent.
In 2016, the mileage of newly completed expressway, first-class highway and railroad lines in service were 294 km, 667 km and 62.3 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic reached 4,543 km, 3,833 km and 4,124.4 km respectively.
The turnover of post and telecommunication services totaled 127.41 billion yuan, up by 56.3 percent over the previous year. Of this total, telecommunication services amounted 109.92 billion yuan, up by 55.7 percent; and post services 17.49 billion yuan, up 50.5 percent. The number of express delivery reached 690 million, and the revenue from express delivery reached 7.06 billion yuan, increasing by 72.3 percent and 53 percent over the previous year respectively.
By the end of 2016, local fixed telephone subscribers had numbered 6.139 million, down by 1.255 million, while mobile phone users reached 44.265 million, up by 1.544 million. For every 100 persons, the phone possession (including mobile phones) was 82 sets, up by 0.3 set. There had been 10.75 million internet service users of basic telecom enterprises by the end of 2016, up by 1.871 million users.
The year 2016 saw 4.854 million inbound visitors to Anhui, a year-on-year increase of 9.2 percent, of which, 2.829 million were foreigners, up by 9.2 percent; 2.025 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 9.2 percent. The number of domestic tourists totaled 522 million, up by 17.7 percent. The revenue from tourism totaled 493.24 billion yuan, up by 19.7 percent. Of this total, foreign exchange earnings from tourism topped 2.54 billion US Dollars, up by 12.4 percent, and the revenue from domestic tourism totaled 476.36 billion yuan, up by 19.7 percent. By the end of 2016, there had been 556 tourists spots at Grade A level or above in Anhui. The tourist revenue earned by Wannan International Tourism and Culture Demonstration Zone totaled 259.4 billion yuan, up by 18.8 percent.
The fiscal revenue totaled 437.3 billion yuan in 2016, up by 9 percent over the previous year. Of the total, local revenue was 267.3 billion yuan, up by 8.9 percent. Of the total fiscal revenue, tax revenue reached 349.8 billion yuan, increasing by 5.6 percent: value-added tax and business tax6 increased by 6.6 percent, enterprise income tax down by 1.1 percent. Fiscal expenditures were 553 billion yuan, up by 5.6 percent, of which expenditure for people’s livelihood were 462.6 billion yuan, accounting for 83.7 percent of the fiscal expenditures. In terms of major items of expenditure, expenditure for social security and employment went up by 9.1 percent, for urban and rural community affairs by 11 percent, for science and technology by 73 percent, for education by 6 percent. A total of 82.55 billion yuan was invested in 33 livelihood projects to benefit over 60 million urban and rural residents.
In 2016, the total financing reached 628.35 billion yuan, increasing by 270.89 billion yuan or up by 75.8 percent over 2015. Savings deposit in Renminbi in all items of financial institutions totaled 4,085.62 billion yuan at the end of 2016, an increase of 637.33 billion yuan or 18.5 percent. Of this total, the saving deposit of institutions was 1,292.35 billion yuan, up by 25.9 percent; household saving deposits 1,885.76 billion yuan, up by 10.8 percent. Loans in Renminbi in all items of financial institutions reached 3,018.07 billion yuan, an increase of 469.17 billion yuan or 18.4 percent over the previous year. Of this total, short-term loans stood at 916 billion yuan, up by 9.7 percent; medium and long-term loans 1,846.99 billion yuan, up by 21.9 percent, of which personal loans were 833.46 billion yuan, up by 32.8 percent.
Funds raised in 2016 by enterprises through issuing stocks and share rights on stock market amounted to 103.57 billion yuan, an increase of 75.96 billion yuan over the previous year. Of this total, 5 A-shares were issued, receiving 6.22 billion yuan worth of capital altogether; the refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 93.48 billion yuan; the listed companies financed 3.87 billion yuan through convertible bonds, bonds with attached warrants, corporate bonds and other bonds. By the end of 2016, there had been 93 listed companies in Anhui with the total market value of 1,089.67 billion yuan, down by 3 percent over the previous year.
In 2016, 58.01 billion yuan short-term financing bonds were issued.
The transaction volume of domestic security agents in Anhui amounted to 5,047.46 billion yuan, and that of time bargains was 16,062.71 billion yuan.
The premium received by the insurance companies totaled 87.61 billion yuan in 2016, up by 25.4 percent over the previous year. Of this total, property insurance premium amounted to 31.28 billion yuan, up by 14.4 percent, and life insurance premium 56.33 billion yuan, up by 32.4 percent. Insurance companies paid an indemnity worth of 35.75 billion yuan, up by 29.1 percent, of which, property insurance indemnity was 17.51 billion yuan, up by 24.9 percent, and life insurance indemnity 18.24 billion yuan, up by 33.4 percent.
IX. Living Conditions and Social Security
In 2016, the annual per capita disposable income of the permanent residents in Anhui was 19,998, increasing by 8.9 percent over the previous year, or a real increase of 7 percent after deducting price factors. The annual per capita disposable income of urban residents was 29,156 yuan, up by 8.2 percent or a real increase of 6.3 percent after deducting price factors. The per capita consumption expenditure was 19,606 yuan, up by 13.8 percent, of which, expenditure for food, tobacco and alcohol rose by 10 percent, for clothing by 6.2 percent, for housing by 13.6 percent, for household facilities, articles and service by 20.7 percent, for transportation and communication by 21.3 percent, for education, culture and entertainment services by 16.7 percent and for health care by 18.3 percent. The Engel’s coefficient of urban households7 was 32.5 percent, down by 1.2 percentage points. The per capita floor space of urban households was 36.9 square meters, up by 2.2 square meters over the previous year.
In 2016, the annual per capita disposable income of rural residents was 11,720 yuan, up by 8.3 percent over the previous year, or a real increase of 6.6 percent after deducting price factors. Per capital living expenditure was 10,287 yuan, up by 14.6 percent, of which, expenditure for food, tobacco and alcohol grew by 9.7 percent, for clothing by 7 percent, for housing by 18.3 percent, for household facilities, articles and service by 29 percent, for transportation and communication by 20.8 percent, for education, culture, entertainment articles and services by 13.7 percent and for health care by 15.3 percent. The Engel’s coefficient of rural households was 34.2 percent, down by 1.6 percentage points over the previous year. The per capita floor space of rural households was 49.4 square meters, up by 2.6 square meters over the previous year.
At the end of 2016, a total of 8.922 million and 16.214 million people participated in urban pension program for staff and workers and urban basic health insurance program respectively. 4.485 million people participated in unemployment insurance program and 169 thousand people received unemployment insurance payment of different terms. A total of 5.463 million people and 5.176 million people participated in work accident insurance and maternity insurance respectively. 34.319 million people participated in social pension insurance program for urban and rural residents. In rural areas, a total of 51.212 million people, accounting for 102.5 percent of the rural population, joined new rural cooperative medical system.
The year of 2016 saw 544 thousand urban residents and 1.498 million rural residents receiving government subsistence allowances, and 413 thousand rural residents receiving five-guarantees supporting. The provincial civil affairs authorities offered direct assistance for 876 thousand person times, and 3.957 million people were subsidized to join the basic medical insurance program.
X. Education, Science & Technology and Culture
By the end of 2016, institutions offering postgraduate programs totaled 21 with 51,738 students enrolled. There were 109 institutions of higher education, and the general tertiary education enrollment was 1.145 million. The gross enrollment rate of higher education was 46.9 percent, increasing by 6.3 percentage points over the previous year. There were 1.107 million students in 672 senior secondary schools with the gross enrollment rate of 90 percent, down by 2 percentage points, 1.942 million students in 2,800 junior secondary schools with the enrollment rate of 99.68 percent and 4.304 million pupils in 8,284 elementary schools with the enrollment rate of 99.97 percent. Graduates from adult educational institutions8 numbered 449 thousand.
There had been altogether 2.246 million technicians of all categories by the end of 2016, up by 1.9 percent over the previous year. Of 4,817 research institutions of science and technology, there were 1,224 ones established by large and medium enterprises. 213 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was 47.5 billion yuan in 2016, up by 9.9 percent, accounting for 1.97 percent of the provincial GDP which rose by 0.01 percentage points over the previous year.
There were 5 national great science programs, 23 state key (engineering) labs, 106 provincial labs , 51 ministry labs, 690 engineering (technical) research centers above provincial level with 34 state-level centers and 18 high & new technology industrial development zones, including 4 state-level ones. There were 3,863 new and high-tech enterprises with 964 ones newly recognized.
In 2016, achievements of science and technology above provincial level were made in 560 projects, including the construction and application of Anhui Monitoring and Early Warning Plaform of Crop Diseases and Pests, the study on soft rock characteristics and the support technology of roadway in soft rock at the deep level of Huaibei mining area, the research and application of key technology in power quality control and comprehensive power saving operation of iron and steel companies, and big-data-based fine flood predication and early warning technology for medium and small rivers. 172,552 patent applications were accepted in 2016 and 60,982 patents were authorized, up by 35.1 percent and 3.3 percent respectively. Till the end of the year 2016, the number of patents in force was 39,104. A total of 12,969 technical contracts were signed, representing 21.77 billion yuan, up by 14.3 percent over the previous year.
By the end of 2016, there had been 1,569 inspection institutions of product quality above prefecture level, including 205 inner institutions and 24 state inspection centers. There was 18 organization for product quality and management system certification, and the number of enterprises completing compulsory certification was 1,572. A total of 90 authorized measurement institutions enforced compulsory inspection on 5.497 million measurement instruments in 2016. 5 international standard, 120 national standards and 170 local standards were developed or revised. There were 70 geographical indication products at state level and 1,445 Anhui-famous brand products.
In 2016, the Mapping and Archives Museum of Anhui Province provided the public with 22,612 maps of varied scales, 2,299 survey-mapping data, aerospace remotely sensed data of land9 covering 891,760 square kilometers and 6,060 GB data, produced or updated 31,614 national basic scale topographic maps, monitored geographical conditions of land of 140,000 square kilometers and updated 43.8 GB data on “Map World Anhui”.
By the end of 2016, there had been 122 culture centers, 122 public libraries, 171 museums (private-run museums included) and 1,437 community or township multi-use cultural stations in Anhui. There were 130 national key cultural relics protection sites with two sites combined and 708 provincial key cultural relics protection sites. 72 intangible cultural heritages were included in the state list and 343 in the provincial list. There were 4 broadcasting and TV stations, 14 broadcasting stations and 14 TV stations above the city level. There were 23 medium wave launchers and relay stations. The radio broadcasting coverage rates were 98.89 percent. There were 8.781 million CATV subscribers and the TV broadcasting coverage rates were 99.03 percent. In 2016, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 9,829 varieties, and a total of 957 million copies of newspaper and 52 million copies of magazines were issued, and 251 million copies of books were published. There were 139 national archives with 26.632 million rolls of archives collected, the floor space of which amounted to 353 thousand square meters.
XI. Public Health, Sports and Social Services
By the end of 2016, there were 24,386 medical and health institutions in Anhui with 1,039 general hospitals, 22,271 grass-root medical and health organizations and 984 professional public health agencies10 and 92 other health agencies. Among grass-root medical and health organization, there were 1,372 health centers, 1,908 community health service centers and 15,276 village clinics; among professional public health agencies, there were 121 epidemic disease prevention centers, 47 special disease prevention and care centers (stations), 120 maternal and child care centers and 113 health monitoring institutions. There were 291 thousand health workers in Anhui, including 112 thousand (assistant) practicing doctors and 126 thousand registered nurses. There were 43 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 282 thousand beds, of which general hospitals and health centers had 267 thousand beds. In 2016, the medical and health institutions treated 272 million person-times in total.
In 2016, athletes of Anhui won altogether 32 gold medals, 34 silver medals and 42 copper medals at international and domestic games. On Rio Olympic Games, Anhui athletes won 1 gold medals and 2 copper medals, creating the best result in all Olympic games held abroad. Activities with the theme of "Full Fitness, Healthy Anhui" developed vigorously. 2,246 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 2.999 million person-times. The sales value of sports lottery reached 5.21 billion yuan in 2016.
By the end of 2016, there had been 1,296 social service agencies providing accommodation with 163 thousand beds, adopting 87 thousand people. There were 8,559 community service institutions with no accommodation. Of this total, there were 1,276 community service centers and 3,091 community service stations. The sales value of welfare lottery totaled 6.82 billion yuan and social welfare funds collected reached 1.93 billion yuan.
XII. Resources, Environment and Work Safety
There were 128 kinds of mineral resources (or 160 kinds if minor mineral resources included) discovered in Anhui, and 124 mineral resources (minor ones included) with definite amount of reserves, including 6 energy species, 22 metal species, 94 nonmetal species and 2 hydro sphere species. In 2016, the geologic investigation institutions carried out 158 research projects at provincial level. Another 10 large and medium size mines with definite resources reserves and 1 type of mineral with definite reserves were recently discovered.
By the end of 2016, there were 87 environment supervision institutions at provincial, city and county levels in Anhui. The average ratio of days of fairly good air quality in the 16 cities of the province was 74.3 percent, down by 3.6 percentage points over the previous year; the air quality of 1 cities met grade-two of the national standard. The average PM10 concentration across the province was 77 mcg per cubic meter, down by 3.8 percent over the previous year. 104 natural protection and reservation districts had been set up, including 8 ones at the national level, 30 at the provincial level and 2 at the city level and 64 at the country level. The newly-added area of manpower forestation was 94.5 thousand hectares, and that of forest totaled 3,958.5 thousand hectares. The total stumpage amount was 26.1451 million cubic meters, and that of forests was 22.1866 million cubic meters.
The energy consumption in 2016 totaled 126.95 million tons of SCE, up by 2.9 percent over the previous year. The electric power consumption went up by 9.5 percent, and per unit GDP energy consumption dropped by 5.3 percent.
Water quality of the Huaihe River flowing through Anhui was better, mainly at Grade III level, and that of its main tributaries was lightly polluted. Water quality of the Yangtze River through Anhui was better, mainly at Grade II level, and that of its main tributaries was good. The Chaohu Lake was lightly polluted, and 9 major branches surrounding the lake were polluted at middle level. The Xi’an River and its branches were of excellent quality. The quality of 97 percent of urban centralized drinking water source met the standard.
The death toll from work accidents every 100 million yuan worth of GDP was 0.077 persons, a decline of 12.5 percent. Work accidents in industrial, mining and commercial enterprises caused 0.987 death out of every 100 thousand employees, down by 3.4 percent. The road traffic death toll per 10 thousand vehicles was 0.073 persons, down by 45.5 percent. There happened 12,795 road traffic accidents and 10,181 fire disasters in Anhui in 2016.
