In 2015, faced with the complicated and volatile domestic and international development environment and the downward economic pressure, the whole province led by the CPC Anhui Provincial Committee and Anhui Provincial People’s Government implemented the instruction of the 18th National Congress of the CPC, its third, fourth, and fifth plenary session and speeches made by Xi Jinping General Secretary of the CPC, adhered to the general tone of “making progress while maintaining stability” and took the initiative to adapt to the new normal so as to accelerate structural adjustment, transformation of development mode and industrial upgrading which prioritize development quality and efficiency improvement. As a result, the provincial economy performed steadily, moved forward and got better while maintaining stability and comprehensive progress had been made in all social undertakings.

I. General Outlook

By the end of 2015, the total number of registered population in Anhui had reached 69.491 million, increasing by 133 thousand over last year. Of this total, the number of permanent residents was 61.436 million, an increase of 607 thousand. Urban permanent residents accounted for 50.5 percent, up by 1.35 percentage points. The crude birth rate was 12.92 per thousand, up by 0.06 per thousand points; the crude death rate 5.94 per thousand, up by 0.05 per thousand points and the natural growth rate 6.98 per thousand, up by 0.01 per thousand points.

According to preliminary accounting, the gross domestic product (GDP) of the province in 2015 2 was 2,200.56 billion yuan, up by 8.7 percent over the previous year at comparable price. Of this total, the value added of the primary industry was 245.67 billion yuan, up by 4.2 percent; that of the secondary industry was 1,134.23 billion yuan, up by 8.5 percent; and that of the tertiary industry was 820.66 billion yuan, growing by 10.6 percent. The ratio of the three economic sectors was 11.2:51.5:37.3. The industrial value added accounted for 43.9 percent of the GDP. The social productivity was 50,862 yuan per capita, increasing by 2,303 yuan over the previous year. GDP per capita reached 35,997 yuan (5,779 US dollars), up by 1,572 yuan. The value added of non-state owned economy3 rose by 10.4 percent over the previous year to reach 1,264.79 billion yuan, and that in GDP increased from 57.3 percent to 57.5 percent.

At the end of 2015, the number of employed people in Anhui was 43.421 million, increasing by 311 thousand over the previous year. Of the total, 13.962 million were employed in the primary sector, down by 191 thousand, 12.321 million in the secondary sector, up by 210 thousand and 17.138 million in the tertiary industry, up by 292 thousand. The number of working staff in urban and township private enterprises and individual laborers was 9.193 million, up by 1.029 million. News jobs were offered for 652 thousand urban laborers, and 263 thousand for the reemployment. By the end of the year, the urban unemployment rate through registration was 3.14 percent, down by 0.07 percentage points over the previous year. The total number of migrant workers was 18.588 million, of which, 13.714 million worked out of the province.

The consumer prices in 2015 went up by 1.3 percent over the previous year. Of this total, the prices for food increased by 2.3 percent, and those for retail goods decreased by 0.3 percent. The producer prices and the purchasing prices for manufactured goods were down by 6.1 percent and 6.5 percent respectively. The prices for investment in fixed assets increased by 3.1 percent. The prices for means of agricultural production rose by 1.6 percent.

II Agriculture
In 2015, the sown area of grain was 6.6329 million hectares, an increase of 4 thousand hectares over that in the previous year; the sown area of oil-bearing crops was 772.1 thousand hectares, a decrease of 16.3 thousand hectares; the sown area of cotton was 232.5 thousand hectares, a decrease of 32.7 thousand hectares; and the sown area of vegetables was 899.8 thousand hectares, an increase of 37.7 thousand hectares.

The total output of grain in 2015 was 35.381 million tons, an increase of 1.223 million tons, or up by 3.6 percent over the previous year. Of this total, the output of summer crops was 14.147 million tons, an increase of 147 thousand tons or growing by 1.1 percent, and that of autumn grain was 20.142 million tons, an increase of 1.267 million tons or up by 6.7 percent. The output of oil-bearing crops was 2.279 million tons, decreasing by 0.4 percent and that of cotton was 234 thousand tons, down by 11.1 percent.

At the end of 2015, 15.394 million pigs were registered in the total stocks, down by 2.9 percent over the previous year. 29.792 million pigs were slaughtered, down by 3.6 percent. The total output of meat reached 4.194 million tons, up by 1.3 percent, of which, that of pork, beef and mutton was 2.919 million tons, down by 2.1 percent. The total output of eggs was 1.347 million tons, an increase of 9.9 percent. The production of milk was 306 thousand tons, up by 9.9 percent. The output of aquatic products was 2.304 million tons, up by 3 percent.

By the end of 2015, the total power of agricultural machinery had been 65.81 million kilowatts, an increase of 3.4 percent over the previous year. The number of farming tractors was 2.367 million, down by 0.9 percent, and that of farming transport vehicles was 663 thousand, decreasing by 0.3 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.387 million tons, down by 0.8 percent. Electricity consumption in rural areas amounted to 15.75 billion kilowatts, an increase of 6.8 percent. The effective irrigation area was 4.3752 million hectares, an increase of 43.5thousand hectares, and a new increase of 34.7 thousand hectares of water-saving irrigation areas.

III. Industry and Construction

By the end of 2015, the industrial enterprises above the designated size amounted to 5 17,969, having a net increase of 1,597 over the previous year. The value added of industrial enterprises above the designated size increased by 8.6 percent over the previous year, of which, that of the state-owned and state-holding enterprises grew by 4.6 percent, that of the share-holding enterprises went up by 9.5 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan grew by 6.9 percent. In terms of sectors, the value added of the mining industry grew by 6.4 percent, that of manufacturing up 9.3 percent and that of the production and supply of electricity, heat power, gas and water rose by 1.4 percent.

Of the industrial enterprises above designated size, the value added of 37 out of the 40 industries continued to increase. The growth of value added for manufacture of computers, communication equipment and other electronic equipment was 23.8 percent; for smelting and pressing of the non-ferrous metals 14.5 percent; for manufacture of automobiles 13.6 percent; for manufacture of general machinery 11.2 percent; for smelting and pressing of ferrous metals 10.1 percent; for textile, garments and accessories 10.4 percent; for manufacture of raw chemical materials and chemical products 9.6 percent; for manufacture of non-metallic mineral products 9.8 percent; for manufacture of electrical machinery and equipment 7.2 percent; for processing of food from agricultural products 4.7 percent; and for production and supply of electric power and heat power 1 percent. The growth of the value added for the major six leading industries was 9.3 percent; that of the manufacturing of equipment was 11.1 percent; high and new technology industries 11.8 percent, and 17.6 percent for strategic emerging industries.

Among major products of industrial enterprises above the designated size, the output of coal, electricity, crude steel, rolled steel, cement and color TV sets grew by 5.4 percent, 0.1 percent, 2.3 percent, 0.2 percent, 0.8 percent and 95.4 percent respectively; that of household washing machines, household refrigerators, room air conditioners and automobiles rose by 12.2 percent, 4.2 percent, 4.5 percent and 31.4 percent respectively.

The profits made by the industrial enterprises above the designated size in 2015 were 185.27 billion yuan, an increase of 4.2 percent. Of this total, the profits of the state-owned enterprises decreased by 0.2 percent; that of the share-holding enterprises grew by 3.5 percent; that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan increased by 10.3 percent; that of small and medium-sized enterprises went up by 9.2 percent; and that of private enterprises grew by 8.1 percent. Profits made in thirteen industries, including manufacture of electrical machinery and equipment, production and supply of electric power and heat power, manufacture of non-metallic mineral products, manufacture of raw chemical materials and chemical products, manufacture of general machinery, processing of food from agricultural products, manufacture of computers, communication equipment and other electronic equipment, manufacture of automobiles, manufacture of rubber and plastic products, manufacture of liquor, beverage and refined tea, manufacture of special purpose machinery, manufacture of metal products, manufacture of metal products and pharmaceutical industry were all over 5 billion yuan, and their accumulated profits reached153.13 billion yuan, up by 7.5 percent, accounting for 82.7 percent of those made by industrial enterprises above the designated size.

In 2015, the profits and taxes made and paid by qualified construction enterprises were 36.36 billion yuan, up by 1.2 percent. The floor space of housing construction was 443.221 million square meters, an increase of 48.337 million square meters over the previous year; that of completed housing construction was 155.536 million square meters, up by 2.142 million square meters.

IV. Investment in Fixed Assets

The total investment in fixed assets6 of the province in 2015 was 2,396.5 billion yuan, up by 12.7 percent over the previous year. Of the total investment, the investment in the technical transformation in industry and information technology industry was 575.77 billion yuan, up by 14.4 percent; private investment 1,726.04 billion yuan, up by 17.6 percent. In terms of regions, the investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation totaled 1,650.47 billion yuan, increasing by 12.2 percent; that in the six cities of northern Anhui was 608.86 billion yuan, up by 15.8 percent. In terms of economic sectors, the investment in the primary sector, secondary sector and tertiary sector grew by 40.8 percent, 13.6 percent and 10.7 percent respectively. In terms of industries, the investment in industry rose by 14.1 percent, of which, that of manufacturing went up by 13.1 percent and the manufacture of equipment up by 11.2 percent. The investment in major six high energy consuming industries increased by 17.5 percent.

In 2015, the investment in real estate development was 442.49 billion yuan ,up by 2 percent over the previous year. Sale area of commercial buildings was 61.741 million square meters, down by 0.5 percent; the sales totaled 336.94 billion yuan, up by 0.7 percent. In 2015, the newly started apartments under the urban affordable housing projects amounted to 403 thousand units, and those basically completed reached 358 thousand units.

About 4,298 key projects with the investment over 100 million yuan were developed, and the investment reached 1,074.34 billion yuan in 2015. 1,670 projects were newly started, including BOE 10.5 generation production line, Hefei Fushitong microelectronic company, Shangqiu-Hefei-Hangzhou Railway and Line 3 of Hefei Metro. The 1,069 projects completed included Hefei Bitland Laptop Production Line, Wuhu Ecovacs project, Hefei-Fuzhou Railway, Nanjing-Anqing Intercity Railway, etc.

By the end of 2015, the coal production capacity had reached 157 million tons. The installed capacity of electricity had been 51.52 million kilowatts, of which, the electricity produced by coal was 43.79 million kilowatts, and that by new energy and renewable energy was 6.4 million kilowatts.

V. Domestic Trade
In 2015, the total retail sales of consumer goods reached 890.8 billion yuan, a growth of 12 percent over the previous year, or a real growth of 12.3 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 785.64 billion yuan, up by 11.9 percent and that in rural areas reached 105.16 billion yuan, up by 12.5 percent. Grouped by consumption patterns, the retail sales of commodities was 815.86 billion yuan, up by 11.9 percent, and that of catering industry was 74.94 billion yuan, up by 12.1 percent. The online retail sales of 178 enterprises above designated size engaged in online retail business which are taken into account reached 11.45 billion yuan, up by 77.8 percent.

Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use was 15.5 percent, 3 percent and 6.3 percent, that for grain and oil 15.6 percent, and for meat, poultry and eggs 17.9 percent. The growth of clothes was 3.5 percent, for daily necessities 8.2 percent, for traditional Chinese and western medicines 9.1 percent, for household appliances and audio-video equipment 2.2 percent, for furniture 22 percent, for telecommunication equipment 16 percent, for petroleum and petroleum products 14 percent, for building and decoration materials 14 percent and for motor vehicles 8.2 percent.

VI. Foreign Economic Relations
The total import-export volume in 2015 reached 48.81 billion US dollars, down by 0.8 percent over the previous year. Of this total, the value of export was 33.11 billion US dollars, increased by 5 .2 percent; and the value of import was 15.69 billion US dollars, down by 11.3 percent. Grouped by export businesses, export of manufacturing enterprises increased by 6 percent, and that of trading enterprises decreased by 1.6 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high & new-tech products rose by 9.2 percent and 10.8 percent respectively.

In 2015, the number of projects with the investment over 100 million yuan by outside investors amounted to 5,902, with the actual paid-in fund this year reaching 896.89 billion yuan, up by 12.9 percent over the previous year. The newly established foreign-investment projects were 289, increasing by 12.9 percent; contracted foreign capital was 3.94 billion US dollars, up by 26.6 percent; foreign investment in actual use 13.62 billion US dollars, up by 10.4 percent. By the end of 2015, 72 top 500 foreign enterprises had set up 120 enterprises in Anhui with 7 ones newly established.

In 2015, the newly–signed contract value of contracted overseas engineering projects was 3.07 billion US dollars, up by 15.1 percent over the previous year; the accomplished business revenue was 2.69 billion US dollars, down by 16.6 percent. The number of labor forces sent abroad was 10,500, down by 25.7 percent; that of labor forces working abroad at the end of 2015 was 23,691, down by 4.1 percent. 133 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 970 million US dollars, an increase of 1.1 times. Among the investment, Anhui investors invested 400 million US dollars in countries along the Belt and Road.

VII. Transportation, Post, Telecommunications and Tourism
In 2015, the total passenger traffic 7 was 870 million persons, and the freight traffic was 3.46 billion tons; the passenger flows were 125.6 billion person-kilometers, and the freight flows were 1,038.78 billion ton-kilometers. The volume of freight handled by ports throughout the year totaled 480 million tons, up by 9.6 percent, of which freight for foreign trade8 was 16.49 million tons, up by 10.5 percent. The number of passengers handled by civil aviation airports in Anhui was 8.148 million person-times, up by 12.6 percent, of which that handled by Hefei Xinqiao Airport was 6.61 million person-times, up by 10.7 percent.

The total number of motor vehicles for civilian use had reached 5.128 million by the end of 2015, up by 17.2 percent, of which private-owned vehicles numbered 4.231 million, up 21.5 percent. The total number of cars for civilian use stood at 2.775 million, up 22.7 percent, of which private-owned cars numbered 2.546 million, up by 24.1 percent.

In 2015, the mileage of newly completed expressway, first-class highway and railroad lines in service were 496 km, 543 km and 583.9 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic reached 4,246 km, 3,166 km and 4,062.1 km respectively.

The turnover of post and telecommunication services totaled 81.5 billion yuan, up by 29.3 percent over the previous year. Of this total, telecommunication services amounted 69.88 billion yuan, up by 27.2 percent; and post services 11.62 billion yuan, up 43.7 percent. The number of express delivery reached 400 million, and the revenue from express delivery reached 4.61 billion yuan, increasing by 67.4 percent and 58.2 percent over the previous year respectively.

By the end of 2015, local fixed telephone subscribers had numbered 7.394 million, down by 1.004 million, while mobile phone users reached 42.326 million, up by 167 thousand. For every 100 persons, the phone possession (including mobile phones) was 81.7 sets, down by 2.1 sets. There had been 8.879 million internet service users of basic telecom enterprises by the end of 2015, up by 1.625 million users.

The year 2015 saw 4.446 million inbound visitors to Anhui, a year-on-year increase of 9.8 percent, of which, 2.592 million were foreigners, up by 11.3 percent; 1.854 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 7.7 percent. The number of domestic tourists totaled 444 million, up by 17.2 percent. The revenue from tourism totaled 412.02 billion yuan, up by 20.4 percent. Of this total, foreign exchange earnings from tourism topped 2.26 billion yuan, up by 23 percent, and the revenue from domestic tourism totaled 398.05 billion yuan, up by 20.3 percent. By the end of 2015, there had been 560 tourists spots at Grade A level or above in Anhui.

VIII. Finance
The fiscal revenue totaled 401.2 billion yuan in 2015, up by 9.5 percent over the previous year. Of the total, local revenue was 245.4 billion yuan, up by 10.6 percent. Of the total fiscal revenue, tax revenue reached 331.1 billion yuan, increasing by 6.6 percent: value-added tax increased by 5.2 percent, business tax by 8.7 percent, enterprise income tax by 7.7 percent. Fiscal expenditures were 523 billion yuan, up by 12.1 percent, of which expenditure for people’s livelihood were 437.9 billion yuan, up by 13.8 percent. In terms of major items of expenditure, expenditure for social security and employment went up by 20 percent, for medicine and health-care by 13.9 percent, for urban and rural community affairs by 12.1 percent, for science and technology by 12 percent, for education by 14 percent. A total of 72.65 billion yuan was invested in 33 livelihood projects to benefit over 60 million urban and rural residents.

In 2015, the total financing reached 357.46 billion yuan, decreased by 68.76 billion yuan over 2014, down by 16.1 percent. Savings deposit in Renminbi in all items of financial institutions totaled 3,448.29 billion yuan at the end of 2015, an increase of 439.21 billion yuan or 14.2 percent. Of this total, the saving deposit of institutions was 1,026.84 billion yuan, up by 14.1 percent; household saving deposits 1,701.53 billion yuan, up by 12.1 percent. Loans in Renminbi in all items of financial institutions reached 2,548.9 billion yuan, an increase of 340.08 billion yuan or 15.4 percent over the beginning of 2015. Of this total, short-term loans stood at 834.79 billion yuan, up by 8.4 percent; medium and long-term loans 1,515.81 billion yuan, up by 15.1 percent, of which personal loans were 627.58 billion yuan, up by 19.6 percent.

Funds raised in 2015 by enterprises through issuing stocks and share rights on stock market amounted to 27.18 billion yuan, an increase of 8.18 billion yuan over the previous year. Of this total, 8 A-shares were issued, receiving 4.01 billion yuan worth of capital altogether. The refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 17.82 billion yuan. The listed companies financed 5.35 billionn yuan through convertible bonds, bonds with attached warrants, corporate bonds and other bonds. By the end of 2015, there had been 88 listed companies in Anhui with the total market value of 1,123.43 billion yuan, up by 59.5 percent over the previous year.

In 2015, 100 million yuan SME private placement bonds and 83.85 billion yuan short-term financing bonds were issued.

The transaction volume of domestic security agents in Anhui amounted to 8,253.37 billion yuan, and that of time bargains was 25,880 billion yuan.

The premium received by the insurance companies totaled 69.89 billion yuan in 2015, up by 22.1 percent over the previous year. Of this total, property insurance premium amounted to 27.34 billion yuan, up by 13.2 percent, and life insurance premium 42.56 billion yuan, up by 28.6 percent. Insurance companies paid an indemnity worth of 27.69 billion yuan, up by 18.1 percent, of which, property insurance indemnity was 14.02 billion yuan, up by 10 percent, and life insurance indemnity 13.67 billion yuan, up by 27.8 percent.

IX. Living Conditions and Social Security

In 2015, the annual per capita disposable income of the permanent residents in Anhui was 18,363, increasing by 9.3 percent over the previous year, or a real increase of 7.9 percent after deducting price factors. The annual per capita disposable income of urban residents was 26,936 yuan, up by 8.4 percent or a real increase of 7 percent after deducting price factors. The per capita consumption expenditure was 17,234 yuan, up by 7 percent, of which, expenditure for food, tobacco and alcohol rose by 8.2 percent, for clothing by 5.2 percent, for household facilities, articles and service by 0.4 percent, for health care by 9.9 percent, for transportation and communication by 17.7 percent, for education, culture and entertainment services by 15.9 percent and for housing down by 2.3 percent. The Engel’s coefficient of urban households 9 as 33.7 percent, up by 0.4 percentage points. The per capita floor space of urban households was 34.71 square meters, up by 0.43 square meters over the previous year.

In 2015, the annual per capita disposable income of rural residents was 10,821 yuan, up by 9.1 percent over the previous year, or a real increase of 7.7 percent after deducting price factors. Per capital living expenditure was 8,975 yuan, up by 12.5 percent, of which, expenditure for food, tobacco and alcohol grew by 13 percent, for clothing by 6.2 percent, for housing by 12.7 percent, for health care by 3.8 percent, for transportation and communication by 13.5 percent and for education, culture, entertainment articles and services up by 30.1 percent and that for household facilities, articles and service kept flat. The Engel’s coefficient of rural households was 35.8 percent, up by 0.2 percentage points over the previous year. The per capita floor space of rural households was 46.76 square meters, up by 2.09 square meters over the previous year.

At the end of 2015, a total of 8.578 million and 17.349 million people participated in urban pension program for staff and workers and urban basic health insurance program respectively. 4.366 million people participated in unemployment insurance program and 139 thousand people received unemployment insurance payment of different terms. A total of 5.289 million people and 4.993 million people participated in work accident insurance and maternity insurance respectively. 33.966 million people participated in social pension insurance program for urban and rural residents. In rural areas, a total of 51.908 million people, accounting for 101.7 percent of the rural population, joined new rural cooperative medical system.

The year of 2015 saw 647 thousand urban residents and 1.963 million rural residents receiving government subsistence allowances, and 421 thousand rural residents receiving five-guarantees supporting. The provincial civil affairs authorities offered direct assistance for 882 thousand person times, and 3.012 million people were subsidized to join the basic medical insurance program.

X. Education, Science & Technology and Culture

By the end of 2015, institutions offering postgraduate programs totaled 21 with 50,410 students enrolled. There were 108 institutions of higher education, and the general tertiary education enrollment was 1.131 million. The gross enrollment rate of higher education was 40.6 percent, increasing by 2.7 percentage points over the previous year. There were 412 vocational schools (technical worker training schools excluded) with the enrollment of 838 thousand students. There were 1.136 million students in 666 senior secondary schools with the gross enrollment rate of 92 percent, up by 0.1 percentage points, 1.901 million students in 2,858 junior secondary schools with the enrollment rate of 99.9 percent and 4.225 million pupils in 9,119 elementary schools with the enrollment rate of 99.96 percent. Graduates from adult educational institutions10 numbered 443 thousand.

There had been altogether 2.204 million technicians of all categories by the end of 2015, up by 2.5 percent over the previous year. Of 4,093 research institutions of science and technology, there were 1,025 ones established by large and medium enterprises. 187 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was 43.2 billion yuan in 2015, up by 9.8 percent, accounting for 1.96 percent of the provincial GDP which rose by 0.07 percentage points over the previous year. There were 5 national great science programs, 1 state laboratories, 21 state key (engineering) labs, 106 provincial labs, 51 ministry labs, 557 engineering (technical) research centers above provincial level with 30 state-level centers and 16 high & new technology industrial development zones, including 4 state-level ones. There were 3,157 new and high-tech enterprises.

In 2014, achievements of science and technology above provincial level were made in 705 projects, including interactive design and simulation platform for lead-based research reactor of Hefei Institutes of Physical Science of Chinese Academy of Sciences, research and application of high intensity mining in gentle dipping and medium thick ore body broader stope area of Sinosteel Ma’anshan Institute of Mining Research CP., LTD. 127,709 patent applications were accepted in 2015 and 59,039 patents were authorized, up by 28.8 percent and 22 percent respectively. Till the end of the year 2015, the number of patents in force was 260 thousand. A total of 12,491 technical contracts were signed, representing 19.05 billion yuan, up by 12.2 percent over the previous year.

By the end of 2015, there had been 1,181 inspection institutions of product quality above prefecture level, including 140 inner institutions and 23 state inspection centers. There was 1 organization for product quality and management system certification, which accumulatively issued 10,204 quality management system certifications to enterprises. A total of 81 authorized measurement institutions enforced compulsory inspection on 2.121 million measurement instruments in 2015. 1 international standard, 100 national standards and 259 local standards were developed or revised. There were 62 geographical indication products at state level and 1,329 Anhui-famous brand products.

In 2015, the Mapping and Archives Museum of Anhui Province provided the public with 20,125 maps of varied scales, 3,406 survey-mapping data, aerospace remotely sensed data of land covering 40,781 square kilometers and 4,105 GB data, produced or updated 36,634 national basic scale topographic maps, monitored geographical conditions of land of 3,748 square kilometers and updated 84.2 GB data on “Map World Anhui”.

By the end of 2015, there had been 120 culture centers, 117 public libraries, 178 museums (private-run museums included) and 1,437 community or township multi-use cultural stations in Anhui. There were 130 national key cultural relics protection sites, and 708 provincial key cultural relics protection sites. 88 intangible cultural heritages were included in the state list and 343 in the provincial list. There were 14 radio stations, 23 radio launchers and relay stations and the radio broadcasting coverage rates were 98.76 percent. There were 14 TV stations, 8.31 million CATV subscribers and the TV broadcasting coverage rates were 98.92 percent. In 2015, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 9,978 varieties, and a total of 1.169 billion copies of newspaper and 60 million copies of magazines were issued, and 278 million copies of books were published. There were 138 national archives with 23.286 million rolls of archives collected, the floor space of which amounted to 296 thousand square meters.

XI Public Health, Sports and Social Services
By the end of 2015, there were 24,936 medical and health institutions in Anhui with 1,019 general hospitals, 22,093 grass-root medical and health organizations and 1,740 professional public health agencies and 84 other health agencies. Among grass-root medical and health organization, there were 1,384 health centers, 1,932 community health service centers and 15,302 village clinics; among professional public health agencies, there were 121 epidemic disease prevention centers, 47 special disease prevention and care centers (stations), 121 maternal and child care centers and 113 health monitoring institutions. There were 285 thousand health workers in Anhui, including 110 thousand (assistant) practicing doctors and 121 thousand registered nurses. There were 48 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 268 thousand beds, of which general hospitals and health centers had 257 thousand beds. In 2015, the medical and health institutions treated 270 million person-times in total.

In 2015, athletes of Anhui won altogether 35 gold medals, 31 silver medals and 50 copper medals at international and domestic games. On the National Youth Games, Anhui athletes won 5 gold medals, 6 silver medals and 12 copper medals. Activities with the theme of "Full Fitness, Healthy Anhui" developed vigorously. 2,176 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 3.37 million person-times.

By the end of 2015, there had been 1,272 social service agencies providing accommodation with 155 thousand beds, adopting 79 thousand people. There were 8,429 community service institutions with no accommodation. Of this total, there were 1,259 community service centers and 3,051 community service stations. The sales value of welfare lottery totaled 6.56 billion yuan and social welfare funds collected reached 1.81 billion yuan.

XII. Resources, Environment and Work Safety
There were 160 kinds of mineral resources discovered in Anhui, and 123 mineral resources with definite amount of reserves, including 6 energy species, 21 metal species, 94 nonmetal species and 2 hydro sphere species. In 2015, the geologic investigation institutions carried out 411 research projects at provincial level. Another 17 large and medium size mines with definite resources reserves and 1 type of mineral with definite reserves were recently discovered.

By the end of 2015, there were 87 environment supervision institutions at provincial, city and county levels in Anhui. The average ratio of days of fairly good air quality in the 16 cities of the province was 77.9 percent; the air quality of 2 cities met grade-two of the national standard. The average PM10 concentration across the province was 80 mcg per cubic meter, down by 15.8 percent over the previous year. 40 natural protection and reservation districts had been set up, including 8 ones at the national level, 30 at the provincial level and 2 at the city level. The newly-added area of manpower forestation was 114.4 thousand hectares, and that of forest totaled 3,958.5 thousand hectares. The total stumpage amount was 261,45.1 million cubic meters, and that of forests was 221,86.6 million cubic meters.

The energy consumption in 2015 totaled 123 million tons of SCE, up by 2.67 percent over the previous year. The electric power consumption went up by 3.5 percent, and per unit GDP energy consumption dropped by 5.58 percent.

Water quality of the Huai River flowing through Anhui was mainly at Grade III level, that of the Yangtze River through Anhui was better, mainly at Grade II level, and that of its main tributaries was good. The Chaohu Lake was lightly polluted, and 9 major branches surrounding the lake were polluted at middle level. The Xi’an River and its branches were of excellent quality. The quality of 96.9 percent of urban centralized drinking water source met the standard.

The death toll from work accidents every 100 million yuan worth of GDP was 0.132 persons, a decline of 9 percent. Work accidents in industrial, mining and commercial enterprises caused 0.676 death out of every 100 thousand employees, down by 31.3 percent. The road traffic death toll per 10 thousand vehicles was 2.12 persons, down by 1.9 percent. There happened 13,736 road traffic accidents and 10,880 fire disasters in Anhui in 2015.
