Statistical Communique on National Economic and Social Development of Anhui Province (2014)[1]

In 2014, faced with the complicated and tough macro-environment and the heavy tasks to maintain development and reform, people of the whole province led by Anhui Provincial Committee of the Communist Party (CPC) and Anhui Provincial People’s Government implemented the spirit of the 18th National Congress of the CPC, its third and fourth plenary session and speeches made by President Xi Jinping, and adhered to the keynote of making progress while maintaining stability. We made an effort to stabilize economic growth, promote reforms, adjust economic structure, improve people’s livelihood and prevent risks while taking the whole situation into consideration. We took the initiatives to address problems so as to achieve stable and sound economic and social development.

 I. General Outlook

By the end of 2014, the total number of permanent residents in Anhui reached 60.829 million, an increase of 531 thousand over last year. Of this total, urban permanent residents accounted for 49.2 percent, growing by 1.3 percentage points. The crude birth rate was 12.86 per thousand, down by 0.02 per thousand points over 2013, the crude death rate 5.89 per thousand, down by 0.17 per thousand points and the natural growth rate 6.97 per thousand, up by 0.15 per thousand points.

According to preliminary accounting, the gross domestic product (GDP) [2] of the province in 2014 was 2,084.88 billion yuan, up by 9.2 percent over the previous year at comparable price. Of this total, the value added of the primary industry was 239.24 billion yuan, up by 4.6 percent, that of the secondary industry was 1,120.4 billion yuan, up by 10.3 percent and the tertiary industry was 725.24 billion yuan, up by 8.8 percent. The ratio of the three economic sectors was 11.5:53.7:34.8. The value added of the secondary industry accounted for 46 percent of the GDP. The social productivity was 48,559 yuan per capita, increasing by 3,221 yuan over the previous year. GDP per capita reached 34,427 yuan (5,604 US dollars), up by 2,426 yuan. The value added of non-state owned economy [3] increased by 9.2 percent over the previous year to reach 1,194.63 billion yuan and that in GDP grew from 57 percent to 57.3 percent.

At the end of 2014, the number of employed people in Anhui was 43.11 million, increasing by 351 thousand over the previous year. Of the total, 14.153 million were employed in the primary sector, down by 544 thousand, 12.111 million in the secondary sector, up by 419 thousand and 16.846 million in the tertiary industry, up by 476 thousand. The number of working staff in urban and township private enterprises and individual laborers was 8.164 million, up by 1.113 million. New jobs were offered for 671 thousand urban laborers, and 256 thousand for the reemployment. By the end of the year, the urban unemployment rate through registration was 3.2 percent, down by 0.2 percentage point over the previous year. The total number of migrant workers was 18.502 million, of which, 13.203 million worked out of the province.

The consumer prices in 2014 went up by 1.6 percent over the previous year. Of this total, the prices for food went up by 2.5 percent. The prices for retail goods increased by 0.4 percent. The producer prices and the purchasing prices for manufactured goods were down by 2.6 percent and 2.8 percent respectively. The prices for investment in fixed assets increased by 0.3 percent. The prices for means of agricultural production reduced by 0.4 percent.

II Agriculture

In 2014, the sown area of grain was 6.6289 million hectares, an increase of 3.6thousand hectares compared with that in the previous year; the sown area of high quality wheat was 2.142 million hectares, an increase of 35.2 thousand hectares; the sown area of oil-bearing crops was 788.4 thousand hectares, a decrease of 13.6 thousand hectares; the sown area of cotton was 265.2 thousand hectares, a decrease of 19.9 thousand hectares; the sown area of vegetables was 862.1 thousand hectares, an increase of 26.1 thousand hectares.

The total output of grain in 2014 was 34.158 million tons, an increase of 1.362 million tons, or up by 4.2 percent over the previous year. Of this total, the output of summer crops was 14 million tons, an increase of 615 thousand tons or growing by 4.6 percent, and that of autumn grain was 18.875 million tons, an increase of 772 thousand tons or up by 4.3 percent. The output of oil-bearing crops was 2.288 million tons, increasing by 1.5 percent and that of cotton was 263 thousand tons, up by 4.8 percent.

At the end of 2014, 15.853 million pigs were registered in the total stocks, down by 1.7 percent over the previous year. 30.892 million pigs were slaughtered, up by 4 percent. The total output of meat reached 4.14 million tons, up by 2.5 percent, of which, that of pork, beef and mutton was 2.982 million tons, an increase of 4.1 percent. The total output of eggs was 1.225 million tons, a decrease of 1.6 percent. The production of milk was 279 thousand tons, up by 10 percent. The output of aquatic products was 2.237 million tons, up by 3.8 percent.

By the end of 2014, the total power of agricultural machinery had been 63.658 million kilowatts, an increase of 3.7 percent over the previous year. The number of farming tractors was 2.388 million, down by 1.7 percent, and that of farming transport vehicles was 665 thousand, decreasing by 1.4 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.414 million tons, an increase of 0.9 percent. Electricity consumption in rural areas amounted to 14.75 billion kilowatts, an increase of 6.6 percent. The effective irrigation area was 4.3423 million hectares, an increase of 36.7thousand hectares, and a new increase of 41.3 thousand hectares of water-saving irrigation areas. 

III. Industry and Construction

By the end of 2014, the industrial enterprises above the designated size amounted to [5]16,372, having a net increase of 1,258 over the previous year. The value added of industrial enterprises above the designated size increased by 11.2 percent over the previous year, of which, that of the state-owned and state-holding enterprises grew by 5.6 percent, that of the share-holding enterprises went up by 10.9 percent and that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan soared by 15.8 percent.

Of the industrial enterprises above designated size, the value added of 39 out of the 40 industries continued to increase. The growth of value added for manufacture of computers, communication equipment and other electronic equipment was 43.8 percent; for processing of petroleum was 31.2 percent; for smelting and pressing of the non-ferrous metals 17 percent; for smelting and pressing of ferrous metals 14.7 percent; for manufacture of non-metallic mineral products 12.8 percent; for pharmaceutical industry 10.9 percent; for manufacture of general machinery 10.8 percent; for manufacture of raw chemical materials and chemical products 10.1 percent; for processing of food from agricultural products 8.7 percent; for manufacture of electrical machinery and equipment 7.1 percent; for manufacture of automobiles 7 percent; for production and supply of electric power and heat power 3.9 percent. The value added of coal mining and dressing decreased by 2.6 percent. The growth of the value added for the major six leading industries was 11 percent; that of the manufacturing of equipment was 12.3 percent; high and new technology industries 13.6 percent, and 22.5 percent for strategic emerging industries.

Among major products of industrial enterprises above the designated size, the output of coal dropped by 7.7 percent; that of electricity, crude steel, rolled steel, cement and color TV sets grew by 1.5 percent, 3.9 percent, 3.6 percent, 1.6 percent and 7.4 percent respectively; that of household washing machines, household refrigerators, room air conditioners and automobiles down by 12.5 percent, 7.1 percent, 0.2 percent and 7.1 percent respectively.

The profits made by the industrial enterprises above the designated size in 2014 were 177.52 billion yuan, an increase of 0.1 percent. Of this total, the profits of the state-owned enterprises grew by 4 percent; that of the share-holding enterprises dropped by 0.8 percent; that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan increased by 6.1 percent; that of small and medium-sized enterprises went up by 5.8 percent; and that of private enterprises grew by 4.6 percent. Profits made in thirteen industries, including manufacture of electrical machinery and equipment, manufacture of non-metallic mineral products, production and supply of electric power and heat power, processing of food from agricultural products, manufacture of general machinery, manufacture of raw chemical materials and chemical products, manufacture of computers, communication equipment and other electronic equipment, manufacture of automobiles, manufacture of rubber and plastic products, smelting and pressing of ferrous metals, manufacture of special purpose machinery, manufacture of metal products and manufacture of liquor, beverage and refined tea were all over 5 billion yuan, and their accumulated profits reached 146.3 billion yuan, up by 6.4 percent, accounting for 82.4 percent of those made by industrial enterprises above the designated size.

In 2014, the profits and taxes made and paid by qualified construction enterprises were 39.08 billion yuan, up by 14.7 percent. The floor space of housing construction was 394.884 million square meters, an increase of 32.144 million square meters over the previous year; that of completed housing construction was 153.394 million square meters, up by 4.883 million square meters. 

IV. Investment in Fixed Assets

The total investment in fixed assets [6] of the province in 2014 was 2,125.63 billion yuan, up by 16.5 percent over the previous year. Of the total investment, the investment in the technical transformation in industry and information technology industry was 503.1 billion yuan, up by 16.5 percent; private investment 1,468.1 billion yuan, up by 20.9 percent. In terms of regions, the investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation totaled 1,470.02 billion yuan, increasing by 17 percent; that in the six cities of northern Anhui was 524.21 billion yuan, up by 15.9 percent. In terms of economic sectors, the investment in the primary sector, secondary sector and tertiary sector grew by 39.2 percent, 13.9 percent and 17.7 percent respectively. In terms of industries, the investment in industry rose by 13.2 percent, of which, that of manufacturing went up by 14.6 percent and the manufacture of equipment up by 17 percent. The investment in major six high energy consuming industries increased by 6.5 percent.

In 2014, the investment in real estate development was 433.9 billion yuan, up by 10 percent over the previous year. Sales area of commercial buildings was 62.022 million square meters, down by 1 percent; the sales totaled 334.52 billion yuan, up by 5.1 percent. In 2014, the newly started apartments under the urban affordable housing projects amounted to 466.4 thousand units, and those basically completed reached 274.9 thousand units.

About 4,180 projects of the “861 Action Plan” were continued or newly developed, and the investment reached 979.82 billion yuan in 2014. Projects newly started included China (Hefei) International Intelligent Voice Industrial Park, TFT Polaroid of SUNNYPOL in Hefei, the project of Wuhu Ecovacs with the annual output of 5 million intelligent robots; those completed included Hefei Xincheng touch screen production line, capacitive touch screen of Fangxing Science & Technology in Bengbu, Gree air-conditioner in Sanshan District of Wuhu, High Conductive Copper of Yongling Nonferrous Metals Group, high-grade paper production line of Ma’anshan Shanying Paper Industry Co. 

In 2014, two pairs of mine shafts were completed or basically completed. The newly increased coal production capacity reached 7.4 million tons and the installed capacity of electricity was 3.93 million kilowatts.

V. Domestic Trade

In 2014, the total retail sales of consumer goods reached 732.08 billion yuan, a growth of 13 percent over the previous year, or a real growth of 12.5 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 600.29 billion yuan, up by 12.9 percent and that in rural areas reached 131.79 billion yuan, up by 13.1 percent. Grouped by consumption patterns, the retail sales of commodities was 655.1 billion yuan, up by 12.9 percent, and that of catering industry was 76.98 billion yuan, up by 13.2 percent. The online retail sales of 83 enterprises above designated size engaged in online retail business which are taken into account reached 7 billion yuan, up by 84.7 percent.  

Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth of sales for food, clothing and daily use was 15.1 percent, 10.3 percent and 10.6 percent, that for grain and oil 10.4 percent, and for meat, poultry and eggs 15.5 percent. The growth of clothes was 11 percent, for cosmetics 13.9 percent, for daily necessities 8.4 percent, for traditional Chinese and western medicines 10.7 percent, for household appliances and audio-video equipment 10.5, for furniture 25.1 percent, for telecommunication equipment 13.2 percent, for petroleum and petroleum products 6.5 percent, for building and decoration materials 19.6 percent and for motor vehicles 11 percent.

VI. Foreign Economic Relations

The total import-export volume in 2014 reached 49.27 billion US dollars, up by 8.2 percent over the previous year. Of this total, the value of export was 31.49 billion US dollars, increased by 11.5 percent; and the value of import was 17.78 billion US dollars, up by 3 percent. Grouped by export businesses, export if manufacturing enterprises increased by 11.7 percent, and that of trading enterprises grew by 9.4 percent. Viewed by export commodities, the export sales of mechanical and electronic products and high & new-tech products rose by 25 percent and 1.2 times respectively.

In 2014, the number of projects by outside investors amounted to 5,564, with the actual paid-in fund this year reaching 794.24 billion yuan, up by 16.9 percent over the previous year. The newly established foreign-investment projects were 256, increasing by 4.1 percent; contracted foreign capital was 3.11 billion US dollars, up by 15.7 percent; foreign investment in actual use 12.34 billion US dollars, up by 15.5 percent. By the end of 2014, the number of top 500 foreign enterprises investing in Anhui had risen by 5 to 71.

In 2014, the newly–signed contract value of contracted overseas engineering projects was 2.67 billion US dollars, down by 3 percent over the previous year; the accomplished business revenue was 3.23 billion US dollars, up by 10.7 percent. The number of labor forces sent abroad was 14,139, an increase of 11.8 percent. 100 enterprises (agencies) from Anhui were newly established in foreign countries with the actual outward investment of 470 million US dollars, decreasing by 32 percent. 

VII. Transportation, Post, Telecommunications and Tourism

In 2014, the total passenger traffic [7] reached 1.4 billion persons, and the freight traffic reached 4.34 billion tons, up by 10.1 percent and 9.6 percent over the previous year respectively; the passenger flows were 141.67 billion person-kilometers, and the freight flows were 1,348.61 billion ton-kilometers, growing by 10.1 percent and 9.4 percent respectively. The volume of freight handled by ports throughout the year totaled 440 million tons, up by 10.8 percent, of which freight for foreign trade was 4.196 million tons, up by 26.6 percent. The number of passengers handled by civil aviation airports in Anhui was 7.235 million person-times, up by 7.8 percent, of which that handled by Hefei Xinqiao Airport was 5.975 million person-times, up by 6.2 percent.

The total number of motor vehicles for civilian use reached 4.373 million by the end of 2014, up by16.3 percent, of which private-owned vehicles numbered 3.482 million, up 20.3 percent. The total number of cars for civilian use stood at 2.261 million, up 21.2 percent, of which private-owned cars numbered 2.051 million, up by 24.8 percent.

In 2014, the mileage of newly completed expressway, first-class highway and railroad lines in service were 231 km, 343 km and 35.2 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic reached 3,752 km, 2,623 km and 3,478.2 km respectively.

The turnover of post and telecommunication services totaled 63.01 billion yuan, up by 18 percent over the previous year. Of this total, telecommunication services amounted 54.93 billion yuan, up by 15.2 percent; and post services 8.08 billion yuan, up 40.5 percent. By the end of 2014, the total capacity of local office switchboards stood at 7.231 million lines, down by 1.213 million lines over the previous year. Local fixed telephone subscribers numbered 8.394 million, down by 1.369 million, while mobile phone users reached 42.159 million, up by 2.571 million. For every 100 persons, the phone possession (including mobile phones) was 83.8 sets, up by 1.4 sets. There were 7.254 million internet service users of basic telecom enterprises by the end of 2014, up by 828 thousand users.

The year 2014 saw 4.051 million inbound visitors to Anhui, a year-on-year increase of 13 percent, of which, 2.329 million were foreigners, up by 16.1 percent; 1.722 million were Chinese compatriots from Hong Kong, Macao and Taiwan, up by 9 percent. The number of domestic tourists totaled 380 million, up by 12.8 percent. The revenue from tourism totaled 343.01 billion yuan, up by 13.9 percent. Of this total, foreign exchange earnings from tourism topped 1.96 billion yuan, up by 13.2 percent, and the revenue from domestic tourism totaled 330.97 billion yuan, up by 14 percent. By the end of 2014, there were 299 tourists spots at Grade A level or above in Anhui.

VIII. Finance

The fiscal revenue totaled 366.3 billion yuan in 2014, up by 8.9 percent over the previous year. Of the total, local revenue was 221.84 billion yuan, up by 6.9 percent. Of the total fiscal revenue, value-added tax increased by 7.6 percent, business tax by 7.5 percent, enterprise income tax by 15 percent. Fiscal expenditures were 466.36 billion yuan, up by 7.2 percent, of which expenditure for people’s livelihood were 383.3 billion yuan, up by 7.9 percent. In terms of major items of expenditure, expenditure for social security and employment went up by 7.8 percent, for medicine and health-care by 3.5 percent, for urban and rural community affairs by 19 percent, for science and technology by 17.6 percent, for education by 0.6 percent. A total of 68.63 billion yuan was invested in 33 livelihood projects to benefit over 60 million urban and rural residents.

In 2014, the total financing reached 426.22 billion yuan, decreased by 70.68 billion yuan over 2013. Savings deposit in Renminbi in all items of financial institutions totaled 2,981.77 billion yuan at the end of 2014, an increase of 307.84 billion yuan or 11.5 percent. Of this total, the saving deposit of institutions was 1,364.32 billion yuan, up by 10.3 percent; household saving deposits 1,459.94 billion yuan, up by 13 percent. Loans in Renminbi in all items of financial institutions reached 2,208.83 billion yuan, an increase of 299.95 billion yuan or 15.7 percent. Of this total, short-term loans stood at 769.81 billion yuan, up by 4.8 percent; medium and long-term loans 1,316.43 billion yuan, up by 20.2 percent, of which personal loans were 524.68 billion yuan, up by 24.9 percent.

Funds raised in 2014 by enterprises through issuing stocks and share rights on stock market amounted to 19.01 billion yuan. The refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 17.39 billion yuan. The listed companies financed 500 million yuan through convertible bonds, bonds with attached warrants, corporate bonds and other bonds. By the end of 2014, there were 80 listed companies in Anhui with the total market value of 704.16 billion yuan, up by 48.4 percent over the previous year.

In 2014, 105 million yuan SME private placement bonds and 47.9 billion yuan short-term financing bonds were issued.

The transaction volume of domestic security agents in Anhui amounted to 2,653.29 billion yuan, and that of time bargains was 15,037.56 billion yuan.

The premium received by the insurance companies totaled 57.23 billion yuan in 2014, up by 18.5 percent over the previous year. Of this total, property insurance premium amounted to 24.14 billion yuan, up by 18.5 percent, and life insurance premium 33.08 billion yuan, up by 18.5 percent. Insurance companies paid an indemnity worth of 23.44 billion yuan, of which, property insurance indemnity was 12.74 billion yuan, up by 10.5 percent, and life insurance indemnity 10.7 billion yuan, down by 0.7 percent. 

IX. Living Conditions and Social Security

In 2014, the annual per capita disposable income of urban residents was 24,839 yuan, up by 9 percent over the previous year, or a real increase of 7.2 percent after deducting price factors. The per capita consumption expenditure was 16,107 yuan, up by 10.4 percent, of which, expenditure for food rose by 9.5 percent, for clothing by 6 percent, for housing by 6 percent, for household facilities, articles and service by 26.9 percent, for health care by 23.7 percent, for transportation and communication by 8.8 percent, for education, culture and entertainment services by 11.8 percent. The Engel’s coefficient of urban households [8] was 33.3 percent, down by 0.2 percentage points. The per capita floor space of urban households was 35.1 square meters, up by 1.3 square meters over the previous year.

In 2014, the annual per capita disposable income of rural residents was 9,916 yuan, up by 12 percent over the previous year, or a real increase of 10.3 percent after deducting price factors. Per capital living expenditure was 7,981 yuan, up by 10.8 percent, of which, expenditure for food grew by 7.6 percent, for clothing by 9.5 percent, for housing by 9.6 percent, for household facilities, articles and service by 2.9 percent, for health care by 24.6 percent, for transportation and communication by 14 percent and for education, culture and entertainment articles and services up by 14.8 percent. The Engel’s coefficient of rural households was 35.6 percent, down by 1.1 percentage points over the previous year. The per capita floor space of rural households was 44.7 square meters, up by 2.9 square meters over the previous year.

At the end of 2014, a total of 8.291 million and 17.56 million people participated in urban pension program for staff and workers and urban basic health insurance program respectively. 4.22 million people participated in unemployment insurance program and 122 thousand people received unemployment insurance payment of different terms. A total of 5.085 million people and 4.827million people participated in work accident insurance and maternity insurance respectively. 33.372 million people participated in social pension insurance program for urban and rural residents. In rural areas, a total of 51.904 million people, accounting for 101 percent of the rural population, joined new rural cooperative medical system.

The year of 2014 saw 724 thousand urban residents and 2.089 million rural residents receiving government subsistence allowances, and 431 thousand rural residents receiving five-guarantees supporting. Medical assistance was carried out for 3,667 thousand person times. A total of 477 thousand people received subsidies of various kinds. 

X. Education, Science & Technology and Culture

By the end of 2014, institutions offering postgraduate programs totaled 21 with 46,590 students enrolled. There were 107 institutions of higher education, and the general tertiary education enrollment was 1.081 million. There were 431 vocational schools (technical worker training schools excluded) with the enrollment of 915 thousand students. There were 1.201 million students in 694 senior secondary schools with the gross enrollment rate of 91.9 percent, up by 1.9 percentage points, 1.924 million students in 2,905 junior secondary schools with the enrollment rate of 99.8 percent and 4.151 million pupils in 10,547 elementary schools with the enrollment rate of 99.98 percent. Graduates from adult educational institutions numbered 984 thousand.

There were altogether 2.15 million technicians of all categories, up by 10.8 percent over the previous year. Of 3,484 research institutions of science and technology, there were 967 ones established by large and medium enterprises. 181 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was 40.87 billion yuan in 2014, up by 16.1 percent, accounting for 1.96 percent of the provincial GDP which rose by 0.13 percentage points over the previous year. There were 5 national great science programs, 2 state laboratories, 19 state key (engineering) labs, 111 provincial labs, 51 ministry labs, 554 engineering (technical) research centers above provincial level with 24 state-level centers and 16 high & new technology industrial development zones, including 4 state-level ones. There were 2,361 new and high-tech enterprises, of which 671 ones were newly recognized.

In 2014, achievements of science and technology above provincial level were made in 740 projects, including atmospheric composition detection system of aerial remote sensing and research on complex rock-soil catastrophe control and forecast. 99,160 patent applications were accepted in 2014 and 48,380 patents were authorized, up by 6.2 percent and down by 1 percent respectively. A total of 7,093 technical contracts were signed, representing 16.98 billion yuan, up by 29.8 percent over the previous year.

By the end of 2014, there were 830 inspection institutions of product quality above prefecture level, including 109 inner institutions and 23 state inspection centers. There was 1 organization for product quality and management system certification, which accumulatively certified products in 2,148 enterprises. A total of 81 authorized measurement institutions enforced compulsory inspection on 626 thousand measurement instruments in 2014. A total of 2,387 local standards were developed or revised in the year. There were 52 geographical indication products at state level and 1,377 Anhui-famous brand products.

In 2014, the Mapping and Archives Museum of Anhui Province provided the public with 24,700 maps of varied scales, 5,301 survey-mapping data, aerospace remotely sensed data of land covering 713 thousand square kilometers and 14,921GB data, produced or updated 44,756 national basic scale topographic maps, monitored geographical conditions of land of 4,100 square kilometers and updated 5.6 GB data on “Map World Anhui”. [9]

By the end of 2014, there were 120 culture centers, 109 public libraries, 162 museums (private-run museums included) and 1,437 community or township multi-use cultural stations in Anhui. There were 120 national key cultural relics protection sites, 2 of which were combined, and 708 provincial key cultural relics protection sites. 72 intangible cultural heritages were included in the state list and 343 in the provincial list. There were 14 radio stations, 23 radio launchers and relay stations and the radio broadcasting coverage rates were 98.6 percent. There were 14 TV stations, 7.681 million CATV subscribers and the TV broadcasting coverage rates were 98.7 percent. In 2014, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 10,142 varieties, and a total of 1.17 billion copies of newspaper and 600 million copies of magazines were issued, and 270 million copies of books were published. There were 137 national archives with 22.174 million rolls of archives collected, the floor space of which amounted to 265 thousand square meters.

XI Public Health, Sports and Social Services

By the end of 2014, there were 24,838 medical and health institutions in Anhui with 969 general hospitals, 22,026 grass-root medical and health organizations and 1,757 professional public health agencies and 86 other health agencies. Among grass-root medical and health organization, there were 1,394 health centers, 1,947 community health service centers and 15,297 village clinics; among professional public health agencies, there were 121 epidemic disease prevention centers, 48 special disease prevention and care centers (stations), 121 maternal and child care centers and 113 health monitoring institutions. There were 264 thousand health workers in Anhui, including 103 thousand (assistant) practicing doctors and 109 thousand registered nurses. There were 48 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 249 thousand beds, of which general hospitals and health centers had 227 thousand beds. In 2014, the medical and health institutions treated 267 million person-times in total.

In 2014, athletes of Anhui won altogether 30 gold medals, 41 silver medals and 34 copper medals at international and domestic games. On the seventeenth Asian Games in Inchon, Anhui athletes won 7 gold medals, 3 silver medals and 2 copper medals, gaining the best achievements on Asian games held in foreign countries. Activities with the theme of "Full Fitness, Healthy Anhui" developed vigorously. 2,318 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 2.7 million person-times.

By the end of 2014, there were 997 social service agencies [10] providing accommodation with 119 thousand beds, adopting 72 thousand people. There were 8,252 community service institutions with no accommodation. Of this total, there were 1,360 community service centers and 2,850 community service stations with 19,713 beds for day care. The sales value of welfare lottery totaled 6.93 billion yuan and social welfare funds collected reached 1.94 billion yuan.

XII. Resources, Environment and Safety Production

There were 159 kinds of mineral resources discovered in Anhui, and 123 mineral resources with definite amount of reserves (ordinary building stone minerals included), including 6 energy species, 21 metal species, 94 nonmetal species and 2 hydro sphere species. In 2014, the geologic investigation institutions carried out 36 research projects at provincial level. Another 12 large and medium size mines with definite resources reserves and 1 type of mineral with definite reserves were recently discovered.

By the end of 2014, there were 87 environment supervision institutions at provincial, city and county levels in Anhui. The average ratio of days of fairly good air quality in the 16 cities of the province was 88.1 percent, up by 1.5 percentage points; the air quality of 9 cities met grade-two of the national standard. The average PM10 concentration across the province was 95 mcg per cubic meter. 39 natural protection and reservation districts had been set up, including 7 ones at the national level, 30 at the provincial level and 2 at the city level. The area of manpower forestation was 150.9 thousand hectares, and that of forest totaled 4,488 thousand hectares. The total stumpage amount was 252.009 million cubic meters, and that of forests was 226.196 million cubic meters.

The energy consumption in 2014 totaled 124 million tons of SCE, up by 2.7 percent over the previous year. The electric power consumption went up by 3.7 percent, and per unit GDP energy consumption dropped by 5.97 percent.

Water quality of the Huai River flowing through Anhui was mainly at Grade III level, that of the Yangtze River through Anhui was better, mainly at Grade II level, and that of its main tributaries was good. Chao Lake was lightly polluted, and 9 major branches surrounding the lake were polluted at middle level. Xi’an River and its branches were of excellent quality. The quality of 96.5 percent of urban centralized drinking water source met the standard.

The death toll from work accidents every 100 million yuan worth of GDP was 0.145 people, a decline of 11.5 percent. Work accidents in industrial, mining and commercial enterprises caused 0.984 death out of every 100 thousand employees, down by 8 percent. The road traffic death toll per 10 thousand vehicles was 2.162 persons, down by 1.1 percent. The death toll for 1 million tons of coal produced in coalmines was 0.385 person, up by 133.7 percent. There happened 16,491 road traffic accidents and 12,274 fire disasters in Anhui in 2014.
