Statistical Communiqué on National Economic and Social Development of Anhui Province (2013)[1]

In 2013, under the firm leadership of Anhui Provincial committee of Communist Party of China (CPC) and Anhui provincial people's government, people of the whole province implemented the spirit of the 18th National Congress of the CPC and its third plenary session, and adhere to the keynote of making progress while maintaining stability. We made an effort stabilize economic growth, adjust economic structure, promote reforms and improve people's livelihood while taking the whole situation into consideration. We strived to overcome difficulties and advance bravely to maintain steady, sound and fast economic and social development and fulfill major tasks set forth at the beginning of the year.

I. General Outlook

In 2013, GDP of Anhui Province [2] reached 1.90389 trillion yuan at comparable price, rising by 10.4 percent over the previous year. The added value of the primary industry was 234.81 billion yuan, up by 3.5 percent; that of the second industry was 1.0404 trillion yuan, up by 12.4 percent; that of the tertiary industry was 628.68 billion yuan, up by 9.5 percent. The ratio of the three economic sectors was adjusted from 12.7:54.6:32.7 to 12.3:54.6:33.1, that of the tertiary sector increased by 0.4 percentage points and its value added in GDP grew from 46.6 percent to 46.9 percent. The social productivity is 44,889 yuan per capita, an increase of 3,553 yuan over the previous year. GDP per capita amounted to 31,684 yuan (5,116 US dollars), up by 2,892 yuan. The value added of non-state owned economy [3] increased by 10.7 percent over the previous year to reach 1.0843 trillion yuan, and that in GDP grew from 56 percent to 57 percent.

In 2013, the consumer price increased by 2.4 percent, of which, food prices went up by 4.7 percent, the retail prices of commodities up by 1.3 percent, the producer prices and the purchasing prices for manufactured goods went down by 1.3 percent and 1.8 percent respectively, the prices for investment in fixed assets increased by 0.2 percent and that for means of agricultural production rose by 0.9 percent.

At the end of 2013, the number of employed people in Anhui was 42.759 million, an increase of 691 thousand, of which 14.697 million in the primary sector, a decrease of 615 thousand than the previous year, 11.692 million in the secondary sector, an increase of 619 thousand, 16.37 million in the tertiary industry, an increase of 687 thousand. The number of working staff in urban and township private enterprises and individual laborers was 7.051million, up by 568 thousand. New jobs were offered for 675 thousand urban laborers, and 259 thousand for the reemployment. By the end of the year, the urban unemployment rate through registration had been 3.41 percent, down by 0.27 percentage point over the previous year. The total number of migrant workers was 17.83 million, of which, 12.88 million worked out of the province.

 II. Agriculture

The sown area of grain expanded by 3.3 thousand hectares over the previous year, to reach 6.6253 million hectares, of which, 2.1068 million hectares for high quality wheat planting, up by 27.1 thousand hectares. The sown area of vegetables was 836 thousand hectares, an increase of 25.4 thousand hectares, but that of oil-bearing plants and cotton decreased by 41.6 and 19.8 thousand hectares to 802 and 285.1 thousand hectares respectively.   The total output of grain in 2013 was 32.796 million tons, decreasing by 95 thousand tons or 0.3 percent year on year. The output of summer grain was 13.385 million tons, up by 370 thousand tons or 2.8 percent, while that of autumn grain was 18.103 million tons, declining by 453 thousand tons or 2.4 percent. The output of oil-bearing plants and cotton decreased by 1 percent and 14.6 percent to 2.254 million tons and 251 thousand tons respectively.

At the end of 2013, 16.126 million pigs were registered in the total stocks, up by 3.7 percent over the previous year, 29.715 million pigs were slaughtered, up by 1.5 percent. The total output of meat was 4.038 million tons, an increase of 1.5 percent, of which, the output of pork, beef and mutton was 2.866, an increase of 1.5 percent. The output of eggs, milk and aquatic products was 1.245 million, 253 thousand and 2.155 million tons, up by 1.5 percent, 5.2 percent and 3.9 percent respectively.

By the end of the year, the total power of agricultural machinery had been 61.403 million kilowatts, an increase of 4 percent. The number of farming tractors was 2.43 million, down by 2.5 percent, and that of farming transport vehicles was 675 thousand, decreasing by 0.2 percent. The whole year consumption of fertilizer (converted to pure amount) was 3.384 million tons, an increase of 1.5 percent. Electricity consumption in rural areas amounted to 13.79 billion kilowatts, an increase of 7 percent. The effective drainage area was 4.3079 million hectares, an increase of 43.4 thousand hectares and a new increase of 40.1 thousand hectares of water-saving irrigation areas.

 III. Industry and Construction

At the end of 2013, the industrial enterprises above the designated size [4] amounted to 15,114, having a net increase of 2,144 over the previous year. In 2013, the value added of industrial enterprises above the designated size rose by 13.7 percent over the previous year, that of the light industry and heavy industry grew by 12.5 percent and 14.3 percent respectively, that of state-owned and state-holding enterprises went up by 9.2 percent, that of collective-owned enterprises increased by 6.5 percent, that of joint-equity enterprise rose by 13.4 percent and that of enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan increased by 20.3 percent.   Among the industrial enterprises above the designated size, the value added of 38 out of the 40 industries continued to increase, of which, the growth of value added for manufacture of communication equipment, computer and other electronic equipment was 34.7 percent; for smelting and pressing of non-ferrous metals 19.7 percent; for manufacture of general machinery 19.6 percent; for manufacture of non-metallic mineral products 16.2 percent; for manufacture of raw chemical materials and chemical products 14.5 percent; for manufacture of electrical machinery and equipment 13.2 percent; for processing of food from agricultural products and for manufacture of automobiles 9.4 percent respectively; for smelting and pressing of ferrous metals 8.2 percent; for production and supply of electronic power and heat power 7.5 percent; and for coal mining and dressing 4.7 percent. The growth of the value added for the major six leading industries was 13.3 percent,of which, the manufacture of equipment was 15.7 percent,high and new technology industry 15.7 percent and strategic emerging industry 23.4 percent.   Among major industrial products of industrial enterprises above the designated size, the output of coal dropped by 6.4 percent, that of electricity, crude steel and rolled steel grew by 8.5 percent, 13.1 percent and 10.5 percent respectively, that of cement up by 12.3 percent, that of household refrigerators, household machines, room air conditioners up by 14.8 percent, 13.2 percent and 1.8 percent respectively, and that of color TV sets and automobiles down by 8 percent and 5 percent respectively.

Revenues of industrial enterprises above the designated size from their main business operations in 2013 were 3.30795 trillion yuan, up by 16.1 percent. Profits and taxes amounted to 304.64 billion yuan, up by 17.3 percent, of which, 175.88 billion was from profits, growing by 16.9 percent. Profits made in fourteen industries, including the manufacture of electrical machinery and equipment, the manufacture of non-metallic mineral products, the manufacture of raw chemical material and chemical products, processing of food from agricultural products, the manufacture of general machinery and the manufacture of automobiles were all over 5 billion yuan and their accumulated profits were 141.08 billion yuan, up by 28.2 percent , accounting for 80.2 percent of those made by industrial enterprises above the designated size.

 In 2013, the profits and taxes made and paid by qualified construction enterprises were 32.48 billion yuan, up by 16.7 percent. The floor space of housing construction was 371.172 million square meters, an increase of 37.816 million square meters, that of completed housing construction was 142.586 million square meters, up by 9.124 million square meters.

 IV. Investment in Fixed Assets

The completed investment in fixed assets of the province in 2013 [5] amounted to 1.82511trillion yuan, up by 21.2 percent over the previous year, of which, the investment in the technological transformation in industry and information technology industry was 431.66 billion yuan, up by 12.5 percent; private investment was 1.2146 trillion yuan, up by 25.6 percent.   In terms of regions, investment in Wanjiang Urban Belt Demonstration Zone Undertaking Industry Relocation totaled 1.2559 trillion yuan, increasing by 20.4 percent; that in six cities of northern Anhui was 452.2 billion yuan, growing by 23.9 percent; that in Hefei Economic Circle reached 744.99 billion yuan, up by 20.7 percent.   In terms of economic sectors, investment in the primary sector, secondary sector and tertiary sector grew by 28.9 percent, 18.9 percent and 23 percent respectively.   In terms of industries, investment in industry rose by 18.6 percent, of which, that of manufacturing was up by 20.4 percent and the manufacture of equipment up by 20.6 percent. Investment in six major high energy consuming industries grew by 16 percent.

 In 2013, the investment in real estate development was 394.62 billion yuan, up by 25.2 percent.Sales area of commercial buildings was 62.654 million square meters, up by 29.7 percent; sales of commercial buildings reached 318.29 billion yuan, up by 36.6 percent. In 2013, the newly started construction of affordable housing projects in urban areas amounted to 418 thousand units (households), and those basically completed were 320 thousand units. About 3,389 projects of the "861 Action Plan" were continued or newly developed, and the investment reached 894.84 billion yuan in 2013. Projects newly started included Huntkey Appliances (Hefei), the second phase of Tongguan electronic copper foil, Huaqing (Hefei) high-tech surface engineering, Ma'anshan Zhengwei Science Park, Chinese Academy of Science (Suzhou) cloud computing, the upgrading and production expansion of Chery engine, the third pahse of Pingwei Power Plant in Huainan, the No. 1 Branch of Hefei UNI-President, Bozhou pharmaceutical factory of Guangzhou Pharmaceutical Holdings Limited, Hanshan Zhaoguan hot spring cultural industry project, Wuhu Second Yangtze River Highway Bridge, Yongcheng-Lixin-Huainan-Hefei Section of G3W, Tianchang Section of Suzhou-Yangzhou Expressway and Hefei Metro Line 2; those completed included the project of glass substrate production with the daily capacity of 150 tons in Bengbu, new base for JAC passenger car, the project of JAC 1.5 T engines production with the yearly output of 200,000, Wuhu Haichuang High-tech and Energy-saving Equipment Manufacture Base, Ma'anshan new combined compressor accessories, the second phase of Tongling Quanwei copper processing project, the No.6 power set of Hefei Power Plant, the second phase of Hefei Aviation Industrial Base and the third phase of Jiangnan Cultural Park. In 2013, new coal production capacity was 9 million tons and the installed capacity of electricity was 4.01 million kilowatts.

 V. Domestic Trade

In 2013, the total retail sales of consumer goods reached 648.14 billion yuan, a growth of 14 percent over the previous year, or a real growth of 12.5 percent after deducting price factors. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 528.33 billion yuan, up by 13.9 percent, and that in rural areas reached 119.81 billion yuan, up by 14.2 percent. Grouped by consumption patterns, the income of retail sales of commodities was 578.17 billion yuan, up by 14.2 percent, and that of catering industry was 69.97 billion yuan, up by 12.1 percent. Of the total retail sales of commodities by enterprises above designated size, the year-on-year growth for food, clothes and daily necessities was 21.7 percent, 18.8 percent and 18.3 percent, that for grain and oil was 18.2 percent, for meat and eggs 27.6 percent, for clothing 20.1 percent, for cosmetics 20.2 percent, for gold, silver and jewelry 28.9 percent, for daily necessities 20.1 percent, for traditional Chinese drugs and western drugs 17.5 percent, for electric and electronic appliances for household use and audio-video equipment 16.7 percent, for building and decoration materials 19.4 percent, for furniture 29.1 percent, for motor vehicles 19.9 percent and petroleum and related production 16.2 percent.

 VI. Foreign Economy and Tourism

The total imports and exports in 2013 amounted to 45.63 billion US dollars, up by 16.2 percent over the previous year. Of the total, the value of goods export was 28.25 billion US dollars, increasing by 16.2 percent, and the value of goods import was 17.38 billion yuan, growing by 38.6 percent. Viewed by export enterprises, that of manufacturing enterprises increased by 18.7 percent, while that of trading enterprises decreased by 45 percent. Grouped by export commodities, the export sales of mechanical and electronic products and high & new-tech products rose by 11.9 percent and 31.7 percent respectively.

In 2013, newly established foreign-investment enterprises in Anhui were 246, increased by 26.8 percent over the previous year; contracted foreign capital was 2.69 billion US dollars, up by 6.1 percent; foreign investment in actual use 10.69 billion US dollars, up by 23.7 percent. By the end of 2013, the number of top 500 foreign enterprises investing in Anhui had risen by 4 to 67. In 2013, newly-singed contract value concerning economic and technological cooperation with foreign countries was 2.82 billion US dollars, up by 15.8 percent, the accomplished turnover 3.1 billion US dollars, up by 15.8 percent, and the number of labor forces sent abroad 12,531, decreasing by 6.3 percent. 60 enterprises (agencies) from Anhui were established in foreign counties with the actual outward investment of 0.69 billion US dollars, a growth of 26.6 percent. The year 2013 saw 3.855 million inbound visitors to Anhui, a year-on-year increase of 16.3 percent, and the number of domestic tourists reached 336 million, up by 15 percent. The tourism revenue totaled 301.04 billion yuan, up by 15.3 percent, of which, foreign exchange earning from international tourism was 1.73 billion US dollars, up by 15.8 percent, while domestic tourism revenue 290.32 billion yuan, up by 15.3 percent. By the end of 2013, there had been 461 tourist spots at Grade A level or above in Anhui.

 VII. Transportation and Post and Telecommunication

In 2013, total passenger and freight traffic reached 2.45 billion persons and 3.57 billion tons, up by 15.4 percent and 15.6 percent respectively. The passenger flows were 211.85 billion person-kilometers, the freight flows were 1.11365 trillion ton-kilometers, growing by 14.2 percent and 14.1 percent. The volume of freight handled by ports throughout the year totaled 400 million tons, up by 9.8 percent, of which, freight from foreign trade was 3.315 million tons, up by 21.8 percent. The number of passengers handled by civil aviation airports in Anhui was 6.713 million person-times, up by 11.2 percent, of which, that handled by Hefei Airport was 5.628 million person-times, up by 8.4 percent.   The total number of motor vehicles for civilian use had reached 3.76 million by the end of 2013, rising by 13.9, of which private-owned vehicles numbered 2.893 million, up by 17.3 percent. The total number of cars for civilian use stood at 1.865, up by 24.9 percent, of which private-owned cars numbered 1.643 million, up by 28.2 percent.   In 2013, the mileage of newly completed expressway, first-class highway and railroad lines in service were 311 km, 783 km and 271 km respectively. By the end of the year, the total length of expressway, first-class highway and railroad lines opened to traffic reached 3,521 km, 2,280 km and 3,443 km respectively.   The turnover of post and telecommunication service totaled 46.62 billion yuan, up by 10.8 percent over the previous year. Of this total, telecommunication services accounted for 40.87 billion yuan, up by 9.9 percent, and post service 5.75 billion yuan, up by 25.4 percent. In 2013, the total capacity of local office switchboards stood at 8.444 million lines, down by 4.247 million lines over the previous year. Local fixed telephone subscribers numbered 9.767 million, down by 1.147 million, while mobile phone users reached 39.589 million, up by 3.491 million. For every 100 persons, the phone possession (including mobile phones) was 82 sets, up by 3 sets. There had been 6.426 million internet service users of basic telecom enterprises by the end of 2013, up by 1.356 million users.

VIII. Finance, Securities and Insurance

The fiscal revenue totaled 336.51 billion yuan, up by 11.2 percent over the previous year, of which, local revenue was 207.51 billion yuan, up by 15.8 percent. Of the total fiscal revenue, value-added tax increased by 10.6 percent, business tax by 11.3 percent and enterprise income tax by 2.9 percent, of which, expenditure for social security and employment went up by 15.4 percent, for medicine and health-care by 12.7 percent, for urban and rural community affairs by 30.7, for culture, sports and media by 11.3 percent, for energy conservation and environment protection for 12 percent and for science and technology by 13.6 percent. A total of 60.56 billion yuan was invested in 33 livelihood projects to benefit over 60 million urban and rural residents.   By the end of 2013, deposits (RMB) in all financial institutions of Anhui had totaled 2.67393 trillion yuan, up by 376.2 billion yuan or 16.4 percent over the end of 2012, of which, enterprises' saving deposits were 1.23741 trillion yuan, rising by 15.9 percent and that of residents were 1.29249 trillion yuan, growing by 15.6 percent. Loans in financial institutions totaled 1.90888 trillion yuan, up by 279.45 billion yuan or 17.2 percent. of which, short-term loans, mid-and-long-term loans and personal mid-and-long-term loans were 734.3 billion yuan, 1.0953 trillion yuan and 420.04 trillion yuan, up by 21.6, 16.1 and 23.9 percent respectively.

Funds raised in 2013 by enterprises through issuing stocks and share rights on stock market amounted to 24.46 billion yuan. Of this total, the refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 17.64 billion yuan. The listed companies financed 6.82 billion yuan through convertible bonds, bonds with attached warrants and corporate bonds. By the end of 2013, there had been 78 listed companies across Anhui, the total market value of which was 501.84 billion yuan, up by 3.6 percent over the previous year. In 2013, 10.1 billion yuan non-listed company bonds and 26.25 billion yuan short-term financing bonds were issued. The transaction volume of domestic securities agents amounted to 1.74615 trillion yuan, and that of time bargain was 10.62454 trillion yuan. The premium received by the insurance companies totaled 48.3 billion yuan in 2013, up by 6.5 percent over the previous year. Of this total, property insurance premium amounted to 20.39 billion yuan, up by 20.6 percent; life insurance premium 27.92 billion yuan, down by 1.9 percent. Insurance companies paid an indemnity worth of 22.3 billion yuan, up by 46.1 percent, of which, property insurance indemnity was 11.53 billion yuan, up by 26 percent and life insurance indemnity 10.77 billion yuan, up by 76.1 percent.

 IX. Education and Science & Technology

By the end of 2013, institutions offering postgraduate programs had totaled 21, with 46,506 students enrolled. There were 106 institutions of higher education, and the general tertiary education enrollment was 1.052 million students with the gross enrollment rate of 35 percent, up by 4.4 percentage points over the previous year. There were 463 vocational schools (technical worker training schools excluded) with the enrollment of 968 thousand students. There were 1.255 million students in 698 senior secondary schools with the gross enrollment rate of 90 percent, up by 4 percentage points, 1.997 million students in 2,902 junior secondary schools with the enrollment rate of 99.2 percent and 4.092 million pupils in 11,507 elementary schools with the enrollment rate of 99.7 percent. Graduates from adult educational institutions numbered 1.018 million.

 There were altogether 1.94 million technicians of all categories, up by 6.1 percent over the previous year. Of 3,013 research institutions of science and technology, there were 978 ones established by large and medium enterprises. 156 thousand professionals were engaged in scientific work. The amount of expenditures on research and development activities (R&D) was worth 34.18 billion yuan in 2013, up by 21.3 percent, accounting for 1.8 percent of the provincial GDP which rose by 0.16 percentage points. There were 5 national great science programs, 2 state laboratories, 19 state key (engineering) labs, 111 provincial key labs, 51 ministry labs, 468 engineering (technical) research centers above provincial level with 23 state-level centers and 15 high & new technology industrial development zones, including 4 state-level ones. There were 2,018 new and high-tech enterprises, of which 441 ones were newly recognized. In 2013, achievements of science and technology above provincial level were made in 920 projects, including key technology concerning the industrialization of automated parking system and the study of opencast side-slope rock mass handling and catastrophe intelligent control technology. 93,353 patent applications were accepted in 2013 and 48,849 patents were authorized, up by 24.7 percent and 12.8 percent respectively. A total of 6,951 technology transfer contracts were signed, representing 13.08 billion yuan, up by 51.7 percent over the previous year. In Anhui, there were 830 inspection institutions of product quality above prefecture level, including 110 inner institutions and 22 state inspection centers. There was one organization for product quality and management system certification, which accumulatively certified products in 1,954 enterprises. A total of 80 authorized measurement institutions enforced compulsory inspection on 1.1 million measurement instruments in 2013. A total of 4 international standards, 677 national standards and 2,119 local standards were developed or revised in the year. There were 44 geographical indication products at state level and 1,353 Anhui-famous brand products. In 2013, the Mapping and Archives Museum of Anhui Province provided the public with 21,832 maps of varied scales, 6,732 survey-mapping data, aerospace remotely sensed date of land covering 997 thousand square kilometers and 29,307 GB data, produced or updated 36,274 national basic scale topographic maps, monitored geographical conditions of land of 1,980 square kilometers and updated 2,310 GB data on “Map World· Anhui”.

X. Culture, Public Health and Sports

By the end of 2013, there had been 121 culture centers, 102 public libraries, 154 museums (private-run museums included) and 1,433 community or township multi-use cultural stations in Anhui. There had been 130 national key cultural relics protection sites, four of which were combined, and 708 provincial key cultural relics protection sites. 60 intangible cultural heritages were included in the state list, 273 in the provincial list. There had been 15 radio stations, 23 radio launchers and relay stations, 15 TV stations and 7.0826 million CATV subscribers, and radio and TV broadcasting coverage rates were 98.57 percent. In 2013, the number of newspaper, periodicals and books issued or published totaled 98, 180 and 10,514 varieties, and a total of 1.26 billion copies of newspaper and 63 million copies of magazines were issued, and 252 million copies of books were published. There were 142 national archives with 22.913 million rolls of archives collected, the floor space of which amounted to 287 thousand square meters.  At the end of 2013, there were 24,643 medical and health care institutions in Anhui, including 938 general hospitals, 21,873 grass-root medical and health organizations, 1,734 professional public health agencies and 98 other health agencies. Among grass-root medical and health organizations, there were 1,388 health centers, 1,942 community health service centers and 15,311 village clinics; among professional public health agencies, there were 120 epidemic disease prevention centers, 43 special disease prevention and care centers (stations), 121 maternal and child care centers and 113 health monitoring institutions. There were 253 thousand health workers in Anhui, including 98 thousand (assistant) practicing doctors and 103 thousand registered nurses. There were 52 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 240 thousand beds, of which, general hospitals and health centers had 225 thousand beds. In 2013, the medical and health institutions treated 260 million person-times in total. 51.496 million people, accounting for 100.6 percent of the rural population, joined the new rural cooperative medical program. In 2013, athletes of Anhui won altogether 21.5 gold medals, 31silver medals and 28 copper medals at international and national games. On the Twelfth National Games, Anhui athletes won 8.5 gold medals, 9 silver medals and 12 copper medals. Activities with the theme of "Full Fitness, Healthy Anhui" developed vigorously. 1,722 mass physical activities (over 100 persons) were held in the year, and the number of participants totaled 2.36 million person-times.

 XI. Population, People’s Living and Social Security

The year 2013 saw a crude birth rate of 12.88 per thousand, down by 0.012 percentage points over the previous year, and a crude death rate of 6.06 per thousand, down by 0.008 percentage points. At the end of 2013, there were 69.285 million people through household register, up by 265 thousand, and 60.298 million permanent residents, up by 418 thousand. The urbanization rate was 47.9 percent, up by 1.4 percentage points over the previous year.

In 2013, the annual per capita disposable income of urban residents was 23,114 yuan, up by 9.9 percent, or a real increase of 7.4 percent over the previous year. The per capita consumption expenditure was 16,285 yuan, up by 8.5 percent, of which, expenditure for food rose by 9.5 percent, for clothing by 9.5 percent, for housing by 19.1 percent, for household facilities, articles and service by 10.8 percent, for transportation and communication by 33.2 percent, and that for health care and education, culture and entertainment service down by 23.9 percent and 1.5 percent respectively. The Engel's coefficient of urban households [6] was 39.1 percent, up by 0.4 percentage points. The per capita floor space if urban household was 34.9 square meters, up by 2.5 square meters over the previous year. In 2013, the annual per capita net income of rural residents was 8,098 yuan, up by 13.1 percent, or a real increase of 10.3 percent over the previous year. Per capita annual living expenditure was 5,725 yuan, up by 3 percent, of which, expenditure for food grew by 4.1 percent, for clothing by 1 percent, for household facilities, articles and service by 12.5 percent, for health care by 8.2 percent and for transportation and communication by 4.7 percent and that for housing and culture, education and entertainment articles and service down by 0.1 percent and 2.4 percent respectively. The Engel's coefficient of rural households was 39.6 percent, up by 0.4 percentage points over the previous year. The per capita floor space of rural households was 32.2 square meters, down by 3.7 square meters over the previous year. At the end of 2013, a total of 8.113 million and 16.659 million people participated in urban pension program for staff and workers and urban basic health insurance program respectively. 4.09 million people participated in unemployment insurance program and 118 thousand people received unemployment insurance payment of different terms. A total of 4.732 million people and 4.589 million people participated in work accident insurance and maternity insurance respectively. 33.087 million people participated in social pension insurance program for urban and rural residents. The year of 2013 saw 782 thousand urban residents and 2.161 million rural residents receiving government minimum living allowance and 436 thousand rural residents receiving five-guarantees supporting. 499 thousand person times were carried out to help poverty-stricken population with medical treatment in urban areas, while 2.668 million person times were carried out for those in rural areas. At the end of 2013, there were 2,465 social service agencies providing accommodation with 274 thousand beds, adopting 196 thousand people. There were 5,540 community service institutions of various kinds. Of this total, there were 1,053 community service centers and 2,578 community service stations. The sales value of welfare lottery totaled 5.9 billion yuan and social welfare funds collected reached 1.67 billion yuan.

 XII. Resources, Environment and Safety Production

There were 158 kinds of mineral resources discovered in Anhui Province, and 125 mineral resources with the definite amount of reserves (ordinary building stone minerals included), including 6 energy species, 22 metal species, 95 nonmetal species and 2 hydro sphere species. In 2013, the geologic investigation institutions carried out 429 research projects with 97 additional ones. There were 14 large and medium size mines with definite resources reserves recently discovered.   By the end of 2013, there had been 91 environment supervision institutions at provincial, municipal and county level in Anhui Province. Of 16 supervised cities, there were 8 cities where the atmosphere quality was above Grade II standard. 39 natural protection and reservation districts had been set up, including 7 ones at national level, 30 at provincial level and two at county level. The area of manpower forestation was 202.8 thousand hectares, and that of forest was 3.8042 million hectares. The total stumpage amount was 238.682 million cubic meters, and that of forests was 209.879 million cubic meters.  

Water quality of the Huai River flowing through Anhui Province was mainly at Grade III level, that of the Yangtze River through Anhui was better, mainly at Grade II level. Chao Lake was lightly polluted, and 9 major branches surrounding the lake were polluted at middle level. The Xin’an River and its branches were of good water quality. The Quality of 97.6 percent of urban centralized drinking water source reached the standard.  

The death toll from work accidents every 100 million yuan worth of GDP was 0.16 people, a decline of 13.7 percent. Work accidents in industrial, mining and commercial enterprises caused 1.07 deaths out of every 100 thousand employees, down by 14.5 percent. The death toll for 1 million tons of coal produced in coalmines was 0.16 person, down by 24.8 percent. The road traffic death toll per 10 thousand vehicles was 2.19 persons, down by 16.2 percent. There happened 17,610 road traffic accidents and 11,691 fire disasters in Anhui in 2013.
