In 2012, under the firm leadership of Anhui Provincial committee and Anhui Provincial government, people of the whole province implemented the spirit of the 17th and 18th National Congress of the Communist Party of China and that of the 9th Provincial Party Congress. Taking the scientific development as the theme and the overall transformation, quick rise, revitalizing Anhui and enriching Anhui people as the mainline, the whole province firmly followed the overarching policy of making progress while ensuring the stability, advanced the construction of a strong province in three aspects—economy, culture and ecology—and fulfilled major tasks and achieved goals determined at the beginning of the year. 

I. General Outlook

In 2012, GDP[2] of Anhui Province reached 1.72121 trillion yuan at comparable price, an increase of 12.1% over the previous year. The added value of the primary industry was 217.87 billion yuan, up by 5.5%; that of the secondary industry was 940.4 billion yuan, up by 14.4%; and the tertiary industry was 562.94 billion yuan, up by 11%. The ratio of three industries was adjusted from 13.2:54.3:32.5 to 12.7:54.6:32.7 and the value added of the secondary industry accounted for 46.6%, raising by 0.4 percent points over the previous year. The social productivity is 41,336 yuan per capita, an increase of 3,884 yuan over the previous year. GDP per capita amounted to 28,792 yuan (4,561 US dollars), up by 3,133 yuan.

In 2012, the consumer price increased by 2.3%, down by 3.3 percent points over the previous year, of which, the retail prices of commodities went up by 2.1%, the producer prices and the purchasing prices for manufactured goods were down by 1.7% and 1.8% respectively, the prices for investment in fixed assets increased by 1% and the prices for means of agricultural production rose by 5.3%.

At the end of 2012, the number of employed people in Anhui was 42.068 million, an increase of 859 thousand, of which 15.312 million in the primary industry, a decrease of 677 thousand than the previous year, 11.073 million in the secondary industry, an increase of 688 thousand, 15.683 million in the tertiary industry, an increase of 848 thousand. The number of working staff in urban and township private enterprises and individual laborers was 6.483 million, an increase of 498 thousand. New jobs were offered for 658 thousand urban laborers, and 250 thousand for the reemployment. By the end of the year, the urban unemployment rate through registration had been 3.68%, down by 0.04 percent points.

II. Agriculture

The sown area of grain maintained the same level as 2011 and was 6.622 million hectares, of which 2.0797 million hectares for high quality wheat planting, up by 94.7 thousand hectares. The sown area of vegetable was 827.1 thousand hectares, an increase of 38.1 thousand hectares, but that of oil-bearing plants and cotton decreased by 34.6 and 45.5 thousand hectares to 843.6 and 304.9 thousand hectares respectively.

The total output of grain in 2012 was 32.891 million tons, an increase of 1.536 million tons or 4.9 % over the previous year, which was the seventh year seeing the consecutive output growth of grain and the ninth bumper harvest year. The output of oil-bearing plants was 2.277 million tons, an increase of 6.5%, and that of cotton was 294 thousand tons, a decrease of 22.2%.

At the end of 2012, 15.552 million pigs were registered in the total stocks, up by 6% over the previous year; 29.276 million pigs were slaughtered, up by 7.6%. The total output of meat was 3.977 million tons, an increase of 5.9%, of which the output of pork, beef and mutton was 2.824 million tons, an increase of 6.5%. The output of eggs, milk and aquatic products was 1.226 million, 241 thousand and 2.075 million tons, up by 2.5%, 7% and 4% respectively.

By the end of the year, the total power of agricultural machinery had been 59.028 million kilowatt, an increase of 4.3% over the previous year. The number of farming tractors was 2.492 million, down by 1.3%, and that of farming transport vessels was 676 thousand, up by 1.7%. The whole year consumption of fertilizer (converted to pure amount) was 3.335 million tons, an increase of 1.2%. Electricity consumption in rural areas amounted to 12.88 billion kilowatt, an increase of 9.8%. The effective drainage area was 35.962 million hectares, an increase of 48.6 thousand hectares and a new increase of 38.6 thousand water-saving irrigation areas.

III. Industry and Construction

At the end of 2012, the industrial enterprises above the designated size[3] amounted to 12,970, having a net increase of 2,015 over the previous year. In 2012, the value added of industrial enterprises above the designated size was 755.05 billion yuan, up by 16.2% over the previous year. That of the light industry and heavy industry grew by 17.5% and 15.6% respectively, the ratio of which turned from 30.8:69.2 to 31.4:68.6. The production of joint-equity enterprises and small and medium-sized enterprises had a relatively rapid growth.

Over 90 percent of the industries across Anhui kept growing, of which the growth of value added for manufacture of communication equipment, computer and other electronic equipment was 42.8%, for manufacture of general machinery was 31.5%, for procession of food from agricultural products 23.7%, for manufacture of non-metallic mineral products 19.2%, for manufacture of raw chemical materials and chemical products 16.3%, for manufacture of electrical machinery and equipment 15.7%, for smelting and pressing of non-ferrous metals 11.7%, for smelting and pressing of ferrous metals 9%, for production and supply of electric power and heat power 12.4% and for coal mining and dressing 4.4%. The growth of the value added for the major six leading industries was 17.2%, that of the manufacture of equipment was 18.2%, high and new technology industry 16.5% and strategic emerging industry 33.1%.

Among major industrial products, the output of coal, electricity, crude steel and rolled steel grew by 8.3%, 9.4%, 3.4% and 2% respectively, cement by 16.3%, color TV sets by 14.1%, room air conditioners by 8.8%, that of household washing machines, household refrigerators and motor vehicles decreased by 7.4%, 12% and 7.5% respectively.

The profits made by the industrial enterprises above the designated size across the province in 2012 were 2.79112 trillion yuan, an increase of 18.1%. Profits and taxes amounted to 254.3 billion yuan, up by 11.8%, of which 147.02 billion was from profits, an increase of 11.3%. Profits made in seventeen industries including the manufacture of electrical machinery, the manufacture of non-metallic mineral products, processing of food from agricultural products, coal mining and dressing and automobile industry were all over 3 billion yuan and their accumulated profits were 121.86 billion, accounting for 82.9% of those made by industrial enterprises above the designated size.

The value added of construction enterprises in Anhui was 137.82 billion yuan, up by 9.1% over the previous year. The profits and taxes made and paid by qualified construction enterprises were 27.06 billion yuan, up by 13.3%. The floor space of housing construction was 336.789 million square meters, an increase of 52.061 million square meters and that of completed housing construction was 127.433 million square meters, up by 8.455 million square meters.

IV. Investment in Fixed Assets

The completed investment in fixed assets of the province in 2012 [4] was 1.5055 trillion yuan, up by 24.4% over the previous year, of which, the investment in the technological transformation in industry and information technology industry was 383.64 billion yuan, up by 26.3%; private investment was 901.62 billion, up by 19%.

Investment in the primary industry, secondary industry and tertiary industry grew by 71.9%, 14.7% and 32.5% respectively. Investment in industry was up by 19.2%, of which that in manufacturing rose by 19.8% and manufacture of equipment by 22.1%. Investment in the major six high energy consuming industries was up by 18.2%. In the tertiary industry, investment in information transmission, computer services and software grew by 36.6%, leasing and business services by 70.8% , scientific research and technical service by two times and culture, sports and entertainment by 50.2%.

In 2012, the investment in real estate development was 315.16 billion yuan, up by 20.7%. Sales area of commercial buildings was 48.288 million square meters, up by 4.8%; sales of commercial buildings reached 232.99 billion yuan, up by 5.9%. In 2012, the newly started construction of affordable housing projects in urban areas amounted to 438 thousand units (households), and those basically completed were 344 thousand units.

About 4,897 projects of the “861 Action Plan” were continued or newly developed, and the investment reached 669.85 billion yuan. Projects newly started included Navistar engine of JAC Motors, Institute of Advanced Technology of University of Science and Technology of China, Wuhu Tunghsu FPD glass substrate, Chery heavy-duty machinery, Suzhou intelligent cloud computing, large CNC planer type milling machine of Xuancheng, Ma’anshan Yazhong high-end equipment, Bozhou Xiuzheng Pharmaceutical Co., the second stage of Huainan Yianji Electric Power Pkant, Bengbu the Ming culture industry park, flood bypass of the Qingyi River, Chuzhou section of the North Yangtze River Express Way, Hefei Metro Line1 and Anhui section of Zhengzhou-Xuzhou Passenger Railway; those completed included the second stage of Hefei Shenjian Technology Co., Ltd., Chizhou Science and Innovation Electronic Park, Bozhou Modern TCM Industry Venture Base, Anqing Huamao high-end yarn dyed fabric, Lujiang Luohe iron mine, special cable of Wuhu Siait-cable, safety reconstruction of Huainan Xieqiao Coal Mine, Lu’an Jinling Happy Land, China (Xuancheng) Four Treasures of the Study Trading Center, Huaibei section of Si County-Xuchang Express Way and Hefei-Bengbu High-speed Railway.

In 2012, new coal production capacity was 9 million tons and the installed capacity of electricity was 3.53 million kilowatts.

V.  Domestic Trade

In 2012, the total retail sales of consumer goods reached 568.56 billion yuan, a growth of 16% over the previous year. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 467.07 billion yuan, up by 16%, and that in rural areas reached 101.48 billion yuan, up by 16.3%. Grouped by consumption patterns, the income of retail sales of commodities was 500.55 billion yuan, up by 16%, and that of catering industry was 68 billion, up by 16.2%. Classified by the size of enterprises, the retail sales of commodities by enterprises above the designated size amounted to 272.06 billion, up by 19.2%, while those by enterprises below designated size were 296.49 billion, up by 5.6%. Of the total retail sales of commodities by enterprises above the designated size, the year-on-year growth of sales for food, clothes and daily use was 26.3%, 18% and 21.7% respectively, that for grain and oil was 36.2%, for meat and eggs 25.4%, for clothing 19.4%, for cosmetics 23%, for gold, silver and jewelry 21.9%, for daily necessities 21.4%, for traditional Chinese drugs and western drugs 23%, for cultural and office goods 29.3%. The growth of sales for telecommunication equipment was 23.3%, for electric and electronic appliances for household use and audio-video equipment 11.6%, for building and decoration materials 35.7%, for furniture 28.2%, for motor vehicles 19.6% and petroleum and related production 26.3%.

VI. Foreign Economy and Tourism

The total value of imports and exports in 2012 reached 39.33 billion US dollars, up by 25.6%. Of the total, the value of goods export was 26.75 billion US dollars, increasing by 56.6%, and the value of goods import was 12.58 billion US dollars, down by 11.6%. Viewed by export enterprises, manufacturing enterprises and trading enterprises grew by 55% and 63.2% respectively. By export commodity, the export sales of mechanical and electronic products and high & new-tech products rose by 51.6% and 9.5% respectively.

In 2012, newly established foreign-investment enterprises in Anhui were 194, down by 26.2% over the previous year, contracted foreign capital was 2.53 billion US dollars, down by 26.4%, foreign investment in actual use 8.64 billion US dollars, up by 30.3%. By the end of 2012, the number of top 500 enterprises outbound investing in Anhui had risen to 63.  

In 2012, newly-signed contract value concerning economic and technological cooperation with foreign countries was 2.44 billion US dollars, up by 21.4% over the previous year, the accomplished turnover 3 billion US dollars, up by 19.4%, and the number of labor forces sent abroad 13,370, decreasing by 1.5%. 56 enterprises (agencies) from Anhui were established in foreign countries with the actual outward investment of 0.55 billion US dollars.

The year 2012 saw 3.315 million inbound visitors to Anhui, a year-on-year increase of 26.1%, and the number of domestic tourists reached 292 million, up by 30.2%. The tourism revenue totaled 261.78 billion yuan, up by 38.6%, of which, foreign exchange earning from international tourism was 1.56 billion US dollars, up by 32.5%, while domestic tourism revenue 251.91 billion yuan, up by 38.8%. By the end of 2012, there had been 438 tourist spots at Grade A level or above in Anhui.

VII. Transportation, and Post and Telecommunication

In 2012, the added value of transportation, storage, post and telecommunication sectors registered 65.02 billion yuan, up by 8.2% over the previous year.

Total passenger and freight traffic reached 2.13 billion persons, and 3.12 billion tons, up by 14.6% and 16.1% respectively. The passenger flows were 181.72 billion person-kilometers, the freight flows were 979.27 billion ton-kilometers, growing by 11.7% and 15.9% respectively. The volume of freight handled by ports throughout the year totaled 360 million tons, down by 3.8%, of which freight for foreign trade was 2.72 million tons, down by 1.8%. The passenger throughout of civil aviation airports in Anhui was 6.039 million persons, up by 18.1% over the previous year, of which that of Hefei Airport was 5.194 million persons, up by 18.1%.

The total number of motor vehicles for civilian use had reached 3.302 million by the end of 2012, up by 14.1%, of which private-owned vehicles numbered 2.467 million, up by 20.2%. The total number of cars for civilian use stood at 1.493 million, up by 28.8%, of which private-owned cars numbered 1. 282 million, up by 33.1%.

The turnover of post and telecommunication services [5] totaled 41.75 billion yuan, up by 12.5% over the previous year. Of this total, telecommunication services accounted for 37.16 billion yuan, up by 11.2%, and post services 4.59 billion yuan, up by 24.5%. In 2012, the total capacity of local office switchboards stood at 12.038 million lines, down by 2.398 million lines over the previous year. Local fixed telephone subscribers numbered 10.914 million, down by 1.525 million, while mobile phone users reached 36.098 million, up by 3.504 million. For every 100 persons, the phone possession (including mobile phones) was 78.5sets, up by 3 sets.There had been 5.07 million internet service users of basic telecom enterprises by the end of 2012, up by 496 thousand users.

VIII. Finance, Securities and Insurance

The fiscal revenue totaled 302.6 billion yuan, up by 14.9% over the previous year, of which local revenue was 179.27 billion yuan, up by 22.5%. Of the total fiscal revenue, value-added tax decreased by 4%, business tax increased by 19.1% and enterprise income tax rose by 19.4%. The fiscal expenditure totaled 393.67 billion yuan, up by 19.2%. Of which social security and employment expenditure went up by 15.6%, medicine and health-care by 13.5%, urban and rural community affairs by 21.8%, education by 25.7% and science and technology by 25.5%. A total of 56.52 billion yuan were invested in 33 livelihood projects to benefit over 60 million urban and rural residents.

By the end of 2012, deposits (RMB) in all financial institutions of Anhui Province had totaled 2.29773 trillion yuan, up by 357.36 billion yuan or 18.4% over the end of 2011, residents’ savings deposits were 1.11786 trillion yuan, up by 21.1%. Loans in financial institutions totaled 1.62943 trillion yuan, rising by 256.52 billion yuan or 18.7% over the end of 2011. Of which, short-term loans, mid-and-long-term loans and personal mid-and-long term loans were 603.85, 943.18 and 338.97 billion yuan, up by 20.9%, 14% and 16.3% respectively.

Funds raised in 2012 by enterprises through issuing stocks and share rights on stock market amounted to 14.11 billion yuan. Of this total, one A-share was issued, receiving 850 million yuan. The refinancing of A-shares (including rationing shares, public newly issued, nonpublic newly issued and warrants) received 3.31 billion yuan. The listed companies financed 9.95 billion yuan through convertible bonds, bonds with attached warrants and corporate bonds. By the end of 2012, there had been 78 listed companies across Anhui, the total market value of which was 484.35 billion yuan, up by 6.1% over the previous year.

In 2012, 25.59 billion yuan non-listed company bonds and 19.78 billion yuan short-term financing bonds were issued.

The transaction volume of domestic securities agents amounted to 1.0955 trillion yuan, and that of time bargain was 8.23067 trillion yuan.

The premium received by the insurance companies totaled 45.36 billion yuan in 2012, up by 4.9% over the previous year. Of this total, property insurance premium amounted to 16.91 billion yuan, up by 18.4%; life insurance premium 28.46 billion yuan, down by 1.7%. Insurance companies paid an indemnity worth of 15.27 billion yuan, up by 21.7%, of which, property insurance indemnity was 9.15 billion yuan, up by 28.7% and life insurance indemnity 6.12 billion yuan, up by 12.6%.

IX. Education, and Science and Technology

By the end of 2012, institutions with postgraduate programs had totaled 21, with 44,351 students enrolled. There were 107 institutions of higher education, and the general tertiary education enrollment was 1.023 million students with the gross enrollment rate of 30.6%, up by 4.2 percent points over the previous year. Enrollment in vocational schools (technical worker training schools excluded) amounted to 1.002 million students. There were 1.293 million students in senior secondary schools with the gross enrollment rate of 86%, up by 2.5 percent points over the previous year, 2.13 million students in 2,920 junior secondary schools with the enrollment rate of 99.6% and 4.047 million pupils in 12,457 elementary schools with the enrollment rate of 99.9%. Graduates from adult educational institutions numbered 429 thousand.

There were altogether 1.828 million technicians of all categories, up by 9.7% over the previous year. Of 2,091 research institutions of science and technology, there were 671 institutions established by large and medium enterprises. 145 thousand professionals were engaged in scientific work. The amount of expenditures on research and development (R&D) was worth 27.5 billion yuan in 2012, up by 28.1%, accounting for 1.6% of the provincial GDP. There were 5 national great science programs, 2 state laboratories, 15 state key (engineering) labs, 105 provincial key labs, 35 ministry labs, 397 engineering (technical) research centers above provincial level with 20 state-level centers, and 12 high & new technology industrial development zones, including 4 state-level ones.

In 2012, achievements of science and technology above provincial level were made in 878 projects, including key technical researches on and applications of wide-temperature range refrigerating system and vehicle-mounted Doppler wind radar.

In 2012, 74,888 patent applications were accepted, up by 54.2% over the previous year, while a total number of 43,321 patent application for new inventions were certified, up by 32.6% over the previous year. A total of 6,806 technology transfer contracts were signed, representing 8.62 million yuan in value, up by 32.6% over the previous year.

In Anhui province, there were 785 inspection institutions of product quality above prefecture level, including 110 inner institutions and 17 state inspection centers. There were 2 organizations for product certification and management system certification, which accumulatively certified products in 1,755 enterprises. A total of 79 authorized measurement institutions enforced compulsory inspection on 1.318 million measurement instruments in the year. 3 international standards, 374 national standards and 1,684 local standards were developed or revised in the year. There were 37 China-famous brand products, 32 geographical indication products at state level and 1,096 Anhui-famous brand products.

In 2012, the Mapping and Archives Museum of Anhui Province provided the public with 12 thousand maps of varied scales, 4,763 survey-mapping data, aerospace remotely sensed data of land covering 740 thousand square kilometers and 506 GB data, produced or updated 32 thousand national basic scale topographic maps, monitored geographical conditions of land of 16 thousand square kilometers and updated 30.5 GB data on “Map World· Anhui”.

X. Culture, Public Health and Sports

The year of 2012 saw 121 culture centers, 102 public libraries, 121 museums (private-run museums included) and 1,432 community or township multi-use cultural stations in Anhui. There were 56 national key cultural relics protection sites, two of which were combined, and 708 provincial key cultural relics protection sites. 60 intangible cultural heritages were included in the state list, 273 in the provincial list. With 15 radio stations, 23 radio launchers and relay stations, 15 TV stations and 5.188 million CATV subscribers, radio and TV broadcasting coverage rates were 97.85% and 98.1% respectively. In 2012, the number of newspaper, periodicals and books issued or published totaled 98,180 and 9,692 varieties, and a total of 1.27 billion copies of newspaper and 60 million copies of magazines were issued, and 260 million copies of books were published. There were 98 kinds of electronic and audio-visual publications with 406 thousand pieces published and 142 national archives with 17.472 million rolls of archives collected, the floor space of which amounted to 238 thousand square meters.

By the end of 2012, there had been 23,277 medical and health care institutions in Anhui, including 930 general hospitals, 21,812 grass-root medical and health organizations, 449 professional public health agencies and 86 other health agencies. Among grass-root medical and health organizations, there were 1,385 health centers, 1,948 community health service centers and 15,306 village clinics; among professional public health agencies, there were 121 epidemic disease prevention centers, 52 special disease prevention and care centers (stations), 118 maternal and child care centers and 119 health monitoring institutions. There were 236.3 thousand health workers in Anhui, including 92.2 thousand (assistant) practicing doctors and 95 thousand registered nurses. There were 53.8 thousand doctors and health workers in rural areas. The medical and health institutions in Anhui possessed 222.3 thousand beds, of which, general hospitals and health centers had 206.1 thousand beds. In 2012, the medical and health institutions treated 244 million person-times in total. 50.4375 million people, accounting for 99.5 percent of the rural population, joined the new rural cooperative medical program.

In 2012, athletes of Anhui Province won altogether 34 gold medals, 26 silver medals and 30 copper medals at international and national games, 6 of whom were world champions and 6 Asian champions. On the London Olympic Games, Anhui athletes won one gold medal, two fourth places, one fifth place, two sixth places and one seventh place, creating the best score in Anhui history. Activities with the theme of “Full Fitness, Healthy Anhui” developed vigorously. 1,860 mass physical activities (over 100 persons) were held, of which, there were 1,537 modern sports activities and 323 traditional folk sports activities.

XI. Population, People’s Living and Social Security

The year 2012 saw a crude birth rate of 13 per thousand, up by 0.077 percent points over the previous year, and a crude death rate of 6.14 per thousand, up by 0.054 percent points. By the end of 2012, there had been 69.02 million people through household register, up by 261 thousand, 59.88 million permanent residents, up by 200 thousand. The urbanization rate was 46.5%, up by 1.7 percent points over the previous year.

In 2012, the annual per capita disposable income of urban households was 21,024 yuan, up by 13%, or a real increase of 10.6% over the previous year when factors of price increase were deducted. The per capita consumption expenditure was 15,012 yuan, up by 13.9%. Of which, expenditure for food rose by 10.8%, for clothing by 12.4%, for health care by 25.9%, for transportation and communication by 32.6% and for education, culture, entertainment service by 18.5%. The Engel’s coefficient of urban households [6] was 38.7%, down by 1.1 percent points. The per capita floor space of urban household was 32.4 square meters, up by 0.3 square meters over the previous year.

In 2012, the annual per capita net income of rural households was 7,161 yuan, up by 14.9%, or a real increase of 12.2% over the previous year when the factors of price increase were deducted. Per capita annual living expenditure was 5,556 yuan, up by 12.1%, of which, expenditure for food grew by 6.1%, for clothing by 11.8%, for residence by 28.8%, for health care by 15.8%. The Engel’s coefficient of rural households was 39.3%, down by 2.2 percent points over the previous year. The per capita floor space of rural households was 35.9 square meters, up by 0.9 square meters over the previous year.

At the end of 2012, a total of 7.837 million people and 16.598 million people participated in urban basic pension program for staff and workers and urban basic health insurance program respectively. 4.022 million people participated in unemployment insurance program and 117 thousand people received unemployment insurance payment of different terms. A total of 4.55 million people and 4.302 million people participated in work accident insurance and maternity insurance respectively. The pension program for land-requisitioned farmers was advanced in an all-around manner and 2.111 million people joined the program. 33.506 million people participated in social pension insurance program for urban and rural residents, of which 31.656 million people joined the new cooperative medical care system in rural areas.

The year of 2012 saw 819 thousand urban residents and 2.151 million rural residents receiving the government minimum living allowance, 451 thousand rural residents receiving government relief. 430 thousand person times were carried out to help poverty-stricken population with medical treatment in urban areas, while 2.606 million person times for those in rural areas.

At the end of 2012, there were 2,438 social service agencies providing accommodation with 253 thousand beds, adopting 191 thousand people. Of which, there were 1,992 service institutions for the aged providing 220 thousand beds and adopting 160 thousand people. There were 5,040 community service facilities, including 1,051 community service centers and 2,020 community service stations. The sale value of welfare lottery totaled 4.37 billion yuan and social welfare funds collected reached 1.29 billion yuan.

XII. Resources, Environment and Safety Production

There were 158 kinds of mineral resources discovered in Anhui Province, and 126 mineral resources with the definite amount of reserves (ordinary building stone minerals included), including 6 energy species, 20 metal species, 98 nonmetal species and 2 hydro sphere species. In 2012, the geologic investigation institutions carried out 59 research projects. There were 8 large and medium size mines with definite resources reserves recently discovered.

By the end of 2012, there had been 87 environment supervision institutions at provincial, municipal and county level in Anhui Province. Of 16 supervised cities, there were 15 cities where the atmosphere quality was above Grade II standard. 38 natural protection and reservation districts had been set up, including 7 at national level, 29 at provincial level and two at county level. The area of manpower forestation was 96 thousand hectares, and that of forest was 3.8042 million hectares. The total stumpage amount was 217.101 million cubic meters, and that of forests was 180.749 million cubic meters.

Water quality of the Huai River flowing through Anhui Province was mainly at Grade III level, that of the Yangtze River through Anhui was better, mainly at Grade II level. Chao Lake was lightly polluted, and 9 major branches surrounding the lake were polluted at middle level. The Xin’an River and its branches were of good water quality. The Quality of 98.4% of urban centralized drinking water source reached the standard.

The death toll from work accidents every 100 million yuan worth of GDP was 0.19 people, a decline of 13.6%. Work accidents in industrial, mining and commercial enterprises caused 1.25 deaths out of every 100 thousand employees, down by 17.8%. The road traffic death toll per 10 thousand vehicles was 2.61 persons, down by 6.5%. There happened 18,075 road traffic accidents and 5,477 fire disasters in Anhui in 2012.
